Model flexijistoty a jeho imlementace na evropské trhy práce / Flexicurity model and its implementation in the European labor marketsBielawski, Jakub January 2013 (has links)
This diploma thesis considers a model of flexicurity, which currently represents a key strategy of European employment policy. "The Danish miracle", as it is sometimes called, combines two at first sight contradictory trends - the high flexibility of the labor market and adequate security for workers. However, application of the model to the European labor markets seems to be problematic for several reasons. Several potential barriers to the effective implementation of flexicurity are being discussed in the paper. The most serious seems to be the insufficient and ambiguous definition of the model. This means that different actors understand the nature of the model differently and accept it with different expectations. Flexicurity also ignores the heterogeneity of each labor market. The argument that flexicurity represents a win-win situation for all citizens seems untrustworthy and unrealistic. The paper further argues that the model is connected with the place of origin because of the importance of informal institutions such as advanced social dialogue and public-spiritedness. Finally, it is necessary to take into consideration the enormous financial demands of the model due to the emphasis on a generous social system.

The diploma thesis "The possibilities of school social work in tertiary education in the Czech Republic" analyses the possibilities of introducing the profession of a social worker into the Czech university education system. The first part of the thesis is focused on presenting general issues of school social work. Moreover, the development of school social work in the Czech Republic is described and compared to the experience in other countries where school social work has a long tradition. The second part is dedicated to the specifics of university environment, its problems and its potential. The differences between the client target groups in secondary and tertiary education are explained. The last section of the thesis defines the roles and competences of school social workers at universities. The definition of a university social worker is created with regard to the worker's activities and specialization. The research part consists of an analysis of requests for provision of social services , their attachments and general legislative documents relating to the provision of social services and the selection of a new applicant. The aim of the final thesis was the analysis of a social enterprise according to the TESSEA approach. The case study was conducted using both the document analysis and interviews. The document analysis showed which criteria (according to the TESSEA approach) were fulfilled by the chosen organization and which were not. Furthermore, there were analysed the mechanisms causing that the certain criteria were not fulfilled. These data were obtained through the interviews with the representatives of the organization. Finally, it is possible to conclude that the subject of the research fulfilled the criteria of the TESSEA approach. There were introduced the factors explaining why the criteria were not fulfilled. According to the representatives of the chosen organization among these main factors belonged the lack of financial and time resources, the lack of know-how, the legislative boundaries or the modeling the organization after commercial enterprises.

Social security for women in pregnancy and maternity and the protection of their rights in the Czech Republic and the EU The objective of this diploma thesis is to describe and analyse the topic of protection and social security of pregnant women and mothers in the Czech Republic and the EU. The reason of such protection lies in the fact that during pregnancy and early maternity women and their families are significantly limited in their possibilities of working, which is connected with a decrease in the family income and a certain difficulty in the social life. The main part of the thesis consists of five chapters. The first chapter concerns the family policy, which is a state policy branch that focuses on the support of a family, family life and other related institutes and activities, e. g. marriage, motivation of employers to employ pregnant women and mothers or parents, support of institutions that provide care and education to small children etc. The section dedicated to the social security funding explains possible resources and methods of financing the social protection used within contemporary developed political and economic systems. Meeting the life and career values in social-pedagogical work Abstract: My thesis deals with the possibilities of finding and implementing the values of social pedagogue in the context of his profession and even in the context of the personal life. Its objective is based on an analysis of scientific literature, reflecting own experience and on the qualitative research, to show where and how the helping professionals can find their personal and professional values and how they manage to fulfill them. For these reasons I decided to make a research that would support the content of the theoretical part and was able to bring life caring professionals through finding their innermost attitudes - values, motivations and motives - which are private but in the end affect the quality of their work. Through analysis of the results of semi-structured interviews conducted with social pedagogues it was found that personal values of employees in many ways penetrate into the professional values, the main motivation to pursue social pedagogical work lies in th need of transcendence and that the benefits of this mission in many ways exceeds it caused losses. The aim of the thesis is to find the answer, whether it is plausible to monitor social cohesion of the municipality and how to measure this cohesion, which is one of the essential pillars of sustainable development. In order to find out, analysis of approaches and measurements of the sustainable development social pillar in international and Czech environment was carried out. Social pillar was identified and described also at the local level. Within the framework of the sustainable development social pillar at the municipal level three main thematic blocks are proposed: • Social environment quality of the municipality • Social-demographic population structure of the municipality • Contentment and participation in the public affairs These themes should be monitored by the set of indicators proposed in this thesis. It aimed to cover all dimensions of social cohesion which are significant and well-founded in the context of the territorial planning process. These indicators can be followed in the direct relationship with the population size and regional importance of the observed territorial unit at the local level and they are not separated from the concept of indicators monitoring at other – territorially higher – levels. Outcomes, analysis and interpretation of attained values could become the basis for the “territorial sustainable development analysis” (part of territorial planning instruments according to contemporary legal regulations), representing social pillar. All phenomenon and processes must be evaluated in the context with other sustainable development pillars and afterwards they should become another suitable instrument for measurement of the fulfilling the territorial planning aims.

The thesis aims to map the social housing system in Prague and to contribute to evaluating effectiveness of the policy. The study analyses 15 city districts of Prague, focusing on the conditions and process for selection of tenants. Currently, social housing is not regulated by law and therefore city districts are legally autonomous in decision making. The thesis is explorative, and studies policy documentation (primarily policy of city districts dealing with management stock of dwellings). I then carried out semi-structured interviews with actors of social housing (social services users, social workers of shelter services and officials of city districts). The study pursues a deeper understanding of issues connected with housing needs and the role of social housing as a solution to housing problems, as well as barriers which limit the related process of securing housing. There are two groups of condition (general and specific) which city districts use to regulate social housing. General conditions comprise citizenship, permanent residence, non-ownership of residential property, non-participation in privatization, non-existence of debts to the city (or repayment) and income limits or condition for receiving social benefits. The research is focused on the origin and working of the Retirement Fund, the Sickness Fund from 1874, Sickness Fund from 1888 and the Childrens' shelter of the Emperor Ferdinand Northern Railway Company. The method of this research was the archival sources, printed sources and literature collection and analysis and then comparison the origin, development and working of Social Security systems at state railways, state administration, members of Habsburg monarchy armed forces and also at other private railway companies in the period of 1836 - 1907. The sources confirm that the Emperor Ferdinand Northern Railway provided some employees, their widows and orphans with comprehensive care of pension, sickness security and partly also accident insurance through its funds. The thesis deals with the topic of ethical dilemmas of social workers who meet the victims of domestic violence in their practice. The thesis is theoretical in nature, supplemented with research. The first chapter is devoted to the topic of domestic violence, it especially describes specifics of social work with the target group and points to the possible causes of formation of the dilemmas when working with clients. The second part of the diploma theses shortly defines the concept of ethical dilemma and its place in the social work practise. There are also mentioned examples of possible dilemmas in social work. In this part the final theses draws particularly from the authors L. Musil, S. Banks, D. Nedělníková and M. Nečasová. Major part of the second chapter occupies with concrete ethical dilemmas that relate to social work with victims of domestic violence and with their detailed description. The ethic dilemmas were identified on the basis of research made with eight social workers. A semi-structured interview completed by observation was chosen as the method. The last chapter introduces the ethical theories of deontology, utilitarianism and care ethics. It points to the importance and benefit of ethical theories for practise of social work in general and for social workers themselves. Two chosen ethical dilemmas, identified on the basis of research, are reflected from a position of ethical approaches mentioned above.
