An evaluation of the role of local economic development in promoting infrastructural development: a case study King Sabata Dalindyebo local municipality

This study examines Local Economic Development intervention strategies in relation to promoting infrastructural development with specific reference to roads as one of the vital interventions for alleviating poverty in the KSD Municipality. The study sought to evaluate the impact of the deteriorated condition of roads on the growth of economic activity and community development, the understanding of LED by both the Council and the officials, and also to evaluate LED approach on infrastructural development for poverty alleviation. The study reveals that the municipality does not understand the concept of LED as a result this has caused blockages and impediments in terms of implementing the program in the municipality. Though there are some successes achieved through the construction of the 2010 FIFA World Cup Stadium, there are key constraints related to shortages of funds, staff, skills and resources. The study has established that LED is not living up to expectations in the area, there seems to be confusion regarding its definition and application. Furthermore, there is a confusion regarding the purpose of LED whether it is purely about poverty alleviation or whether LED it is about encouraging economic growth. Ideally it should be about the combination of the two. LED clearly has a critical role to play in terms of considerations of poverty alleviation in terms of addressing development backlogs and promoting sustainable economic growth. In order to achieve this, there is a need to establish a permanent LED facilitation and support unit. The need to identify key intervention strategies, for example, the Expanded xii Public Works Program which aims at identifying labor-intensive and community construction methods. In order to achieve this the study details a number of key recommendations which are mentioned below: The need to properly define LED and its goals, also to align LED with business and market realities. There should be adequate and appropriate training of officials, adequate funding and ensuring accountability. Active encouragement of local leaders, local level forums and partnerships and close co-operation with beneficiaries should be encouraged. It is also vital to establish LED units and development agencies at local level to drive LED process. It is also important for the municipality to encourage economically viable projects which meet poverty and growth requirements and which can also encourage SMME development

Local economic development: a case study of the Blue Crane Route Municipality, Eastern Cape, South Africa

Local economic development (LED) in the countries of the North is a voluntary activity of local government, in South Africa it is a mandatory activity. The purpose of LED is to build the capacity of a local area to improve its economic future and the quality of life for all. While local governments in South Africa are currently engaged with the concept of LED which is seen as a tool through which to achieve sustainable development, it is now recognized that there exists economic, social and environmental interdependence between rural and urban areas and a need for a balanced and mutually supportive approach to development of the rural and urban areas. Adopting the Rural-Urban, Economic and Enterprise Development (RUEED) concept, this study highlights the challenges and development problems experienced by the deep rural and urban communities in the implementation of LED activities within the Blue Crane Route Municipality (BCRM) due to the lack of social, economic and environmental sustainability and rural-urban linkages. This study located in the Blue Crane Route Municipality in the Eastern Cape, seeks to investigate and recommend a map or strategies linking together the urban communities with the poorer neighbourhoods in LED activities. The intensive research design that incorporates the case study method was used to achieve the objectives of this study. The empirical findings of the research indicate that the concept of rural-urban linkages is not an adopted strategy in implementing development programmes resulting in deep rural communities being excluded in LED activities initiated within the Blue Crane Route Municipality. The findings also reveal that the creation of employment opportunities and improvement in the standard of living are important dimensions of LED and rural-urban linkages. This study therefore recommends the adoption of a new perspective referred to as the rural-urban linkages for LED and the consideration of economic, social and environmental complementaries that exist between rural and urban areas in the Blue Crane Route Municipality. The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality.

Relationship between employee knowledge, personal contact and attitudes towards chronically ill co-workers: case of selected organisations within the banking sector

As chronic illnesses continue to be a burden in today’s organisations, it remains a very crucial call for management to find ways to eradicate the associated organisational problems. While people of all ages are affected by chronic illnesses, there is a higher risk of the elderly developing chronic diseases. However, as much as chronic illnesses are inevitable among employees, there should be ways at least to curb negative social and goal achievement impact which they bring in organisations. In this regard, a survey of 80 employees was conducted to examine the relationship between employees' knowledge about, contact with, and attitudes towards their co-employees with chronic illnesses (CI). Results indicated that employees' knowledge about and contact with individuals diagnosed with chronic illnesses were significantly related to better attitudes toward this population. The findings also revealed that knowledge was related to positive attitudes among employees who had more personal contact with individuals with Chronic illnesses (CI) and such findings indicate the importance of exposing employees to information about chronic illnesses and direct practice experience with individuals who have these illnesses. To be noted also is that 39% of the respondents preferred to be exposed to health bulletins and magazines; 18% of the respondents preferred the help of health workers and about a third (30%) favoured brochures, posters and printed materials such as flyers. The impact of organizational culture of employees' behaviour within tertiary institutions in the Eastern Cape region

