M.Phil. (Engineering Management) / The daunting peak-hour traffic periods have affected Gauteng road users and the economy due to traffic congestion in the recent years. A total of 157 000 vehicles used the Gauteng freeway network each day in 2006, which went up to approximately 200 000 in 2011. This means that the average growth in traffic volumes had grown on average by 7% between 2006 and 2011. As a management strategy, The South African National Road Agency (SANRAL) launched the Gauteng Freeway Improvement Project (GFIP) in 2007 to improve the infrastructural network. In this thesis we study the problem of road taxation. This problem consists in finding the toll on the roads belonging to the government or a private company in order to maximize the revenue. An optimal taxation policy consists in determining level of tolls low enough to favor the use of toll arcs, and high enough to get important revenues. Highways to health and pleasure: the antebellum turnpikes and trade of the mineral springs of Greenbrier and Monroe Counties, Virginia

Turnpike building in Greenbrier and Monroe counties coincided with the period of their springs' greatest development and prosperity. The development of both the springs and the turnpikes in this region reflected the cyclical nature of the national economy. The springs of Greenbrier and Monroe counties at the heart of the antebellum Virginia Springs Tour provided a seasonal internal marketplace for the region. Turnpikes were built primarily to connect these springs with each other and with the state's major road arteries through southwestern Virginia. Without other internal improvements prior to the Civil War, this region fared comparably with the rest of western Virginia and the state as a whole in their bid for state assistance for turnpikes. Generally turnpike investments at both the local and the state level provided better access to the springs. Though inextricably connected through the springs tour, Greenbrier and Monroe Counties fared differently in their struggle for internal improvements. / Master of Arts

An assessment of the South African government's Gauteng Freeway Improvement Project (GFIP) toll road strategy

The South African government has decided to introduce an extensive toll road system in the Gauteng Province, to fund the road upgrades in the Gauteng Freeway Improvement Project (GFIP). This research report assesses the effectiveness of this funding strategy by analysing the social, economic and environmental impact of the GFIP toll road. The user pay principle is also interrogated to assess the fairness of the toll tariffs to be levied on different user groups. This study has found that the GFIP investment was an unstrategic investment in transport infrastructure. It is proposed that an integrated multi-modal transport strategy is developed, that prioritises the development of the railway system for freight cargo and public transport. As freight vehicles cause more than 99% of roads damage, it is proposed that toll tariffs are only applied to freight vehicles, to lessen the negative social impact of tolling. It is proposed that an independent transport regulator and a consumer council are established, to protect consumer interests, to ensure the independent review of toll tariffs, and to review future public-funded transport investments.
