Teacher participation and its relation to the effectiveness of the appraisal system

The ultimate goal of schooling is to provide quality education. In order to enhance the quality of the teaching profession, the Education Bureau mandated all aided schools to establish the school-based teacher appraisal system. To date, the policy has been implemented for a few years. This study attempts to investigate how teachers participate in the school-based appraisal system and analyze its relation to the effectiveness of the system. Moreover, the researcher tries to examine the factors affecting teacher participation in the appraisal and investigate the reasons behind their actions. The research method involves case studies of school-based teacher appraisal in two aided primary schools in Hong Kong. Teacher participation is high in one case while it is low in another case. The methods adopted include documentary analysis, interviews and observations. The evaluation model of Stake (1967), which compares the intention and reality of the policy, is also employed to analyze the actual operation. Findings reveal that teacher participation is a crucial factor to the effectiveness of the school-based appraisal systems. Teacher participation in the policy formulation and implementation stages directly affects the effectiveness of the policy. Extensive teacher participation in establishing the appraisal policy is found to have the following benefits, i.e. increasing the intelligence for decision-making, leading to better and effective implementation of the policy, increasing the acceptance of and ownership of the policy. In the policy implementation stage, the participation level of the appraisers and appraisees is found to be correlated and interdependent. The participation of both sides will affect whether the policy is implemented as scheduled and ultimately to what extent the policy will achieve the intended outcomes. Factors affecting teacher participation in the appraisal can be categorized into four levels, namely, the individual level, the policy level, the organizational level and the societal level. These factors are interrelated and have an effect on one another. The variation in the influence of these factors affecting participation may depend on different people and different situations. Apart from the fact that individual attitude would affect one’s degree of participation in the appraisal, the elements or components of the policy, the school culture and the Chinese culture would also affect the way in which teachers participate in the appraisal activities. Findings of the two case schools demonstrate that the developmental purpose and the administrative purpose seem to be incompatible within one appraisal system in the Hong Kong context, so the two purposes should be kept separate. The study also confirms that the school culture characterized by trust, collaboration, and valuing teacher growth can encourage the stakeholders to participate in appraisal more actively. On the other hand, the Chinese cultural values, i.e. face (mainzi), relation (guanxi) and favor (renqing), seem to be incompatible with the principles of the school-based appraisal systems as requested by the government, i.e. open, fair and transparent, and thus obstruct teacher participation in appraisal. / published_or_final_version / Education / Doctoral / Doctor of Education

This is a study of the Implementation of the Developmental Appraisal System in a former DET school in the Pinetown District of KwaZulu-Natal Department of Education and Culture. It focuses on how educators have understood the Developmental Appraisal System, how they have experienced it and what they would recommend for the DAS so that the school, hence the education system can benefit from it. The main findings in this study indicated that there is a need for retraining of educators for the Developmental Appraisal System to be a success. The problem of the time constraints is also another factor that has made the practical implementation of the DAS to fail. Attitudes of educators in connection with the DAS need special attention so that they become more positive about the DAS. Positive findings indicated that involving other people when one has to be appraised makes the appraisee experience other people's input about his/her strengths, areas of development, opportunities and situations threatening his/her performance. I, as a researcher, would recommend a closer look at how time is made available for the process. If possible, Circuit Appraisal Teams (CATs), District's, Regional's, Provincial's and National's Appraisal Teams set an example to educators at school level. One of the results of an increasing concern, in many countries, with the quality of schooling and its improvement, has been that considerable attention has been given, in the literature and in practice, to the management of individual and organisational performance. The matter of organisational performance is being addressed through various means of evaluating schools, and in South Africa, this is finding expression in the current Whole School Evaluation (WSE) project. On the other hand, concerns with individual performance typically are being addressed through various forms of systematic appraisal of teachers. In South Africa, the recently introduced variant of systematic appraisal is referred to as the "Developmental Appraisal System" (DAS). The DAS is claimed to focus entirely on developmental outcomes. According to Chetty et al (1993), prior to 1994, a variety of processes for evaluating teacher performance were evident, but most of these were substantially "bureaucratic and inspectorial" in nature, and were widely rejected by teachers. Consequently, the current approach to appraisal has been developed largely in reaction what were seen to be the limitations and shortcomings of earlier versions. Chetty et al (op.cit.) and Thurlow with Ramnarain (2001) have summarised and discussed the processes which led to the development of the DAS, which culminated in an agreement which was reached in the Education Labour Relations Council in 1998 (Resolution 4 of 1998). Subsequently the new DAS was gazetted and throughout 1999 and 2000 the process of its implementation was embarked upon in all schools. It was intended that a nation review of the implementation of DAS was due to have taken place by the end of 2002. However, for whatever reason, this has not happened and there is no substantial evidence about how successful, or otherwise, the implementation has been. Thurlow with Ramnarain (op. cit) have speculated, without empirical evidence, on the limitations of the implementation process, and the Association of Professional Educators of KwaZulu-Natal (APEK) undertook a limited review of the DAS among some of its members during 2001 . The literature on the assessment of individual performance indicates that, minimally, any evaluation of systematic appraisal system requires that attention should be given to its underlying purposes (or conceptualisation), the process of its implementation, and its ultimate impact. As far as underlying purposes are concerned, it is evident that several different "models" for appraisal exist in different parts of the world (and in the literature). Some of these models are "pure" models, while some are "mixed" by design. Some, while officially conceived as "pure", in fact may be shown to have unintended outcomes. In the present study, the DAS will be examined and compared with other models with a view to offering a considered critique of the "officially" declared underlying purposes of the system. The above provides the context for this study, which will focus on one school's experiences of implementing the DAS. No matter how sound are the intentions of the DAS, it can only be successful if it is effectively implemented at the school level, and so the reported experiences of those involved at this level are significant. / Thesis (M.Ed.)-University of Natal, Durban, 2002.