According to Nel, van Dyk, Haasbroek, Schultz, Sono and Werner (2004:19), organizational culture is simply the manner in which things are done in an organization. It is also known as the personality of the organization. Irrespective of what is called, the culture of the organization develops overtime, and employees are often not even aware of its existence. Organizational culture is, however, of particular importance to management because it helps them understand how employees feel about their work. Culture involves general assumptions about the manner in which work should be done, appropriate goals for the organization as a whole and for departments within the organization, and personal goals for employees. It is particularly the latter that makes the nature of the psychological contract of special importance in the pursuit of organizational success. It is represented by formal goals, structures, policy and communication. Shaw (1997:15) agrees with Nel et al (2004) that organizational culture composes of the shared values which are important concerns and goals shared by people in the organization that tend to influence the behaviour of the employees. These values persist overtime even with changes in group membership. In the light of the above literature, I’m conducting a research for a masters’ degree in Industrial Psychology at the University of Fort Hare, the topic being “The impact of organizational culture on employees’ behaviour within tertiary institutions in the Eastern Cape Region”. This study seeks to investigate: 1) Determine the extent of influence of organizational culture on employees’ behaviour. 2) Identify how management enforces such a culture into the workplace. 3) Determine the significance of creating organizational culture and its implementation. This questionnaire was designed, in this regard, by the researcher to assess the above mentioned objectives. This questionnaire was distributed to the Nelson Mandela Metropolitan University and the University of Fort Hare.

The Constitution Act, 108 of 1996 declares that: 'in the Republic, government is constituted as national, provincial and local spheres of government that are distinctive, interdependent and interrelated". Section 41(1)of the above Constitution further states that there shall be cooperation, mutual trust and good faith between these three spheres. They should inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures. In addition, it is expected that acts of Parliament should establish structures and institutions to promote and facilitate intergovernmental relations, and provide mechanism and procedures to facilitate settlement of intergovernmental disputes. In view of the above, it is evident that co-operative government can be regarded as one of the cornerstones of the new constitutional dispensation in South Africa and intergovernmental relations can be regarded as practical instrument for ensuring co-operative government in the delivery of services by the three spheres of government. The study therefore seeks to assess the impact of intergovernmental relations on service delivery in the Department of Cooperative Governance and Traditional Affairs in Eastern Cape Province from the year 1994-2009. It also attempts to show the importance of intergovernmental relations to service delivery especially in integrated development planning, co-operation and co-operation and co-ordination of policies and plans. An evaluation of the coordination of selected decentralised provincial services in the province of the Eastern Cape and its relationship with similar municipal services

In this study, it was attempted to gain insight on coordination of decentralized health and social development services. Further, it was attempted to evaluate the coordinating arrangements of and relationship between decentralized provincial health and social development services with similar services rendered by district and local municipalities. Since the literature on coordination of decentralized services is limited, it is anticipated that this study will provide valuable information for further research on the topic. In the literature study undertaken however, it was evident that coordination of services increases the rate of effectiveness and efficiency in the delivery of public services. It was found that role players can no longer afford to work in different compartments. They need to work cooperatively together in achieving unity of purpose, unity of effort as well as unity of action towards the realization of the objectives of government, that of rendering of public services. Thirty four respondents composed of mayors in Amathole District Municipality and Buffalo City Local Municipality, municipal managers for the respective municipalities, portfolio heads for health and social development services in the respective municipalities as well as two councillors, one in each municipality, were given questionnaires to complete. Also given questionnaires to complete were the political office bearers of the Provincial Department of Health and the Provincial Department of Social Development as well as respective Heads of the two departments. Again, officials of the five decentralized offices of the Provincial Department of Health and the Department of Social Development namely, Mbashe, Mnquma, Buffalo City, (v) Amahlathi and Nkonkobe, were given questionnaires to complete. The intentions of the study were to determine the effectiveness in coordinating the rendering of health and social development services between the Provincial Authority, the district as well as local municipalities in the Eastern Cape. Also, the intention was to determine the problem areas in the coordination of the health and social development services rendered by the above authorities. Lastly, the intention was to ascertain whether or not proper measures and standards are put in place for the effective coordination of health and social development services rendered by the above authorities. The findings of the study confirmed firstly, that there is a need to coordinate decentralised health and social development services with similar services rendered by district and local municipalities as well as other role players. Secondly, the study confirmed that departments and municipalities experience problems of coordinating decentralised health and social development services. Thirdly, the study confirmed that there are measures in place to coordinate decentralised health and social development services with similar services rendered by municipalities and other role players. Lastly, the study confirmed, that such measures are not properly defined and need to be strengthened.

