Peace education in post-conflict societies : the case of the Young Peace Ambassador Program in Somalia and Kenya

Contributing to a fairly new discipline in the region, this study investigates the objectives, contents, design, approaches, strategies and methodologies involved in a Peace Education initiative called The Young Peace Ambassador Program (TYPAP), which is being implemented in East Africa and the Horn of Africa. The aim of the study is to outline the nature, causes and consequences of conflict and violence in northern Kenya and Somalia by looking at the way in which peace education can help build a culture of peace in northern Kenya and Somalia. Accordingly, the consistency of TYPAP with peace education principles, its impact according to interviewees and how far it has met its own objectives were assessed. Thus, using a qualitative case study methodology employing content analysis, interviews and observations, this dissertation shows that TYPAP a multifaceted peace education initiative working with local partners – has potential not just for creating awareness of peace issues, but also for cultivating the seeds of a culture of peace. Following Galtung’s theories, the dissertation also indicates that it is not just “structural violence”, but also the deeper symptoms of “cultural violence”, that we may need to address in taking the region forward in the coming years. / Educational Studies / M. 'Warlord' : a discursive history of the concept in British and American imperialism, 1815-1914 and 1989-2006

The renewed interest in empire, particularly in its British and American variants, has brought into sharper relief the difficulties both metropoles faced in projecting order in the global south. Far from cohesive entities, the British and American empires tried to manage territories that defied many of the political, economic, and legal systems, as well as normative and moral understandings, that enabled their imperial ascendancy. Despite a considerable literature about how metropoles comprehended these frustrated imperial plans, limited insights can be found into the way Britain and the United States coped with the influence of war in the uneven expansion of order. This challenge is brought into focus by examining one of the most direct formulations of the relationship between war and order in US and British imperialism, namely the concept of warlord. The concept’s history, it is argued, provides a glimpse into the far-reaching influence cultural constructions of war had in how US and British policymakers, journalists, and advocates conceived of and projected order in the non-European world. Such influential understandings also inspired overstated conclusions about the degree to which both imperial powers could realise their visions of order in the global south. Drawing on discursive and historical methods, the dissertation develops a conceptual framework that distils the core features of ‘warlords’ in the US and British imperial imaginaries. This conceptual approach is used to revisit some of the most formative encounters with colonial and contemporary ‘warlords’, as captured in British and American policy debates, political commentary, and popular culture, during two highpoints in British and American imperial history, 1815-1914 and 1989-2006 respectively. These arguments bring to the forefront how instead of an ancillary part of conclusions about the inferiority of non-European cultures, as suggested in much of the post-colonial literature, notions of war conditioned many of Britain and the United States’ enduring conception of and strategies for managing the uneven development of order in the global south.

Growing Up in Exile : An Ethnography of Somali Youth Raised in Kakuma Refugee Camp, Kenya

La violence chronique qui caractérise la Somalie depuis plus de deux décennies a forcé près de deux millions de personnes à fuir. Cette ethnographie étudie l’expérience de l’asile prolongé de jeunes Somaliens qui ont grandi au camp de Kakuma, au Kenya. Leur expérience est hors du commun, bien qu’un nombre croissant de réfugiés passent de longues années dans des camps pourtant conçus comme temporaires, en vertu de la durée des conflits et de la normalisation de pratiques de mise à l’écart de populations « indésirables ». Nous explorons la perception qu’ont ces jeunes de leur environnement et de quelle façon leur exil structure leur perception du passé et de leur pays d’origine, et de leur futur. Ce faisant, nous considérons à la fois les spécificités du contexte et l’environnement global, afin de comprendre comment l’expérience des gens est façonnée par (et façonne) les dynamiques sociales, politiques, économiques et historiques. Nous observons que le camp est, et demeure, un espace de confinement, indépendamment de sa durée d’existence ; bien que conçu comme un lieu de gestion rationnelle des populations, le camp devient un monde social où se développent de nouvelles pratiques ; les jeunes Somaliens font preuve d’agentivité et interprètent leur expérience de manière à rendre leur quotidien acceptable ; ces derniers expriment une frustration croissante lorsque leurs études sont terminées et qu’ils peinent à s’établir en tant qu’adultes, ce qui exacerbe leur désir de quitter le camp. En effet, même s’il existe depuis plus de 20 ans, le camp demeure un lieu de transition. L’expérience de jeunes Somaliens qui ont grandi dans un camp de réfugiés n’a pas été étudiée auparavant. Nous soutenons que cette expérience est caractérisée par des tensions entre contraintes et opportunités, mobilité et immobilité, isolation et connexion ou victimisation et affirmation du sujet – et des temporalités contradictoires. Cette étude souligne que des notions comme la convivialité ou la pluralité des appartenances développées dans la littérature sur la cohabitation interethnique dans les villes ou sur l’identité des migrants aident à appréhender le réalité du camp. Cette ethnographie montre également que, loin d’être des victimes passives, les réfugiés contribuent à trouver des solutions à leur exil. / Chronic violence has characterized Somalia for over two decades, forcing nearly two million people to flee. This ethnography studies the experience of protracted exile of Somalis who were raised in Kakuma refugee camp, in Kenya, and are now young adults. Their experience is relatively uncommon, although increasing numbers of people spend long periods in camps conceived as temporary, due to the length of conflicts and the normalization of excluding populations deemed undesirable. I explore how young people perceive their living environment and how growing up in exile structures their view of the past and their country of origin, and the future and its possibilities. In doing so, I regularly shift perspectives from the specificities of the context to the global environment, to understand how people’s experience is shaped by (and shapes) the social, political, economical and historical dynamics in which it is embedded. My observations can be summarized into a few broad statements: regardless of how long it has existed, the camp is and remains a space of containment; conceived as a rationally organized space to manage populations, the camp becomes a messier social world where new practices develop; young Somalis display agency and interpret their experience in a way that makes the present bearable; frustration grows when Somali youth complete their education and struggle to establish themselves as adults, catalyzing their determination to leave Kakuma. Indeed, although refugees have been living there since the early 1990s, the camp remains a space of transition. Although there have been a number of studies on refugee camps in Kenya, no study has focused on the experience of Somali youth raised in a refugee camp. I argue that this experience is traversed and shaped by tensions between constraints and opportunities, mobility and immobility, isolation and connectedness, victimization and affirmation of the subject, citizenship and refugeeness – and by conflicting temporalities. This ethnographic study highlights the fact that notions such as conviviality or the multiplicity of people’s belongings developed in the literature on interethnic cohabitation in cities or the ethnic identity of migrants, help us to understand the camp experience. This research also shows that, far from being powerless victims, people actively contribute to finding solutions to their exile.

