The subject of this diploma thesis is anti-smoking legislation in the Czech republic. This diploma thesis results from contemporary legislative changes regarding health protection against using the tobacco products. I described history of smoking and smoking bans, actualy activ and prepared legislation regulating using the tobacco product, offenses and misdemeanors, definitions, conections of smoking bans and human rights and liberties, legislation of the European Union and some european states. In the introduction I explain my view on the actual anti-smoking legislation in the Czech republic. I try to delineate, which problems actual legislation brings and which defictis has. The first chapter explains attitude of the society to smoking during the time, we can see, that smoking began being "normal" quite fast, and states did not reduce it at all. The second part compares human liberty and right to health. Next chapters contain actual legislation in the Czech republic - offenses, advertising and especially current change of act editing packaging and warning. I explain terms and definitions, commitmens to the EU and international organisations. A new Swedish tobacco law was decided in 2018 which originated from an EU-directive from 2014. The aim of the directive is to integrate the member states’ legislation on tobacco control and to minimize the risks of young people getting in touch with tobacco. And furthermore, the aim of the Swedish law is to minimize the negative health effects from tobacco use. This research shows that the new tobacco regulation in Sweden has led to a decrease in smoked cigarettes among students in Sweden as well as an experienced decrease in risk to be exposed to second-hand smoking. This means the new law has led to positive effects on cigarette smoking amongst students and that the aim of the law therefore is fulfilled to at least some point. The majority of the smokers have though continued to smoke as much as before, which means the legislation does not succeed to reach everyone. To reach more people, further efforts are needed. Thus, governance through legislation on EU and national level is not enough, and the problem therefore requires efforts on multilevel. To continue the decrease, Sweden should take action in educative efforts to reach broader levels in its governance.

A comparison of selected personal variables of Indiana state legislators and their voting records on tobacco issues

The purpose of this study was to examine the relationship between personal demographic variables of Indiana's legislators and their voting records regarding laws associated with tobacco regulation. Personal demographic data of the legislators who were in office in either 1997 and/or 1998 were compared with their voting records on tobacco issues during that same time period. The evidence suggests that Democratic legislators appear to be more in favor of tobacco control than their Republican counterparts and legislators that are members of the House of Representatives are more supportive of tobacco control than their counterparts in the Senate. Conversely, the evidence suggests that there were no statistically significant differences on tobacco voting records when the legislators were grouped by representation of a tobacco district, level of education the legislator has attained, holding an office in their respective chambers, or their occupations other than being a legislator.The results of this study can be used to better educate legislators on the consequences of tobacco use and the benefits of voting for pro-tobacco control legislation. Future studies should include attempts to form a profile of a pro-tobacco control or pro-tobacco industry legislator at both the state and national level. / Department of Physiology and Health Science

The impact of the Tobacco Products Control Amendment Act, 1999 (Act no. 12 of 1999) on the performance of librarians employed by the City of Cape Town :Tygerberg Administration

Thesis (MTech (Public Management))--Peninsula Technikon, 2004 / The World Health Organisation (WHO) presented evidence illustrating that tobacco smoking kills three million people yearly. These statistics are increasing, and unless current trends are reversed by the decade 2020-2030, tobacco will kill 10 million people a year, with 70% of deaths occurring in developing countries (WHO, 1998:1). The WHO then issued a mandate to 191 countries, which included South Africa, requesting them to write, advocate, pass and enforce laws on tobacco control taking into account work and public places, as people tend to spend much time there (WHO,20031-2). According to the literature review, since the promulgation of the Tobacco Act. 1999 (12 of 1999) public officials have been leaving the office much more regularly to congregate with other smokers for a smoke break. This is because legislation stipulates that they may not smoke in the office. It has also been found that the public service delivery process is slow, not only as a result of the phenomenon of smokerism, but also due to staff shortages. Hence, the main purpose of this study was to explore the impact of the Tobacco Act. 1999 (Act No.12 of 1999) on the performance of librarians employed by the City of Cape Town's Library and Information Services: Tygerberg Administration, by focusing on answering two assumptions stating that service delivery is slow and inefficient because of smoke breaks; and that the performance of staff is poor as a result of regular smoke breaks. The research population for this study consisted of 23 out of the 26 librarians-in charge employed in the City of Cape Town's Library and Information Services: Tygerberg Administration, who is the entire target population. The respondents were interviewed using a self-administered questionnaire. The data collected was analysed using software called StatPac for Windows. The results derived indicated that the librarians-in-charge (82.6%) are satisfied with the service delivery offered by their employees. This is regardless of the regular smoke breaks employees take and the grievances of non-smoking employees with regard to the regular smoke breaks taken. However, the Iibrarians-in-charge (91.3%) added that there was room for improvement in terms of dealing with the staff shortages and not the regular smoke breaks. Therefore, based on the findings, the assumptions that relate to this study are discovered to be invalid and untrue. Thus, the Tobacco Act. 1999 (12 of 1999) does not impact on the performance of librarians employed by the City of Cape Town's Library Services, Tygerberg Administration. The following recommendations were formulated: Management should consider taking on volunteers to address the staff shortage situation. Management should motivate employees with any kind of special rewards, remuneration and credentials for work well done. The Director of Social Development and Community Services of the City of Cape Town, Tygerberg Administration, should review the salary structure of librarians and consider increasing it. Both the librarians-in-charge and employees should be educated about the Tobacco Act, 1999 (12 of 1999). This education should also consist of the importance smoking restrictions have in terms of promoting a healthy environment, smoking cessation and job satisfaction. The librarians-in-charge should understand the negative ramifications the lack of rewards, credentials and salary have on job satisfaction. Team-building exercises should be done on a regular basis to strengthen the relationship between employees.

Nowadays is smoking still tolerated social phenomen in this country, despite belongs to the biggest killer in a human history and every day year die 5 milion people for this. Especially dangerous is smoking among young people, because they aren't grown up physical or mentally and therefore is smoking for them so dangerous. 78% of the adult smokers, started smoke before sixteen. In this paper I present the statistics from actual researches and additional analyses of smokers. In comparison with other european states is Czech republic on the second places in number of young smokers. The influence of social environment is crucial for if people started smoke or not. The government should protect smokers and non-smokers due to the effect of smoking in public places. In the Czech has tobacco industry strong position and there is no political will to change it although people want it.
