The effects of fire and salvage logging on early post-fire succession in mixedwood boreal forest communities of Saskatchewan

This study compared the effects of fire severity and salvage logging on early successional vegetation in the mixedwood boreal forest upland of Saskatchewan. The effects of salvage logging on post-fire forest stands are poorly understood. Few studies have investigated the short-term effects of salvage logging on the regeneration of boreal plant species or the long-term impact on overall forest composition and diversity. This study examines salvage logged and wildfire leave stands across three burn severity classes (no burn, low/moderate burn, and high burn) over two time periods (1 year post-fire and 10 years post-fire). The results indicate that salvage logging has a significant impact on the early regeneration of burned mixedwood boreal plant communities with the effect still evident in forest stands ten years post-fire. Salvage logging has long-lasting residual effects on boreal forest plant community development. Salvage logging one year post-fire reduced the number, diversity, and abundance of species within each of the burn severities, creating a less abundant and simplified plant community. It was also shown that salvage logging one year post-fire tended to create more homogenous plant communities similar to those communities typical of areas of moderate burn severity, constraining the effects of burn severity and decreasing the range of the vegetation communities. These findings are less pronounced, but still evident, within salvage logged stands ten years post-fire as three regrowth cover types have developed, characterised by no disturbance, moderate disturbance either by fire or salvage logging, and severe disturbance. The convergence of plant community characteristics between burn severity classes across logging treatments suggests that the effects of salvage logging do not have long lasting effects within areas of high burn severity.

This research takes elements of the scholarship on environmentalism -- political theory and ethical philosophy -- and evaluates them together in the context of the conflict over salvage logging in the Rogue-Siskiyou National Forest in Oregon. I tell the story of the conflict through a history of land and fire management in the U.S. Through a closely detailed account of the anti-salvage logging activism, I explore the gap between ethics and political responsibility and how they unfold in this battle against deforestation. This research offers an in-depth look into how the environmental movement struggled internally to identify goals, and to challenge powerful economic and political systems that prevent significant change from taking root. I argue that the environmental movement needs a theory of environmental responsibility as a framework by which to better understand the strategies and complexities of environmental conflicts. The task of environmental responsibility is to confront the challenge of how to make the environmental movement responsive to the political and economic conditions that produce conflicts, and how environmentalism can overcome the limits of liberal individualism. As forests continue to dwindle, and as activists across the nation mobilize to stop the Keystone XL pipeline that will carry Canadian tar sands to the Gulf of Mexico, the future of environmentalism has never been more critical. / Ph. This dissertation comprises three interrelated studies exploring the effects of hurricanes on forestlands and the optimization of salvage logging practices. The first study examines land cover changes and salvage logging patterns following Hurricane Michael. It utilizes predictive models to identify key drivers of these changes, exploring the relative influence of storm intensity, forest vulnerability, and economic/operational factors. The second study builds upon these findings, focusing on the agent attribution for land cover change observations leveraging advanced remote sensing tools and relevant spatial data. By distinguishing between wind damage and salvage logging activities, it advances the understanding of post-hurricane land cover dynamics. The third study introduces a novel timber supply model that utilizes robust stochastic optimization to optimize salvage operations under uncertainty. It integrates various data sources to optimize site selection, transportation logistics, and resource allocation under uncertain timber stocks, aiming to enhance salvage operations' efficiency and economic returns. Collectively, these studies provide valuable insights for improved hurricane disturbance management.