Living Between Worlds: Arrival and Adjustment Experiences of the Somali Community in Portland, Oregon

Since the early 1990s Oregon has witnessed an economic and politically based influx of immigrants and refugees. Most refugees resettled in Oregon initially settled in the greater Portland metro area, and Portland currently ranks eleventh among cities around the country that resettle international refugees. This research focuses on the reception and resettlement experiences of one sub-group of refugees and immigrants: those from Somalia. In the Portland area, Somalis are a largely marginalized social group. They live on the peripheries of society and are often segregated (physically as well as culturally) in what is historically a racially and culturally homogenous state. To date, limited research has focused on the reception experiences and adjustment challenges of the local Somali community. The intent of this descriptive case study is to explore and record the arrival and adjustment experiences and perspectives of Somali refugees and immigrants, so as to understand their journey of displacement and resettlement holistically. It investigates the context of their acclimatization into US society via the Portland urban area. It, more specifically, explores the nature of the arrival and adjustment experiences of the community, as well as the factors influencing them. It attempts to understand how these factors and the overall experience of adjustment influence the negotiation and construction of individual and collective identity of the local Somalis. In understanding the overall experience of resettlement within the community, the study also explores how well the needs of the community are met when it comes to support services and other resources for adaptation. Seventeen participants were interviewed from the community, and they indicated that the journey of adjustment is an on-going one that needs to be understood holistically while incorporating all the stages of exile: from displacement to resettlement. Identity formation and negotiation is a key process that emerged within the narratives, through which the experience of resettlement is maneuvered. Within the local community, identity informs the participation of Somalis within social networks, as well as the myriad social roles they take on as individuals, family members, and community members. This study finds some important similarities and differences in the experiences of the local Somalis with other local and national immigrant and refugee groups.

Using a cross-cultural conception of play to explore the play perspectives of children and parents of Somali heritage and primary school practitioners

This two phase study explored perspectives of play according to children and parents of Somali heritage and primary school practitioners, in a city in South West England. In an addition to the considerable research base concerning play, this study investigated the frequently overlooked cultural dimension of play and how this affects the education of Somali heritage children in England. The broader contentious concern of play’s role in Early Years and Primary education was also explored. A mixed methods pragmatic approach was employed in this study. In Phase One, a photograph sorting activity based on the Activity Apperception Story Procedure by Howard (2002), was used to enable the participation of young children and participants for whom English is not their first language. Established via this activity were definitions of play and work according to children and parents of Somali heritage and primary school practitioners. Exploratory Data Analysis was applied to examine this data. In Phase Two, a focus group design was used, with discussions drawing on cross-cultural conceptions of play (Gaskins, Haight & Lancy, 2007; Göncü, Tuermer, Jain & Johnson, 1999). This enabled the exploration of how parents of Somali heritage and primary school practitioners perceive play’s relationship to children’s development and learning, with consideration for their own experiences of childhood. Focus group data was analysed using thematic analysis, supported by the Cultural Historical Activity Theory framework. The findings of this study highlight shared and individual definitions of play, competing benefits of play and the cross-cultural importance of play being intrinsically motivated. Implications for practice centre on the need to recognise play as part of unique cultural milieus at a practitioner, school, educational psychology service and policy level.