The human resource alignment with the strategic plan 2006-2011 in the Eastern Cape Chris Hani District Municipality with specific reference to the Emalahleni Local Municipality

The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.

Impact assessment of Transversal Training Management Agency (TTMA) training in performance improvement of the Eastern Cape provincial department of basic education (2005-2010)

Training is widely conducted in organizations and is actively encouraged by the recent legislation in South Africa. Millions of Rands are spent building human resource capabilities. Organizations therefore need to know whether this investment in training is bearing fruit in terms of changes in individual performance and overall impact on service delivery. The need to improve Transversal Training Management Agency (TTMA) training programmes and skills development impact to government departments has triggered the survey. Three interdependent themes are explored: training evaluation in `government departments, influence of non-training factors and human dynamics between stakeholders in the training evaluation process. Structured questionnaires, based on best practises in literature were administered to key stakeholders involved in TTMA training programmes. Training managers and the Office of the Premier (OTP) Human Resource Development (HRD) officials were interviewed, while supervisors, trainees and trainers verified the data by post. Data were collected from the Department of Basic Education, Eastern Cape (EC), TTMA trainers and trainees. Findings show that The Department of Basic Education in the EC does not fully follow a system’s approach. Evaluations done during classroom sessions focus mainly on the reaction of participants to training and not on the behaviour change in the workplace. Training participants are not prepared for training; sometimes they do not even know why they attend training. Some trainees go to training just to get certificates that increase their CV’s for promotion purposes or to run away from the stressful work environment and not for individual growth. Recommendations to use a systemic evaluation approach and involvement of trainees in their career development process are made. Further research is recommended on the managing of non-training factors that impede learning transfer.

Determination and validation of ethno-veterinary practices used as alternatives in controlling cattle ticks by resource-limited farmers in the Eastern Cape Province, South Africa

