Nezaměstnaní mladí lidé jako cílová skupina veřejné politiky / Unemployed young people as a target population in public policy

Unemployed young people as a target population in public policy Abstract Due to recent economic crisis young people up to age of 25 became one of the most endangered groups on the labour market. Disadvantaged position of young people is caused largely by inadequate structure of their qualification, lack of work experiences and work skills or unreal perception of work conditions. According to their position on labour market experts also emphasize negative effects of long-term unemployment on youth including not creating of work habits, loss of motivation to find a job and growing passivity. Unemployed young people became an important target group of public policy. The thesis works with the theory of social construction of target populations to explain policy process towards unemployed youth. It identifies existing social constructions of unemployed young people from perspective of key actors of unemployment policy. It also tries to explain how these constructions affect unemployment policy towards young people and what other factors have influence on its shape.

The thesis "Social Housing Policy in the Czech Republic and it's target group" is focused at a contemporary situation of the social housing system and it's relationship towards the people of housing distress. It is based upon the fact, that there has been no such legislative document approved, which would be comprehensively dedicated to the issue of Social Housing Policy, although various attempts have been reappearing for the last ten years, and current government defined the approval of such a document as one of it's key political agenda. The thesis itself is based upon theoretically-methodological approach of targeted population's social construction, while using identification narrative to explain contemporary status, which occurs among policy makers. These narratives are defined as social reality overviews of researched reality and are distinguished by it's own issue definition and mutual approaches to this topic. They also defend public interests, while also creating notions about targeted population. The thesis is also dedicated to define the impact of political decisions on targeted population, distribution of burdens and benefits. Integration som ömsesidig anpassning : En analys av idéerna bakom valet av målgrupp i den svenska integrationspolitiken

The Swedish policy for integration has been accused of wrongly targeting only immigrants and therefore resembling assimilation. In this bachelor thesis I show that there seems to be a general understanding between academics and politicians of how integration should be achieved. If integration is the opposite of assimilation an integrated society has to be achieved trough mutual adaptation. The purpose of this thesis is to identify if the Swedish government design their policy for integration according to the idea of integration as mutual adaptation or not. A frame analysis is used to identify the de target populations in the Swedish strategy for integration. Through analysing the choice of target populations I conclude that the Swedish policy for integration does not fulfil the idea of integration as mutual adaptation. Another important conclusion is that there can be two different target populations for every policy, one tied to the causal story and one tied to the solution of the problem with integration. / Den svenska integrationspolitiken har anklagats för att felaktigt riktas mot endast invandrare och på så sätt mer likna assimilationspolitik. I den här kandidatuppsatsen visar jag att forskare och politiker på en övergripande nivå verkar vara överens om hur integration bör uppnås. Om integration är motsatsen till assimilation måste ett integrerat samhälle uppnås genom ömsesidig anpassning. Syftet med den här uppsatsen är att ta reda på om den svenska regeringen utformar sin integrationspolitik efter idén om integration som ömsesidig anpassning eller inte. Frameanalys används för att identifiera målgrupperna i den svenska strategin för integration. Genom att analysera valet av målgrupper drar jag slutsatsen att den svenska integrationspolitiken inte uppfyller idéen om integration som ömsesidig anpassning. En annan viktig slutsats är att det kan finnas två målgrupper för varje åtgärd, en knuten till orsaksförklaringen och en knuten till lösningen på problemet.