Al-Shabaab et Al Qaida au Maghreb Islamique illustrent le fonctionnement du djihad contemporain. Nés dans des contextes de guerre civile, issus de la dislocation de mouvements djihadistes d'envergure nationale, ces deux groupes sont aujourd'hui les seuls en Afrique dont l'allégeance a été acceptée par à Al Qaida. Forgés dans le terreau de luttes nationales, les deux groupes ont exploité les clivages et les revendications sociales, économiques et politiques des populations dans leur quête de puissance. Confrontés à des difficultés d'ordre sécuritaire et politique, ils se sont tournés vers Al Qaida, dans l'espoir d'acquérir une stature internationale, et d'attirer ainsi les recrues et financements qui leur faisaient défaut. De son côté, affaiblie par la guerre contre le terrorisme, l'Organisation d'Oussama Ben Laden a accepté les allégeances africaines par opportunisme, accordant à ces groupes le statut de franchises. De l'autre côté de l'échiquier, les stratégies déployées par les États et des organisations internationales peinent à porter leurs fruits. En cause, des divergences idéologiques, et les interférences des intérêts particuliers des acteurs qui minent les efforts de lutte contre les extrémistes mais font finalement le jeu de la propagande terroriste. / Al Qaida in the Islamic Maghreb and Al-Shabaab perfectly illustrate the functioning of contemporary jihad. Born into a context of civil war, from the fall out of national jihadist movements, these two groups are, today, the only ones in Africa whose allegiance have been acknowledged by Al Qaida. Seizing on domestic political and economic struggles, the two groups rose to prominence through social fault lines and equality claims. Facing security and political stalemates, they made allegiance to Al Qaida hoping that international recognition would provide them with the wherewithal and recruits they lacked. The allegiances were opportunistically acknowledged by Al Qaida when Bin Laden's organization was severely weakened by years of war on terror.On the other side of the game, due to a set of divergent ideologies and particular interests, States and international organizations are deploying cacophonous strategies, that not only have poor effect on the ground, but also fit well with the jihadist propaganda. The tale of a foretold fiasco.

Continuity or Change? : Improved Understanding of Attitudes Towards Female Genital Cutting after Migration from Somalia to Sweden

Do people’s attitudes towards female genital cutting (FGC) change after they migrate from a country where the practice is common, to one where it is not? Alongside increased levels of migration, this question is increasingly being raised. This thesis aimed to expand the understanding about attitudes towards FGC held by Somali men and women in Sweden, and thereby to identify potential factors that impede or facilitate the cessation of FGC. Cross-sectional questionnaire data were collected in four Swedish municipalities to assess attitudes to FGC. To further explore perceptions of FGC, as well as the circumcision of boys, semi-structured interviews and focus group discussions were conducted. Data were collected in 2015. The findings identified an overall widespread opposition to forms of FGC that cause anatomical change. A majority (78%) expressed an opposition to the continuation of all forms of FGC, with the odds of supporting FGC decreasing with increased years of residency in Sweden. An identified 18% reported a support for the continuation of pricking (FGC type IV). A support of pricking was linked with perceiving it as acceptable according to Islam, not a violation of children’s rights, and not causing long-term health complications. Pricking was not defined as a form of FGC by 32%. Most men described a preference to marry an uncircumcised woman (76%) or one who had had pricking (16%). How the individuals perceived the support of FGC in the Swedish Somali community corresponded well with their own approval of the practice. While there seemed to be a continuity regarding the Swedish Somalis’ core values of being a good Muslim, not inflicting harm, and upholding respectability, re-evaluation of how these are applied when it comes to circumcision of girls and boys was identified. This resulted in FGC being viewed as a practice that could be abandoned or adapted. Paradoxically, based on the same core values, the circumcision of boys was continuously perceived as an unquestionable required practice. Altogether, these results suggest that a shift in convention towards no FGC is taking place. However, the identified lack of consensus on practices regarded as FGC needs further attention.

The aim is to analyze and evaluate their prosperity and additionaly to draw conclusions about the future involvement of these types of missions in Africa, since the military missions with the civilian aspects seem to be the perspective way of the EU engagement in Africa. The thesis is also supported by the evaluation of the socioeconomic cooperation which is also crucial for the stabilization role of the EU in Africa.

Lékaři bez hranic jako aktér mezinárodních vztahů: Mise v Somálsku, Rwandě a Bosně a Hercegovině / Doctors Without Borders as an International Relations Actor: The Cases of Somalia, Rwanda, Bosnia and Herzegovina Missions

The aim of this Master thesis is to identify the specifics of non-governmental organization Doctors Without Borders (Médecins Sans Frontières) as an actor of international relations, mainly through the presentation and activities of the organization during the implementation of its programs in the early 1990s, when the process of internationalization was consolidated. The thesis also covers the issue of respecting the commitment to shared values for which Doctors Without Borders claim responsibility, and which also represents the principles of their activities. Based on the theoretical framework of actorness, it is possible to compare three missions of Doctors Without Borders implemented during the internal state conflicts in Somalia, Rwanda and Bosnia and Herzegovina. The analysis shows that during this period, Doctors Without Borders is characterized by a strong national identity of particular sections, in that we can see the strong national features of the French, Belgian and Dutch sections, which often behaved contradictorily and incoherently. The commitment to respect the shared values is fulfilled with one exception, namely the obligation to respect the neutral status.
