Quality assurance in transnational education

This study discusses the purpose, process and practice of quality assurance in transnational education (TNE) wherein institutions in one country award their degrees to students studying in another. This arrangement raises the issue of how the quality and standards of the degree programmes are assured so that they enable the programmes delivered in one country to be considered as being of a comparable quality and standard to those delivered in another. The study explores how the cross-national implementation of quality assurance is conducted and perceived by those engaged in it and the challenges such activity faces. Using data collected via structured interviews in Sri Lanka and the UK, the study examines the perceptions of participants in TNE collaboration. The analysis is undertaken within a conceptual framework developed from inter-firm relationship and supply chain management theories. The concept of “relational capital”, and its creation through socialisation activity, is proposed as a key factor in understanding TNE. A further body of literature is explored, that of inter-cultural communication and inter-cultural competence. The study contributes to the literature on TNE and internationalisation by identifying a tension between the financial drivers behind TNE and the resource intensive activities required to build relational capital. The findings are developed into a conceptual model for quality assurance in TNE, which can be used in the planning, management and evaluation of TNE and is designed to develop relational capital through the relational and inter-cultural competences of those engaged in such work. Through such a development, it is argued, quality assurance in TNE can move away from a process of enforced compliance with the prevailing quality assurance processes to one driven by a shared quality culture in which capacity building in the partner institutions of TNE can be achieved.

So near and yet so far: an ethnographic evaluation of an Australian transnational education program.

The multicultural classroom is a phenomenon now found in most countries. As a result of globalisation and the burgeoning transnational education market, university classrooms that span national borders are now commonplace. Within these classrooms the cultures of both the delivering and receiving countries converge, resulting in the creation of a new and complex cultural territory that is often unfamiliar to educators and students alike. Australia has been a key provider of transnational education in the South East Asian region, however little research has investigated the interplay of culture and pedagogy within Australian transnational programs, despite the cultural distance which exists between Australia and its Asian neighbours. This is surprising given the importance of transnational provision to both the Australian economy and the internationalisation agenda of Australian universities. / The unfamiliar cultural territory found within these transnational programs places high demands on educators and students, yet the impact of exposure to cultural difference and culture learning seems rarely considered in the development and delivery of such programs. This thesis examines one transnational program that was delivered in Singapore by an Australian university. An ethnographic methodology is employed, applying a ‘cultural lens’ to an analysis of the program. The author provides background information on the Australian and Singaporean education systems and reviews a range of previous research which focuses on culture and pedagogy in the region. Interviews and classroom observations reveal educator and student experiences of the program. The author concludes that cultural phenomena have a profound impact on participants’ experiences of transnational education programs and that this is substantially unrecognised by key actors in the process. Recommendations are made for changes in practice that could be incorporated in transnational programs in order to ameliorate negative impacts of cultural difference.

“But What if You Just Listened to the Experience of an Immigrant Teacher?”: Learning From Immigrant/transnational Teachers of Color in Early Childhood Teacher Education

Despite pervasive arguments for diversifying the teaching profession, as teachers of color have shown improved outcomes for children of color, immigrant and transnational teachers of color have largely been left out of possible solutions for diversifying the teaching workforce. In this context, I inquired into the experiences of immigrant and transnational teachers, seeking to (re)position them as part of the much-needed diversity in the teacher workforce in solidarity with U.S. teachers of color. Combining Critical Race Theory and Nepantla, I sought to learn from the experiences of six immigrant and transnational teachers of color as they negotiated, navigated, and reconciled differences across their home countries and the U.S. I conducted my study in New York City due to its high percentage of immigrants in schools, asking: How do immigrant and transnational teachers of color with prior early childhood teaching experience in their home contexts experience and negotiate the process of (re)learning what it means to teach in the U.S. through teacher education programs in New York City? I employed a qualitative research design, focusing on nuanced and complex individual experiences without generalizing or essentializing a whole population. I used Seidman’s (2013) three interview series of in-depth interviews to gain information about my participants and their experiences and situate my study within and between the realms of counter-stories and testimonios. Analytically, I engaged axial coding, built trans/scripts (compressed renderings of original transcript) that captured emotional qualities, and presented trans/scripts to participants. I asked them to identify important themes and name their own truths and stories. This methodology enhanced the meanings of the interviews by interpreting them through poetic counter-stories, and poetic testimonio with my participants. I synthesized and re-presented findings as co-constructed poetic counter-stories, offering insights into participants’ experiences regarding early childhood classrooms and teacher education programs as spaces of (be)longing, learning about race and racism, access to teacher certification requirements, expectations of being an early childhood educator, and seeing children’s strengths. Implications point toward the need to listen and learn from immigrant and transnational teachers of color in justly transforming early childhood teacher education practices, programs, and policy.

