Through the Social Web: Citizen-led Participation in Ontario Policy-making

In the mid to late 1990s, many states developed eGovernment programs that included the use of consultation technologies. More recently, the social characteristics of the web have emerged as offering an alternative means for citizen participation, promising more openness and inclusion. In this dissertation I draw upon studies of the policy-making process and media design, to examine the implications of citizen-led production of infrastructures for public participation in policy-making through the social web and within the context of open government discourse. My research methods for this research project were ethnographically informed. I participated in the design and use of social web infrastructures for participation in policy-making as a contributor to open government communities in Ontario, Canada. I also analyzed Hansard records as well as the popular press, and interviewed 15 citizen designers who created social web based infrastructures for public participation in the policy-making of four bills in Ontario. In my research, I develop and use the term citizen designer drawing on the more common phrase of citizen journalist. Both terms suggest that citizens can engage in creative practices to encourage institutions such as government or the mass media to become more participatory. The citizen designers in my project were found to act as policy entrepreneurs, sometimes for particular bills, but more generally for the broader ideal of open government that includes citizen participation. The major finding of this work is that citizens are using an integrated mix of social web tools across multiple policy windows to promote openness and participation. This work contributes to the policy, information and the internet studies literatures on the roles and experiences of internet-savvy policy entrepreneurs who are situated in civil society networks, which are not always tied to formal organizations. This work also expands our understandings of citizenship to include the design and use of the social web in everyday political life.

Vital Networks: The Biological Turn in Computation, Communication, and Control

Networks, such as the Internet, are comprised of dense information flows with expansive, multi-directional reach that continuously change—and this changeability is what keeps the network active, relative, and vital. I call the form of network exhibiting those dynamic features the vital network. This form of network is not simply the outcome of connectivity and communication between affiliative objects and actors such as cell phones and humans that together convey a sense or feeling of ‘aliveness,’ it is the outcome of software programming goals for communication systems inspired by nonhuman, self-organizing biological life. The biological turn in computation produces an organizing logic for the vital network that self-propagates connections and disconnections, services, collectives, and structures proximal to forms that feel vital and dynamic. The vital network can do things, it has capacities to act, and different material consequences emerge out of the organization and coordination of communication with particular implications for human privacy, autonomy, and network transparency. I examine the biological turn in computing as a feature within a development program for the design of digital network control systems that rely on self-regulation and autonomous communication processes intentionally constructed to be non-transparent. I explore nonhuman models of control as a response to this requirement considered through three objects: microbe, simulation, and control, each understood in process terms that disclose what these things do and how they act. It is appropriate to the concerns of this dissertation to think of these as object-processes occurring within three moments or transverse becomings: first, in terms of Gilles Deleuze’s notion of differentiation from the one to the many; secondly, from organism to simulation through the use of models to describe microbial processes in informatic terms; and finally, from description to control through the progression in computing from an emphasis on structure and descriptive procedures, to processes of control. Imagining the Internet and Making it Governable: Canadian Law and Regulation

This dissertation builds upon the existing body of criminological and socio-legal literature on Internet governance by looking at how this technology and its use are regulated in Canada. Rather than focusing on the regulation of specific web-based activities (e.g., illegal downloading, child luring, etc.) or the control of certain types of online content (e.g., hate speech, pornography, etc.), the dissertation considers the ways that regulatory bodies have responded to the emergence of this new medium. Three specific agencies involved in the governing of the Internet are studied in detail: The Canadian Radio-television and Telecommunications Commission (CRTC), the Media Awareness Network (MNet) and the courts. Using a variety of theoretical and conceptual tools taken from both governmentality studies and Actor-Network Theory (ANT), the dissertation empirically documents how these agencies imagine the Internet and make it governable. Instead of searching for global accounts that look to either Society or Technology as a source of explanation for why the technology is governed in a particular fashion, this project examines how certain knowledges about the Internet and its regulation get produced in the first place. Attention is paid here to how these agencies initially problematize the Internet, the kinds of regulatory strategies and practices that have emerged and the general impact this has had for our understanding of the Internet and the way in which it should be governed. In keeping with the constructivist tradition in the field of Science and Technology Studies (S&TS), the dissertation approaches the regulation of the Internet as a site where the very nature of this technology – in terms of what it does, how it can be used and whether or not it can or should be regulated – gets invented and reinvented. However, rather than bracketing the building of the Internet from its governance, these processes are seen as mutually constitutive whereby the technology must be made governable in order to be governed. Consequently, given the many different and often competing visions about the Internet, the version that gets accepted (at least, momentarily) is shown to be crucial for how the technology is eventually received.