An Analysis of Current Faculty Evaluation Practices in Two Selected Universities in Thailand

The purpose of this study is to analyze and compare the current faculty evaluation practices in two universities in Thailand as perceived by faculty and administrators. Although both institutions are universities, one is notably larger and more diversified. From a sample population of 450 (250 each), the response rate was 71.8 per cent. A survey instrument was used to collect the data early in 1984. Statistical procedures used in the analyses of data include frequency and percentage of responses, analysis of variance for split-plot repeated measures design, t tests, and binomial distribution as required to answer the twelve research questions designed to guide the study.

Teachers' experiences of teaching children from informal settlements

D.Ed. / With the dawning of the new democratic South Africa the 'dream' of a a unified education system was realised. Children who previously attended racially segregated schools are now all being educated in desegregated schools. This meteoric change has been eagerly embraced by most of the people of South Africa. Change at macro level often means change at micro level as well. For teachers within the education system this meant the challenge of providing equitable education for all. Schools in Lenasia, previously administered by the House of Delegates (concerned specifically with the education of Indian), began admitting black children from Soweto and the informal settlements around Lenasia since 1989. Soon after their admission teachers from some of the schools requested assistance from the school psychologist attached to the now defunct House of Delegates. They reported that they were experiencing difficulty teaching the children from the informal settlements. This request by the teachers provided the impetus for the research. The overriding aim was to determine what the concerns were and to develop strategies for addressing the concerns. A review of the research literature revealed that the concerns would be most appropriately identified within the naturalistic paradigm. The teachers were chosen as the unit of analysis. This was based on the finding that there was a dearth of research studies which focused on "teachers' voices". Listening to the teachers themselves is important. The aims of the research were a) to gather information on the teachers' experiences of teaching children from the informal settlements b) to describe the conditions which prevail, beliefs and attitudes which are held, processes which are going on and trends which are developing and c) to present strategies that may assist the teachers in their task. The research was conducted at primary schools in Lenasia. The participants were teachers teaching primary school children at these schools. A pilot study was conducted to eliminate potential unforeseen difficulties in the planned research. Data was gathered by means of a combination of methods, namely, four focussed group interviews, four phenomenological interviews, analysis of pupils' workbooks, analysis of pupils' school reports, analysis of the proceedings at a conference on Multilinguality and field notes. Interviews were audio-taped and transcribed verbatim. The proceedings at the conference were video-taped and also transcribed verbatim. The data was content and phenomenologically analysed by using Kerlinger's Method of Content Analysis (1986) and Giorgi's Method of Data Analysis (1985). Quality was built into the research by the application of strategies such as triangulation, persistent observation, referential adequacy materials, peer debriefing, member checks, purposive sampling, reflexive journals, dependability audits, confirmability audits and literature control. Several categories and themes emerged from the analysis of the data. The experiences of the teachers were categorised into the following divisions: pupil related experiences; parent related experiences; community related experiences; administration related experiences; didactic experience; personal experiences; strategies and suggestions. Teachers' attributed the difficulties that the children from the informal settlements were experiencing primarily to their lack of knowledge of English. The schools being English medium schools they expected the children to know English. They perceived the difficulties as arising from a number of factors such as a) pupils' emotional vulnerability, lack of motivation, classroom misbehaviour, ethnic groupings and cultural differences b) mother tongue instruction at their previous schools c) parents socio-economic status and illiteracy and d) social problems and lack of support from the community. It was generally felt that teachers did not have the necessary training and experience needed to teach children who spoke languages other than English. In addition, the children were of a different cultural group and they did not have the expertise to deal with this issue. Teachers perceived the administrators and subject advisors as not been sufficiently supportive and unable to guide them in their efforts to teach the children from the informal settlements. Further, practical problems such as the large number of children per class, wide range of ability groups in their classes, inappropriate placement of children, syllabus demands, and the policy of condoned passes was complicating their teaching. This often led to frustration, resentment, and 'burn-out'. In spite of these difficulties most teachers had attempted to address the difficulties in innovative ways. Understanding and empathising with the children's difficulties and being flexible in their teaching was one of the strategies used by the teachers. Other strategies included the provision of extra tuition in English. The analysis also revealed that some teachers had reflected deeply about their teaching instruction. From their reflections they concluded that they themselves had to change to meet the new demands in teaching. The literature review and control revealed many similarities between studies undertaken in South Africa and some differences and uniqueness. Drawing the threads of the various studies resulted in the development of the strategies suggested. In essence it involves a) the need for teachers to get in touch with their own beliefs, attitudes, strengths and weaknesses and address the needs b) teachers need to empower the children from the informal settlements to meet the demands of the school. This can be accomplished by a) improving their knowledge, skills, and expertise in addressing the concerns expressed b) enlisting the assistance of the parents and the community c) demanding that administrators and subject advisors provide the necessary guidance support and resources need to accomplish their task. Administrators and education advisors need to support, guide and enhance the teachers' expertise. Ways in which this can be accomplished is by providing appropriate, relevant, practical and challenging in-service training, presenting workshops and seminars, initiating staff development programmes and "just being there" for the teachers by valuing them and encouraging them.