Sākshi: The Transnational Consciousness of Second-Generation Indian American Teachers

The United States is increasingly populated by first- and second-generation Asian immigrants, while nearly 40% of New York State minors live with at least one immigrant parent. Immigration is a politically-charged topic. There is a persistent lacuna regarding immigration in teacher education, despite the fact that teachers’ attitudes about immigration impact how they teach about immigration and immigrants. Yet, discussions about diversifying the profession rarely move beyond race or include transnationalism or religion. When immigrant teacher voices are amplified, the focus is often on first-generation immigrants’ struggles with acculturation and English language acquisition. Teaching for inclusion and social justice seldom recognizes or incorporates the knowledges of second-generation immigrant teachers. This study is theoretically grounded in transnational feminism, transnational literacy, and decoloniality; it recognizes the United States as an imperialist, settler colonial nation that promotes and forces its image upon other countries and people from other countries, often in the name of multiculturalism, justice, and humanitarianism. Most Indian Americans are not Christian (in contrast to the majority of immigrants from East Asia); this gave significant cause to disaggregate the category of Asian American and discover if the transnational consciousness of second-generation Indian American teachers might offer unique insights into the intersection of immigration, immigrant experiences, and inclusive education. Four New York City-based teachers volunteered to participate in the study. Data was collected over the course of seven months in one-on-one interviews, group dinners, and in a private WhatsApp group. The teachers articulated asset-based views on immigrants, with an emic understanding of the factors that animate acculturation and resistance to assimilation. Their experiences and knowledges were embedded within transnational social fields that were locally grounded. The participants’ transnational consciousness illuminated dominant epistemic norms in school, media, and society, including: individualism; monotheistic, Christian epistemic normativity; and a persistent colonial gaze on Hinduism and India. None of the participants had explored their immigrant knowledges as a part of their teacher education experiences. The study indicates that further engagement with the knowledges and transnational consciousness of second-generation immigrant teachers would enrich teacher education practices and research, and theorizing about social justice education.

Transfer of Australian Vocational Education and Training knowledge and practice in a global context

Educational services have become Australia's third largest export industry. Onshore delivery of higher education has been a major export for many years, and in recent years offshore delivery of vocational education and training has grown to become a major part of this industry. Different Australian educational institutions are involved in delivery of Australian VET programs in a wide range of cultural and socioeconomic contexts. Because of the strong demand for skills in an increasingly interconnected world, this growing industry, which at an international level encompasses a diverse range of institutions, training delivery methods and management and administrative arrangements, is increasingly directing its attention towards globalising its regulatory and training approaches. The aim of this research is to investigate the process of adapting Training Packages and the Australian Quality Training Framework, the two main instruments of regulation in the Australian skill formation system, for an international audience. This thesis will examine what process of adaptation is involved when the Australian VET approaches are used as a model to develop skills formation overseas. Factors influencing the forms taken by this regulatory system in a global context will be studied through investigating the international activities of various Australian sectors in implementation of VET approaches in non-Australian systems. Two propositions underpin this key question. First is that the Australian VET system is primarily a regulatory system, which means that the export of these regulations needs to be accounted for. Secondly, the Australian VET system has been designed for Australian industrial and cultural conditions and adjustments are necessary in the regulations themselves, host country regulat ory practice, or both for Training Packages to work in these non-Australian cultural contexts.