Group of people with mental illness is a very diverse group. Due to its diagnosis they have to face prejudices and stigmatization, which influences all levels of their lives - even the working one. This diploma thesis People with mental disorders and their access to the labour market examines the position of persons with mental disorders on the labor market. It is based on the premise that employment is an important element for every person, as it provides an income and, above all, represents belonging to the majority society. In this work I introduce the setting of Czech legislation and public policy documents, I realize my own quantitative (using content analysis of media outputs) and qualitative (using semi-structured expert interviews) research and based on that I classify people with mental illness into the relevant target population according to the Theory of social construction of target populations (according to Schneider and Ingram). I choose this procedure of combined (= mixed) research to collect a sufficient amount of data. This theory says how benefits or burdens are allocated in society. The thesis is concerned with the issues related to the development of the system that helps the disabled people to integrate into the labour market in the Czech Republic using the theory of social construction of target groups. The aim of this thesis is to understand the development of the form of the observed policy that arises from the expected development of social construction of the chosen target group and its political power within a given period of time. To understand the problem and putting the topic was based on thematic analysis and study of the documents presented to readers of historical and social development status of persons with disabilities in society. Monitored period from the nineties to the present, which was divided into shorter periods. In these periods, the final policy design was identified by way of the interviews with addressed experts. The experts expressed their opinions also on the development of social construction and political power of the target group, which was supported by the study of the documents. The diploma thesis deals with educationally disadvantaged student at public universities in Czechia. Thesis presumes the existence of educational inequality in Czech educational system and the effect of disadvantages based on attained education level of student's parents. These inequalities hadn't significantly changed even after the massification of tertiary education sector. The population of educationally disadvantaged in the thesis is equivalent to first generation student population, meaning the families with unattained tertiary education level. The main objective is to find out designs of policies targeting this group and to explore perception of the population. To achieve the goal, the thesis is using social construction of target framework. In this way, designs of applied policies are analyzed and the social construction of the target population is defined. The thesis uses qualitative research methods, using thematic document analysis of annual reports and long-term plans of all public universities and then uses the academic senate reports and semi-structured interviews with universities' representatives with selection of cases regarding the first analysis findings. An assessment of demographic parameters of African rhinoceros species (Diceros bicornis and Ceratotherium simum) and their significance to management in captivity

Captive-breeding has been identified as an integral part of the conservation of threatened species. The black rhinoceros (Diceros bicornis) as a species is currently listed by the IUCN as critically endangered (CR), while the white rhinoceros’s (Ceratotherium simum) current status is near-threatened (NT). Three African rhinoceros subspecies currently occur in captive populations in regional population management programmes, namely the South-central black rhinoceros (Diceros bicornis minor), the Eastern black rhinoceros (Diceros bicornis michaeli) and the Southern white rhinoceros (Ceratotherium simum simum). Concerns have been raised, however, that these populations are not self-sustainable. This study aims to analyze the demographic parameters that contribute to the growth rates of the global captive populations of African rhinoceros. The study sets out to determine if these global captive populations are currently self-sustaining, which demographic factors have the most influence on the population growth rates, and whether or not 50- and 100- year targets set for the captive African rhinoceros populations are attainable. Demographic data from 1 January 2010 until 31 December 2010 were analysed through population census, life table and age structure analyses. Two additional concerns, namely poor reproductive performance of the female F1 generation and male-biased birth sex ratios, were also assessed. The results indicate that the captive populations of D. b. minor and C. s. simum are not self-sustainable, with population growth rates (λ) of 0.98 and 0.99, respectively. Diceros bicornis michaeli is the only subspecies with a growing population, with a population growth rate of 1.02. Sensitivity analyses conclude that fecundity rates, and not mortality rates, are the limiting factor to population growth in all three subspecies. While lifetime reproductive success values for D. b. minor and C. s. simum captive-born females are far lower than those of the founder generation, several factors need further investigation to determine the true cause of this. Birth sex ratio analysis shows no significant difference from parity for both black rhinoceros subspecies, however, quadratic logit regression conducted on the white rhinoceros data indicated a statistically significant male-bias. In all three subspecies, no significant link was found between maternal age and the sex of the offspring. Overall, the results of this study show that the 50 year and 100 year targets set at the GCAP workshop in 1992 are achievable. However, D. b. minor will only be able to achieve the target population sizes with an increase in fecundity rate of around 170% or alternatively, additional supplementation from the wild. This diploma thesis looks into the transformation of social services for people with disabilities in the context of deinstitutionalization in the Czech Republic. To answer the research goals (1) To find out how the main transformation processes in the field of social services policy in the Czech Republic were performed in the context of deinstitutionalization, focusing on a group of people with disabilities, (2) to find out by the optics of SKCP, how are people with disabilities involved in the deinstitutionalization policy of the residential social services, the approach of qualitative research was used.
