Činnost Policie ČR v případě opakování povodní na Třeboňsku. / Czech Republic Police Activities in the Event of Reoccurring Floods in the Třeboň Region.

While writing this diploma thesis, I realized that the issue of the Czech Police{\crq}s activities in the context of potentially reoccurring floods is a considerably complex matter. Moreover, it is subject to a multitude of mutually intertwined and interlinked laws and regulations. In the theoretical part, I studied the relevant laws concerning high-water crises, e.g., floods, and the work of the police in such emergency situations. Also, I focused on floods as such, their types, the factors leading to high-water scenarios, and the different levels of activities during floods. Thereupon I compiled an overview of the authorities of competence during floods, and examined the laws dealing with high-water crises. The second part of my thesis details the events that occurred during the flood in the Třeboň region in 2002. Finally, my thesis presents a detailed description of the current organizational structure of the PCR, as one of the fundamental elements of the country{\crq}s Integrated Rescue System (IZS). In the practical part of my thesis, I present an evaluation of a questionnaire that was taken with the aim of analyzing the level of preparedness of the PCR for maintaining public order in the event of a flood. My research indicates that the level of the PCR{\crq}s preparedness is not adequate enough, primarily in terms of existing material provisions and communication amongst the individual units of the IZS. This problem cannot be solved on the level of the Třeboň District Police (OOP) alone, for it has to be approached centrally in the context of potential flooding in the given locality. Another drawback appears to be, apart from shortage of PCR{\crq}s material provisions, also communication amongst the IZS units, particularly on the level of field watches (ground surveillance). A survey focused on to-date experience of the PCR{\crq}s members in the area of assuring public order in flooded territories revealed that the main problems the policemen had to deal with was disobedience and obstinacy on the part of the public when asked to evacuate a place, as well as inadequate provisions for effective communication. Moreover, the survey revealed inadequate knowledge of the scope of competence on the part of the PCR when ordered to evacuate a flooded area. Clearly, the Police Code should be applied consistently and better knowledge thereof pursued through periodical training, upgrading, and independent study. Despite the above shortcomings and the many problems arising therefrom, it should be noted that the organization of rescue activities was handled well, thanks to maximum effort of all the participating persons, so that the population suffered no major casualties or significant material losses.

Komparace přístupu EU a US k fúzím a akvizicím / Comparation of the EU and US approach towards mergers and acquisitions

This study aims to compare the EU and US approach towards mergers and acquisitions, both from a theoretical point of view (the historical development and regulation) and the practical one(comparing certain cases), identify their similarities and differences, explain it and evaluate. To achieve the goal, the method of comparison was used (especially control procedures and assessing relevant markets). It was also assisted by case studies (specific decisions of the competition authorities), thus that the merger of GE / Honeywell and acquisitions, Oracle / Sun Microsystems. The work is divided into four chapters. The first chapter approaches the topic in terms of their development and legislation. The next two chapters introduce the merger control in both systems. The last chapter deals with cooperation between the competition authorities of the EU and the US. Chapter also compares the specific cases in which both teams have decided differently.

The thesis looks at a detailed evaluation of the potential merger of two travel agents (Travel Agent Obnova Ltd., and Travel Agent Marcela Drašnarová). The first part deals with a comprehensive analysis of both companies. The theoretical characteristic of financial analysis builds its practical implementation on the example of Travel Agent Obnova. Qualitative analysis is based on PEST analysis, competitive analysis and SWOT analysis for the two above mentioned companies. The second part is devoted to the integration of enterprises in the tourism sector as part of the globalization process. The paper presents specific examples of merger based on real experience. In conclusion, the thesis characterizes and assesses the options for the integration of those travel agents.

Lokalizace místa zemního spojení v kompenzované distribuční síti / Ground Fault Location in Compensated Distribution Network