Guidelines for the implementation of transnational nursing education : a collective case study approach of institutional perspectives and practices

Submitted in fulfilment of the requirements for the Doctor of Nursing in the Faculty of Health Sciences, Durban University of Technology, Durban, South Africa, 2017. / Background In recent times, the internationalization of nursing education and the collaboration with international academic partners has become a priority of academic institutions’ strategic plans and visions. This coupled with the fact that the world has entered a critical period in terms of addressing health and preparing nurses to address health needs has made this study timeous. In view of these historical challenges, nursing education institutions, nursing colleges and universities with nursing faculties in South Africa have, in recent years, engaged in international partnerships. These collaborative partnerships have influenced the delivery and facilitation of transnational nursing education (TNE) or cross-border nursing programmes, both nationally and internationally. Challenges raised with regards to TNE delivery systems are often related to issues revolving around academic design and implementation. Further issues such as the differences between the host institution’s general goals, the academic programs, student characteristics and social and cultural dimensions as compared to the awarding institution, add to these challenges. Aim The aim of this study was to explore the perspectives and practices and experiences of nursing education institutions, academic leaders and graduates, who were involved in TNE. Based on the findings of this study, the ultimate aim was to develop guidelines for the implementation of TNE in NEIs. Methodology A qualitative multiple case-study approach was employed to explore institutional perspectives and practices related to TNE. The population comprised nursing education institutions, academic leaders and nursing graduates that were involved in TNE programs. In order to draw comparison between South African TNE practices and perspectives with international best operating practices relating to TNE, other global academic leaders and institutions involved in this type of education were invited to participate in the study. Institutional records were analysed for descriptions and patterns related to conceptual issues, structures and processes that are known to impact either negatively or positively on TNE. Results The study findings revealed that access to ‘importing’ and ‘exporting’ of nursing programs are still faced with many challenges by all stakeholders. It was also revealed that the lack of guidance during TNE ventures allude to cross-border nursing education being a ‘for profit’ arrangement. From the findings the researcher was able to propose and develop guidelines for the implementation of TNE for nursing education institutions, academic leaders and students. It is hoped that these guidelines will be considered as a tool to improve TNE delivery in terms of quality assurance, accreditation, registration, and qualification recognition. / D

The effects of student migration to South African universities on higher education in Zimbabwe

The aim of the present study was to establish the effects on the Zimbabwean higher educational system of student migration into South Africa for higher education. The study was motivated by the rising number of Zimbabwean students migrating to South Africa for that purpose, aided in doing so by their schools and other organisations. Rising migration rates are substantiated not only by the growing number of students departing the country for a foreign university, but by the parents who support their going and the administrators and lecturers in Zimbabwean universities who witness migration‟s impacts on the nation‟s higher education. A qualitative research design was employed for data collection. A review was first conducted of the empirical evidence of student migration rates. Data were collected through conversations and interviews, the interview-guide approach, and recorded cell-phone interviews. The qualitative research design was motivated by grounded theory, narrative qualitative inquiry, interim analysis and interpretive epistemology. These approaches jointly ensured that the data would be most suitable for the study‟s intensions. The study investigated the international and local factors contributing to the out-migration of Zimbabwean students in general and, in particular, into South African higher educational institutions. Interviewees reported that migration was motivated mainly by the condition of the Zimbabwean economy. Findings also clarified the effects of the migration process on the educational system in Zimbabwe. Those effects emerge as challenges that must be addressed in the Zimbabwean higher education system. Exporting hospitality & tourism education abroad and its influence on the home programme internationalisation