When Malbec became Argentine: An Analysis of the Quality Wine Revolution in Mendoza

At the beginning of the 1990s, the Argentine wine industry experienced a shift from quantity to quality production which occurred while economic policies in Argentina opened economic opportunities for investment in the country. With these new opportunities, the industry began to focus on producing quality wine because of the desire to export and compete in the international market. As foreign investment entered Mendoza, the heart of Argentine wine country, new ideas and knowledge about wine production began to disseminate into the region and everyday practices. The shift from quantity to quality production was a paradigm shift in that it ushered in a new way of understanding quality in relation to the land, resulted in the younger generation of winemakers excelling in the region, and ultimately led to a new way of viewing production practices and techniques entirely separate from the previous century of production. This project asks: to what extent did this shift impact the implementation and regulation of geographic indications in Mendoza? It seeks to understand the impact that terroir-driven wine production imparted on Argentine winemakers to illuminate the resilience and perseverance of a growing wine center in the Global South.

The Soft Megamachine: Lewis Mumford's Metaphor of Technological Society and Implications for (participatory) Technology Assessment

abstract: This dissertation explores the megamachine, a prominent metaphor in American humanist and philosopher of technology, Lewis Mumford's Myth of the Machine series. The term refers critically to dynamic, regimented human capacities that drive scientific and technical innovation in society. Mumford's view of the nature of collectives focuses on qualities and patterns that emerge from the behavior of groups, societies, systems, and ecologies. It is my aim to reenergize key concepts about collective capacities drawn from Lewis Mumford's critique of historical and modern sociotechnical arrangements. I investigate the possibility of accessing those capacities through improved design for Technology Assessment (TA), formal practices that engage experts and lay citizens in the evaluation of complex scientific and technical issues. I analyze the components of Mumford's megamachine and align key concerns in two pivotal works that characterize the impact of collective capacities on society: Bruno Latour's Pasteurization of France (1988) and Elias Canetti's Crowds and Power (1962). As I create a model of collective capacities in the sociotechnical according to the parameters of Mumford's megamachine, I rehabilitate two established ideas about the behavior of crowds and about the undue influence of technological systems on human behavior. I depart from Mumford's tactics and those of Canetti and Latour and propose a novel focus for STS on "sociotechnical crowds" as a meaningful unit of social measure. I make clear that Mumford's critique of the sociotechnical status quo still informs the conditions for innovation today. Using mixed mode qualitative methods in two types of empirical field studies, I then investigate how a focus on the characteristics and components of collective human capacities in sociotechnical systems can affect the design and performance of TA. I propose a new model of TA, Emergent Technology Assessment (ETA), which includes greater public participation and recognizes the interrelationship among experience, affect and the material in mediating the innovation process. Visions for Sustainable Energy Transformations: Integrating Power and Politics in the Mediterranean Region

abstract: This dissertation examines the nexus of three trends in electricity systems transformations underway worldwide—the scale-up of renewable energy, regionalization, and liberalization. Interdependent electricity systems are being envisioned that require partnership and integration across power disparities. This research explores how actors in the Mediterranean region envisioned a massive scale-up of renewable energy within a single electricity system and market across Europe, North Africa, and the Middle East. It asks: How are regional sociotechnical systems envisioned? What are the anticipated consequences of a system for a region with broad disparities and deep sociopolitical differences? What can be learned about energy justice by examining this vision at multiple scales? A sociotechnical systems framework is used to analyze energy transformations, interweaving the technical aspects with politics, societal effects, and political development issues. This research utilized mixed qualitative methods to analyze Mediterranean electricity transformations at multiple scales, including fieldwork in Morocco and Germany, document analysis, and event ethnography. Each scale—from a global history of concentrating solar power technologies to a small village in Morocco—provides a different lens on the sociotechnical system and its implications for justice. This study updates Thomas Hughes’ Networks of Power, the canonical history of the sociotechnical development of electricity systems, by adding new aspects to sociotechnical electricity systems theory. First, a visioning process now plays a crucial role in guiding innovation and has a lasting influence on the justice outcomes. Second, rather than simply providing people with heat and light, electrical power systems in the 21st century are called upon to address complex integrated solutions. Furthermore, building a sustainable energy system is now a retrofitting agenda, as system builders must graft new infrastructure on top of old systems. Third, the spatial and temporal aspects of sociotechnical energy systems should be amended to account for constructed geography and temporal complexity. Fourth, transnational electricity systems pose new challenges for politics and political development. Finally, this dissertation presents a normative framework for conceptualizing and evaluating energy justice. Selling Smartness: Visions and Politics of the Smart City