The most widespread system of an earthing neutral point of a supply transformer in a MV network is an earthing through an arc-suppression coil. In this case of a resonant-earthed power system a fault current is compensated by the suppression coil and only residual current flows through a fault point. A value of the residual current is much smaller then a value of an original capacitive current of the network and is not dependent on the fault location. According to that reasons it is really complicated to fast and accurately determine the fault point location. Since nowadays used methods for the ground fault location inside wide distribution networks have a lot of disadvantages, the thesis is focused on a proposal of a new method for the ground fault location especially inside of a compensated network. The main reasons for a consecutive installation of power quality meters into distribution transformer substations are a power quality monitoring and a global evolution of an electrical network onto the “SmartGrids”. In case that all results from the meters are properly synchronized and centralized, new possibilities of control or of an evaluation of a network are enabled. This doctoral thesis proposes the possibility for the ground fault detection with an aid of synchronized records recorded on the low-voltage side of the distribution transformers 22/0.4 kV into the network equipped with automatics for short-time increasing of an active part of a faulty current. The described method uses a voltage drop evoked by connecting of the auxiliary resistor for location of the faulty section. The proposed method is tested with help of numerical model which presents a part of the distribution network Series of simulation are executed and correct function and force function of the method is reviewed. Finally the thesis describes real experiment and also a confrontation between simulation and real measuring, and also possibilities of method usage are commented.

Aplikace umožňuje ruční i automatické odemykání dveří vozidla ze vzdáleného klíče realizovaného chytrým telefonem. Řešení se zabývá detekcí vzdálenosti vzdáleného klíče, bezpečností BLE spojení a komunikací přes automobilovou sběrnici LIN mezi moduly demonstračního kitu.

This master's thesis deals with design, strength calculation and technological solution of wing-fuselage joint for composite four-seater aeroplane certificated by CS-23. Design is focused on optimal space utilization, low weight and simple manufacturing and assembly. Main output is technical documentation consisting of drawings and technological lay-ups. Conceptual design was chosen after analysis and weight estimation. With strenght calculation for composite materials it was possible to design composition of primary parts and also specify manufacture processes. Assigment was solved by unusuall conceptual design, which claims higher precision manufacturing, but it saves weight.

This doctoral dissertation is concerned with the dynamic processes that are at play in the development of the system of prepositions in contemporary Czech. In the first part, I review different treatments of prepositions as a word class in the Czech linguistic tradition. I use available descriptive accounts to discuss the features of two main subtypes of this category, i.e. primary and secondary prepositions, focusing in particular on the process of 'prepositionalization' of secondary prepositions, i.e. the grammaticalization path that leads to their emergence. The primary focus of the first part of the dissertation is the role of meaning and the semantic features of prepositions as function words, as well as the meaning which prepositions contribute to more complex linguistic items, i.e. the interrelation of prepositions and case marking and valency patterns derived from verbs. I also draw attention to prefixed words which are, in the majority of cases, derived from primary prepositions. I approach meaning mainly from the perspective of cognitive linguistics, employing also the view of construction grammar which treats prepositions both as constructions in their own right and as parts of higher order constructions. Behavioral adaptation to a continuously changing environment is critical for the survival of the animals, but also day-to-day interactions in the human world. The main components maintaining flexibility in cognition and behavior are well-established and depend mostly on proper intercommunication within the prefrontal cortex (PFC) and striatum. Some parts of the PFC are densely innervated by the ventral hippocampus (vHPC), which has a great impact on its functioning. Also, hippocampal-prefrontal circuit dysfunction has been shown to disrupt the integrity of flexible cognition in some neuropsychiatric diseases. Therefore, the exact functional role of this pathway is an indispensable part of the research. The aim of this study was to test the role of the vHPC and the medial PFC (mPFC) in an active place avoidance task on a rotating arena in 1) two flexibility task variants - reversal learning and set- shifting - and 2) the spatial memory retrieval. We inactivated these structures by muscimol (GABAA receptor agonist) in a variety of unilateral, bilateral, and combined local injections. Disrupted performance was apparent in reversal learning in vHPC-inactivated rats. No effect was seen in mPFC-inactivated rats. Výpočty elektronové struktury biologicky relevantních komplexů přechodných kovů / Electronic structure calculations of biologically relevant transition metal complexes

Porphyrins are an important class of biomolecules, which are heavily studied, both ex- perimentally and computationally. But, despite the intensive efforts, for many questions we still aren't able to consistently find an agreement between theory and experiment. One of the still unresolved issues is the character of the ground state of the Fe(II)-porphyrin molecule. We used a model of the Fe(II)-porphyrin molecule to study the effects of geometrical changes on the spin states. By carrying out extensive DMRG-CASSCF cal- culations topped with TCCSD correlation treatment we are able to link the effects of these geometrical changes to the experimental results, and predict a quintet ground state for the isolated Fe(II)-porphyrin molecule. Also, using a ligated porphyrin belonging to the iron porphyrin carbene class of molecules, we demonstrate by combining the CASSCF and AC0 methods that geometrical changes outside the porphyrin core cannot be over- looked. 1