HEIs have, over the recent decade, been involved in internationalisation of their academic programmes and in the delivery of their degrees in international locations. Internationalisation is associated with the incorporation of international facets into the composition of curriculum, faculty, and students through a combination of activities and policies. One such activity associated with internationalisation is transnational education, in which the degree students are located in a different country than where the institution delivering the education is based. Transnational education is often categorised in many forms: franchise, twinning, articulations, double degree programme, partnership, distance education, and international branch campus. Hospitality and tourism programmes have been identified as having been involved not only in internationalising their degree programmes, but also in delivering their degrees internationally in branch campus locations. However, even though the narrative has been on the start-up, operations, and management of these IBCs, less is known about the impacts the international branch campus has on the exporting hospitality and tourism programme. This research, based in management, tourism, and international education, and viewed through a post positivism and critical realist perspective, presents an understanding of the effects that exist between hospitality and tourism programmes in HEIs and their IBCs. This is achieved through developing a typology of the influences that overseas expansion has on the exporting hospitality and tourism programme. To address the objective of this research, a case strategy approach was used to support the exploratory and descriptive nature of this topic of study. The methodological design consisted of a mixed-methods approach, exploring three hospitality-tourism programmes in the United States delivering their degrees at international branches campuses. A conceptual framework based on elements associated with overseas expansion of both firms and HEIs and the theoretical foundations regarding internationalisation, guided data collection and analysis. The significance of this study is twofold. First, it contributes to greater understanding of IBCs from the perspective of the home campus. Much of the literature surrounding exporting education through IBCs broadly focuses on three themes: market entry, risks and benefits, and quality control issues. Understanding these influences back at the home campus programme contributes to an underdeveloped area in the transnational literature. Secondly, the research contributes to the topic of internationalisation specific to the academic field of hospitality and tourism management. Although there is much consensus that academic programmes should prepare students for an international industry and a global marketplace, it is unclear the role that exporting hospitality and tourism degrees on IBCs has in internationalising the exporting degree programme specific to students, faculty, and curriculum. Greater insight was gained regarding IBCs and internationalisation by assessing the influences of IBCs through the experiences of home campus faculty and staff. Additionally, findings may also prove useful to organisations, both academic and commercial, seeking to expand internationally. Findings of this research demonstrate that delivering a degree internationally is motivated by both internal and external factors, but home programme leadership combined with pull factors from the international location may be the catalyst in the decision to expand internationally. Additionally, the justification for international expansion and the outcome of this activity appears to be most associated with expanding the programme's brand and credibility in the area of international education. Impacts on faculty, students, and curriculum diverge somewhat when considering the mobility between both the home campus and international branch campus. Students at the home campus experience internationalising influences based on two factors. The first is their study abroad experiences at the branch campus, and the second is their interactions with foreign students who transfer to the home campus. Similarly, faculty who engage with the branch campus onsite in the international location are in some cases gaining international exposure that allows them to internationalise their perspective on the industry and their students. Faculty and staff at the home campus identify the challenges of supporting both the necessary resources of the international branch campus, and the requirements to serve the changes associated with the home campus environments.

Transnational Private Authority in Education Policy: A Case Study of Microsoft Corporation in Jordan and South Africa

This thesis presents a case study of Microsoft Corporation’s Partners in Learning (PiL) program, an example of transnational policy authority in education, with two embedded case studies of PiL in Jordan and South Africa. The constructivist and rationalist approaches highlight the changing nature of governance through the cultural and strategic shifts that led to Microsoft’s policy role in education. Microsoft’s strategic profit interests and its corporate-social-responsibility aspiration to play a policy role in education influenced its educational footprint. From a top-down perspective, Microsoft used supranational forms of power by implementing its global PiL blueprint through similar PiL programs worldwide. From a bottom-up perspective, Microsoft used “localization practices” by engaging different subnational agents and used different strategies to gain footholds in two very different political and policy contexts. Microsoft’s top-down and bottom-up approaches link the supranational policy arena to the subnational or subgovernmental. Microsoft’s economic power and strategic engagement gave it entry into education. It gained expert authority from its extensive history and experience in education. Its expert authority was experessed through strategic relationship building through diplomacy and partnerships, policy networks, and the sharing of best practices. The company was however not able to claim absolute legitimacy because of resistance in both countries. This thesis highlights that at the governmental level, sovereignty does not disappear when transnational corporations become involved in education at the national level. Instead, nation- states become strategic sites for the restructuring of global policy roles. The Jordanian government became a public facilitator, by working with Microsoft to implement a stand-alone PiL program. The South African government became a public integrator, by implementing the PiL program within government policies and programs. Power was also redistributed within both countries, moving away from government education officials towards the monarchy in Jordan and the presidency in South Africa. The findings of the study highlight the need for corporations engaged in public education to be governed within instituted accountability measures, for appropriate partnership frameworks, and for governance tools that can both effectively engage companies in education and ensure that they work within common goals and values set out by international education organizations.
