Denna uppsats undersöker hur relationen mellan Malmö stads regelverk ochtemporära aktörer ser ut samt vilket påverkningsutrymme temporära aktörer iMalmö har. Den redogör dels för strategier som finns att tillhandahålla en stad närdet kommer till att förhålla sig till temporära aktörer. Dels för de taktiker som finnsför aktörer att använda sig av för att kunna vara aktiva i den offentliga miljön.Studien redogör även i vilken grad och på vilka sätt som aktörer kan påverkaregelverket.Vår studie omfattas av en dokumentanalys över de dokument som utgör detregelverk som reglerar temporära aktörers möjlighet att agera i staden. Utöverdokumentanalysen har vi även genomfört fyra kvalitativa intervjuer som gett eninblick i hur regelverket tillämpas i verkligheten samt beskriver situationen för detemporära aktörerna.Studien visar på att relationen mellan Malmö stad och temporära aktörer skiljer sigmellan olika aktörer. Större och organiserade aktörer kan driva frågor kring derasintressen och villkor och i förlängningen påverka regelverket och underlätta derastillgång till staden. Således får mindre aktörer svårare att verka i Malmös offentligamiljö. Malmö stad välkomnar alla aktörer men regelverkets utformning förtemporära aktörer hindrar många av de mindre aktörerna att vara aktiva i staden.Detta eftersom de saknar resurserna som krävs för att kunna påverka och förändraregelverket efter deras villkor. / This paper examines the relationship between the City of Malmö's regulations andtemporary actors and which influence space temporary actors in Malmö have. Itdescribes a selection of strategies that exist for a city to use when it comes to dealingwith temporary actors. Also a selection of tactics that exist for temporary actors touse to be able to be active in the public environment. The study also describes towhat extent and in what ways actors can influence the regulations.Our study is covered by a document analysis of the documents that constitute theregulatory framework that regulates the possibility for temporary actors to act inthe city. In addition to the document analysis, we have conducted four qualitativeinterviews that provided an insight into how the regulations are applied and describethe situation for the temporary actors.The study concludes that the relationship between the City of Malmö and temporaryactors differs between different actors. Larger and organized actors can pursuequestions about their interests and conditions and ultimately affect the regulationsand facilitate their access to the city. Thus, smaller actors find it more difficult tooperate in Malmö's public environment. The City of Malmö welcomes all actors,but the regulatory framework for temporary actors prevents many of the smalleractors from being active in the city. This is because they lack the resources requiredto be able to influence and change the regulations according to their conditions.
