We have as main objective to analyze the contribution of the organized social movements of people with disabilities to the admission and permanence of these subjects in higher education, through the study of actions implemented in the PEE. Therefore, we carried out documentary and bibliographic research that enabled us to understand the contribution of social movements in the creation of the PEE. The research is structured in three sections. In the first one, we analyze historical aspects of the different modes of production. In the primitive world, practices of natural selection prevailed; in the slave mode production, practices of extermination or abandonment; in the feudal production mode, dominated by the church, practices of charity and philanthropy advanced, and in the mode of capitalist production, we discuss the great changes in the logic of production, with a new economic order based on social exclusion. In the second section of the research, we analyze the social movements with the dominance of the capitalist mode of production, pointing out the possible advances and its limits for the reproduction of the current productive societal order. We also organized a history of the Brazilian education of people with disabilities, in order to better understand the social movements of these subjects. Subsequently, we researched the association of organized movements of people with disabilities, and then analyzed the history of ACADEVI and its contribution in defense of the rights of visual impairment people in Cascavel. We also discussed the history of the constitution of the municipal forum in defense of the rights of people with disabilities and the difficulties to maintain and expand the rights of this segment. In the third section, we study the history of the struggles to create and consolidate UNIOESTE, and, in the midst of these struggles, we came to the creation of the PEE. We can affirm that the social movements of people with disabilities played a decisive role in the creation and institutionalization of the institution / A presente pesquisa trata da criação do Programa Institucional de Ações Relativas às Pessoas com Necessidades Especiais (PEE) da UNIOESTE e sua relação com os movimentos sociais. Temos como objetivo geral analisar a contribuição dos movimentos sociais organizados das pessoas com deficiência para o ingresso e permanência desses sujeitos no ensino superior, por meio do estudo das ações implementadas no PEE. Para tanto, realizamos pesquisa documental e bibliográfica que nos possibilitou compreender a contribuição dos movimentos sociais na criação do PEE. A pesquisa está estruturada em três seções. Na primeira, analisamos aspectos históricos dos diferentes modos de produção. No mundo primitivo, prevaleceram às práticas da eliminação natural, no modo de produção escravista, predominaram as práticas do extermínio ou do abandono, no modo de produção feudal, com o domínio da igreja, avançaram as práticas da caridade e da filantropia e no modo de produção capitalista, discutimos as grandes alterações na lógica da produção, com uma nova ordem econômica pautada na exclusão social. Na segunda seção da pesquisa, analisamos os movimentos sociais com o domínio do modo de produção capitalista, apontando os possíveis avanços e seus limites para a reprodução da atual ordem societária produtiva. Também elaboramos um histórico da educação brasileira das pessoas com deficiência, para compreender os movimentos sociais destes sujeitos. Posteriormente, pesquisamos o associativismo dos movimentos organizados das pessoas com deficiência, para, em seguida, analisar a história da ACADEVI e a sua contribuição na defesa dos direitos dos sujeitos com deficiência visual da região de Cascavel. Também discutimos a história da constituição do Fórum Municipal em Defesa dos Direitos das Pessoas com Deficiência e as lutas travadas para manutenção e ampliação dos direitos deste segmento. Na terceira seção, estudamos a história das lutas da criação e consolidação da UNIOESTE, e, no bojo destas lutas, chegamos à criação do PEE. Podemos afirmar que os movimentos sociais das pessoas com deficiência tiveram um papel decisivo na criação e institucionalização do Programa Institucional de Ações Relativas às Pessoas com Necessidades Especiais (PEE) da UNIOESTE.