abstract: There is much at stake with the smart city. This urban governance movement is predicated on infusing information-and-communication technology into nearly all aspects of the built environment, while at the same time transforming how cities are planned and managed. The smart city movement is global in scale with initiatives being rolled out all over the planet, driven by proponents with deep pockets of wealth and influence, and a lucrative opportunity with market projections in the billions or trillions of dollars (over the next five to ten years). However, the smart city label can be nebulous and amorphous, seemingly subsuming unrelated technologies, practices, and policies as necessary. Yet, even with this ambiguity, or perhaps because of it, the smart city vision is still able to colonize urban landscapes and capture the political imaginations of decision makers. In order to know just what the smart city entails I work to bring analytic clarity to the actions, visions, and values of this movement. In short, the arc of this project moves from diving into the "smart city" discourses; to picking apart the ideologies at its heart; to engaging with the dual logics—control and accumulation—that drive the smart city; and finally to imagining what an alternative techno- politics might look like and how we might achieve it. This Fissured Democracy: Nation-Building, Civic Epistemologies, and Nuclear Politics in India

abstract: This dissertation examines how Indian polities have resisted and accommodated nuclear energy into their existing culture, politics and environment from the 1960s to the present. I document sites of friction between the nuclear establishment, urban activists, and local communities to trace how their engagements changed because of key ruptures in Indian nuclear history, namely Chernobyl, the US-India nuclear deal, and the Fukushima nuclear disaster. I interrogate the concept of ‘civic epistemologies,’ which was developed by comparative regulatory policy analysts in STS to explain how different national regulatory systems follow distinct cultural modes of evaluating the objectivity and credibility of policy-relevant scientific knowledge, evidence and expertise to arrive at different conclusions about similar technologies. By following how various actors are mobilizing cultures and institutions of knowledge production and deliberation to further political goals around nuclear power in India, as well as how these goals shape knowledge practices, I demonstrate that citizens’ desire to ‘scientize’ politics by creating a political culture of scientific debate around nuclear matters—thereby creating the forms of public reason as seen in Western nuclear debates—requires politicizing science to render it a publicly accessible rationality. As such, I argue that the creation of science- based, policy-relevant knowledge and politics should be seen as part and parcel of a particular variant of liberal democratic nation-building—albeit one that is inherently exclusionary, coercive and politically fraught. Using a mixed-methods approach of multi-sited ethnographies of five villages opposing nuclear energy, interviews with a wide range of actors, event ethnographies, oral histories and document collection and analysis, I discovered that urban and rural activists, politicians and regulatory officials articulate and enact different imaginaries of nuclear energy and democratic politics and participate in competing processes of knowledge-making and political formation. Democratic maneuvering and full access to the privileges of civil society are allowed actors who share the state's imaginary of nuclear power's role in achieving sovereignty and self-reliance, while others are not granted such affordances. Morals in Transition: Imaginaries and American National Identity Through Three Energy Transitions

abstract: This dissertation explores the functional purpose of imagination as it is enacted in the context of shaping large transitions in sociotechnical systems. Large sociotechnical systems undergoing profound transitions embody instantiations where societies experience profound changes in the ‘rules of the game’ that underpin the conduct of daily life. The forms of imagination that guide these transformations, known in the political theory literature as ‘imaginaries,’ play a profound yet undertheorized role in transition of sociotechnical systems from one configuration to another. Expanding on this relationship, the study draws on three case studies of energy systems change in the United States during 20th and 21st century. Each case study explores unique element of how actors at a variety of levels – transnational governance, regional electrification, and in-home energy marketing – define and the possibilities for ideal human and technological action and interaction through a transition. These actors defining the parameters of a new form of systems operation and configuration are as equally focused on defining how these new configurations shape fundamental ideas that underpin American democratic sensibility. Moreover, in the process of articulating a new configuration of energy and society – be that in terms of managing global resource flows or the automation of energy use in a residential home – questions of what makes an ideal member of a society are interlinked with new contractual relationships between energy producers and energy users.
