The introduction of this thesis themed "Local Action Group Rakovnicko and its importance for the regional development" focuses on the questions of the beginning a development of European's cooperation. In context of entry Czech Republic into the European Union handles this thesis about the birth of native regional policy and actual conditions of pumping European funds. Separate theme is the meaning of method LEADER for the development of rural regions in the Czech conditions and community effort to establish the cooperation with private sector based on local partnership. The Local Action Group Rakovnicko tries to apply the mentioned method and forms for small communities needed background and conditions. The aim of this thesis is to create a project for small town of Jesenice, which is focused on the development of tourism.

Abstract Dissertation deals with theoretical concepts and providing the basis for the use of forms of financing and acquisition of public goods and services through partnerships between the public and private sectors, as well as PPP (Public Private Partnership). Suitability PPP project in this work is assessed primarily in terms of developing a new methodology for evaluating projects. The theoretical part of the thesis aims to clarify the issue of PPPs in the context of regional and local regional development theories, principles and mechanisms of PPP legislative and institutional backing of the PPP, clarify the distinction between PPP and public procurement procedures and current assessment of PPP projects. The practical part focuses on the development of a methodology using a selection of qualitative and quantitative methods for evaluating investments and to form a complex output that will clearly and distinctly testify about the appropriateness of using the PPP method. For this purpose it is used in work processes, which are normally used for business valuation-generators values, property valuation, yield valuation, valuation based on market analysis, combining technologies and their incorporation / recast in the current assessment methodology, which is based on a Public Sector Comparator and determinants of value for money

The result of my dissertation justifies the use of fuzzy-sets theory to make a prediction of cost risk of a PPP project, when there is not enough information available to clearly describe the project, and, when the probability distributions of the variables that characterize the project are unknown. I showed that fuzzy-sets theory and linguistic variables may be effectively used in such a case. In this thesis were classified different types of uncertainty and investigated traditional methods for estimating efficiency of a investment project in conditions of uncertainty. On the basis of the analysis were offered new ways of conducting risk analysis for PPP projects with use of fuzzy sets theory. The main goal was to create an application model for risk assessment of the PPP project which, with a high degree of reliability, suggests a general assessment of situation. The goal set in my work was met. Model of risk assessment of the project proposed by me gives more stable results in comparison with the probabilistic model. For comparison were used different types of probability distribution functions and membership functions. The following conclusions and statements describe the novelty of the work on fuzzy logic and economic theory: develops a method of cash-flow (future expenditure connected with the appearance of risk) modeling of investment project in fuzzy environment, demonstrates the use of fuzzy sets theory in projects analyses and describes how to calculate and interpret this value, demonstrates example of the use of results applied to the analysis of infrastructure development project in Moscow, Russia. The possibility of using this method is not only in the analysis of infrastructure development projects, but also in realization of non-commercial projects by social institutes and government agencies.

This thesis is dedicated to modern management approaches to Public Sector organizations with a special focus on projects of Public Private Partnership. This topic is one of the latest issues not only in the Czech Republic but also in numerous European countries. The public sector and its organizations are going through total modernization in these countries. This results in higher quality and more effective Public Services for citizens. I view this problem from 2 perspectives and ask the following questions which reflect the main hypothesis of this thesis: which modern approaches (tools, methods) are the most often used (intended to be used) including their contributions to higher quality and more effective management of organizations of municipalities in the Czech Republic, how is the principle of Public Private Partnership perceived and used in organizations of municipalities in the Czech Republic (Water sector) including barriers which hinder its use. It has been proven that for achieving higher quality and more effective results in the Public Sector, it is not only suitable but even systematically necessary to use modern tools of organization and management. These tools are nowadays commonly applied in the Public Sector. At the same time it has also been proven that Public Private Partnership can significantly support management in the Public Sector through its own implementation of modern tools. Further widening the use of modern tools of management and cooperation between the Public and the Private Sector is sustained through the spreading of knowledge. This is based on sharing ?good praxis?, transparent legislation and appropriate (procedural) methodology for implementation.

The diploma thesis is focused on a limited company from legal, tax and accounting perspectives. The thesis contains comparison of to date legislation after the recodification of business law with its consequences and Commercial Code. This comparison aims mainly on the process of foundation of a company, company's authorities, reserve fund and increase and decrease of share capital. The following chapter contains impacts of mentioned recodification on accounting standards. The thesis is further concerned about the corporate income tax. Last chapters are about executive directors' rewards including their taxation and about distribution of profit. These chapters describe an approach of a current legislation as well as the obsolete Commercial Code.

Furthermore this tool is subsequent applied to a particular project. The introductory part summarizes the basic theoretical knowledge regarding the project financing in the form of public-private partnerships. In the following part, a methodological tool for comparing the value for money based on different methods of realization. In the last part of the diploma thesis, this methodical tool is applied to a specific project, including a basic feasibility study.

Kolektivizace zemědělství v okrese Strakonice / Collectivization of agriculture in Strakonice District

The thesis deals with the process of collectivization in the Strakonice district in the years 1948- 1960. In addition to a comprehensive description of collectivization in the Strakonice district, the thesis analyses to which extent could local institutions - national committees, secretariats of the communistic party, prosecutor's offices and courts - influence the course of collectivization in a particular place. This thesis focuses on the study of the psychological background of power relations and asks the question how effective was propaganda in creating the image of "kulaks" as a class enemy. The thesis consists of three chapters: In the first chapter deals with collectivization on a national scale - the roots of this policy, terminology, legal framework, key events and forms of propaganda. In the second chapter characterizes the economic and social aspects of the Strakonice district, the results of the process of collectivization there and the functioning of local institutions. The third chapter is devoted to case studies of five specific model municipalities in the district. The method of analysis and comparison will clarify the specific causes of the course of collectivization in the village. (RIGHT TO RESPECT FOR PRIVATE AND FAMILY LIFE) The main goal of this diploma thesis, called Right to respect for private and family life, is to analyze the progress in the issue of the right to respect for private and family life from the perspective of registered partnership. I had to narrow the topic of this diploma thesis to registered partnership, because of the fact, that the scope of the right to respect for private and family life is so broad, that it couldn't be summarized in the mere diploma thesis. Emphasis of this diploma thesis is placed on regulation set out in the European Convention for the Protection of Human Rights and Fundamental Freedoms (the Convention), other regulation is mentioned only marginally. The diploma thesis is divided into four chapters, further it contains the introduction, the conclusion, the list of abbreviation, the list of literature and the Czech and English abstract. The subject of this thesis is to depict the financial provision of a public project during its implementation that includes the draft of its financial provision and the appraisal of the financial feasibility of the investment project. The theoretical part is focused on clarifying the basic concepts that explain the issues of public projects, the public sector and public procurement. The end of the theoretical part describes the various ways to finance public projects. The second part of the thesis is practical. In this part I focused on the creation of the ways to finance the project “Realization of energy savings” that are possible, including the reconstruction of the roof of the building of the Police of the Czech Republic in Brno, at street Cejl No. 474 and No. 159 and the proposal of the optimal financing options.