Ticks are the most common external parasites of economic importance in the livestock farming sector of Southern Africa. They are vectors of tick-borne diseases and are commonly controlled using conventional acaricides, which are expensive and not readily available to resource-limited farmers. As a result many resource-limited farmers resort to use of alternative materials to control ticks on their livestock. Tick resistance to acaricide is an increasing problem in Southern Africa and poses a real economic threat to livestock and veterinary pharmaceutical industries. The objective of this study was to document and validate the ethno-veterinary remedies used as alternative methods of controlling cattle ticks by resource-limited farmers. A questionnaire survey was conducted in May 2007, at Qolora by-Sea and Nontshinga in Centane district, to determine tick control methods used by resource limited farmers in the Amathole District Municipality of the Eastern Cape Province, South Africa. Furthermore, in vitro and in vivo experiments were done to validate the acaricidal properties of ethnoveterinary remedies used by resource-limited farmers. Ticks were reported to be a major problem, transmitting diseases like anaplasmosis (89.8%), babesiosis (55.9%) and ehrlichiosis (16.9%), they also cause wounds that predispose cattle to screwworm infestation, tick worry and teat damage. All farmers used acaricides and dipping tanks provided by the government to control ticks, as the main tick control method. However, the majority (94.9%) were of the opinion that the dip wash was not effective in controlling ticks. As a result, farmers complemented the government dipping service with use of own initiatives like spraying with conventional acaricides (22%), household disinfectants such as Jeyes fluid (18.6%), used engine oil (10.2%), chickens feeding on ticks (5.1%), manual iv removal (5.1%), and pouricides (1.7%). In addition, some farmers also use plants (6.8%), mainly the leaf of Aloe ferox and the bark of Ptaeroxylon obliquum. The in vitro repellency models showed Jeyes fluid (76.8 and 100% concentrations) and P. obliquum (40%) had repellent properties that lasted 6 hours and 40 minutes respectively while that of, Tabard (35% diethyltoluamide) positive control, lasted for 4 hours when applied against nymphal stages of Rhipicephalus sanguineus ticks. In the contact bio-assay, undiluted used engine oil, T. minuta oil (50%), Ektoban® (Cymiazol 17.5% and cypermethrin 2.5%) and Jeyes fluid (76.8%) caused higher tick mortality of more than 86%. Other materials (A. ferox, Lantana camara and Tagetes minuta) had no repellence and acaricidal properties. In the in vivo study, Jeyes fluid at a concentration of 76.8% and used engine oil displayed efficacy of 71 and 76.4% respectively which was similar to that of the positive control Ektoban® at 97.8% tick load reduction. Among plant materials L. camara at 40% concentrations had an efficacy of 57% while A. ferox, P. obliquum and T. minuta were not effective at all. The remedies used by resource-limited farmers to control ticks vary in efficacy. Their ability to reduce tick load on cattle appears to be promising and a welcome development as their use could probably reduce tick burdens in cattle with less expenditure. However, further investigations need to be done before they are recommended for use. Despite being effective some of the materials have potential toxic effects in animals and also cause environmental contamination and I recommend used engine oil, Jeyes fluid and L. camara for further testing as they showed some efficacy compared to other remedies.

Determinants of grade 9 learners' intention to select science/applied sciences as curriculum stream for grade 10: an exploratory study of selected secondary schools in Amathole district

In schools in the Amathole District and throughout the rest of South Africa efforts are being made to encourage learners to pursue the Science and Applied Science curriculum stream in Grades 10 to 12. The aim of this study was both to determine and to explore those factors which, according to grade 9 learners, would either attract them to or deter them from following the Science and Applied Science curriculum stream from Grade 10 onwards. The study also sought to ascertain the views of teachers regarding the issues raised by the learners. A sample comprising 346 learners and 3 teachers were involved in the study. Using both quantitative and qualitative methods within the context of a post-positivist paradigm and utilising questionnaires and interviews, the study found that, consistent with existing research, there are both intrinsic and extrinsic related factors which play a role in the intention of learners to consider pursuing the Science and Applied Science curriculum stream. The intrinsic factors include learners‟ enjoyment of practical work and love for the Science and Applied Science. Extrinsic factors include perception that jobs in the field of Science and Applied Science compensate well. However, it was the intrinsic factors that pushed the learners to have the intention to follow the Science and Applied Science curriculum stream. Sociological, economic and personal dynamics seem to account for these patterns in the results. By contrast, two key sets of factors deterred the learners from the Science and Applied Science curriculum stream. One relates to factors in their internal loci of control, and the other to factors in learners‟ external loci of control. The internal locus of control factors had a greater influence, which suggests, according to attribution theorists, that the learners were inclined to look within themselves for the reasons that deterred them from the Science and Applied Science curriculum stream. In addition, a cluster analysis was conducted to ascertain whether the demographic profiles of the learners played a role in respect of their intention to pursue the Science and Applied Science curriculum stream. This cluster analysis revealed that, in terms of gender, males were more inclined than females to follow the Science and Applied Science stream. However, it was also significant that peer influence played an important role in attracting males to the Science and Applied Science curriculum stream, whereas it was career interest factors that attracted the females. In terms of ethnic groups, Indians and blacks were more inclined than coloureds and whites to follow the Science and Applied Science stream with whites being the least attracted to this stream. Career choice dynamics provide some explanations for these outcomes. The key contribution of this study lies in the fact that the study has shown that practical work as a teaching strategy may result in greater learner participation in the Science and Applied Science curriculum stream. The study recommends that, in order to promote greater participation in the Science and Applied Science curriculum stream in schools, strategies related to teaching in terms of which both genders are taken into consideration should be implemented. Other recommendations were also made. Nevertheless, it must be borne in mind that the study is a case study and that it is, therefore, not possible to generalise the findings.
