The result can be seen in Ponta Grossa through the deployment of a new infrastructure of towers, antennas and places for receiving electronic equipment. These sets are the Base Station, which give several points of the city a new characterization. However, the installation of each of these base stations is not made solely by the dictates technical - and despite its importance for the formation of a network of points of interconnect (the telecommunications system) on the city - but also the interests and needs the population, and also by the government that legislates on the matter. The latter, in its regulatory power, may or may not prevent abuses and situations that may create risk to the population and characterization of urban cultural heritage. Ponta Grossa has an interesting history in telecommunications, as the first commercial radio in the interior of São Paulo, through the fixed telephone network, until the existing network of base stations of different cellular telephone companies. The inventory carried out through field research has been translated into thematic maps of locations of base stations, which together with the examination of the municipal, allowed characterization of the impacts of infrastructure on the cellular morphology of the city and possibly on public health. Comparison with other laws and cases allowed to place the famous opposition between the corporate and civil society in Ponta Grossa, where the mobile phone is a new vector of (re) creation of its urban environment. / As cidades começaram a partir do final da década de 1990, receber grandes investimentos no setor da telefonia móvel celular, alterando a configuração do meio urbano. O resultado pode ser percebido em Ponta Grossa através da implantação de uma nova infraestrutura composta por torres, antenas e locais próprios para receber equipamentos eletrônicos. Tais conjuntos são as Estações Rádio Base, que conferem a vários pontos da cidade uma nova caracterização. Entretanto, a instalação de cada uma dessas ERBs não se faz unicamente por ditames técnicos e apesar de sua importância para a formação de uma rede de pontos que se interconectam (o sistema de telecomunicações) sobre a cidade, mas também pelos interesses e necessidades da população, e também pelo poder público que legisla sobre a matéria. Este último, por seu poder regulatório, pode ou não impedir abusos e situações que possam criar risco à população e descaracterização do patrimônio cultural urbano. Ponta Grossa tem um histórico interessante nas telecomunicações, como a primeira rádio comercial do interior do Paraná, passando pela rede de telefonia fixa, até chegar a atual malha de ERBs de diversas empresas de telefonia celular. O inventário realizado através de pesquisa de campo foi traduzido em mapas temáticos de localização das ERBs, que juntamente com o exame da legislação municipal, permitiu caracterizar os impactos da infraestrutura de telefonia celular sobre a morfologia da cidade e eventualmente sobre a saúde pública. O estudo comparativo com outras leis e cases famosos permitiu situar a oposição entre interesse empresarial e da sociedade civil em Ponta Grossa, onde a telefonia móvel celular representa um novo vetor de (re)criação de seu meio urbano.
