The past neglect of the Australian city by historians is frequently the subject of lament. The neglect can be highlighted by noting that not only has the impact of the city been generally avoided in Australian historiography despite its overarching importance but also by the fact that Melbourne and Sydney still lack biographies. By contrast, major British and United States cities have had substantial treatment. Therefore, in the circumstance of very considerable gaps in Australian urban historiography, there is probably little need to justify a research topic which tackles the emergence of Sandringham, a Melbourne suburb in the late 19th century. Apart from the narrow and local purpose of providing a means by which local residents can further identify themselves with their community, a suburb history can provide a case study in urbanization which can be of relevance to the whole field of urban history and more specifically, it can enrich the written history of the city of which it is part.

Important policy decisions, it seems, are frequently taken without prior and careful assessment of the likelihood of successful implementation.
The theoretical assumption implicit in this study is that both the ease and fidelity with which policy gets formulated into practice is dependent upon some carefully thought through assessment of basic questions such as: how receptive will those who are to be responsible for their implementation be? do such persons have the requisite skills? attitudes? is the surrounding infrastructure adequate?
The study focused upon a number of overarching questions which fall into two major categories. First, which are the most important influences in curriculum decision areas? What individuals, groups of people or circumstances are seen by Humanities teachers themselves to have the greatest influence? Second, in the opinion of Humanities teachers what are the major problems they perceive to exist in their teaching speciality
Humanities teachers clearly saw their colleagues who teach at the same form (or grade) levels as influencing them most. Teachers of other form levels were seen as next most important curriculum influencers. Other individuals within schools, such as educational technologists and careers officers and some curriculum support personnel from outside schools such as regional consultants and method lecturers, were not seen as generally having much influence on curriculum decisions. Groups such as subject associations and subject standing committees were seen by teachers as having relatively little influence on their curriculum decisions. The two problems which were identified by the greatest number of teachers as being serious are concerned with the lack of time. One is insufficient time for curriculum development, the other, not enough time for lesson preparation. Two other problems perceived as serious by many teachers concern insufficiencies in teacher education - both initial and in-service. Of the problems stated the two viewed as being least serious were 'the number of staff members with very little teaching experience' and staff 'turnover' from one year to the next.
There is one overriding observation that comes through as one reflects upon this study. And, that concerns the viability of decentralized, school-based curriculum decision making in secondary technical schools of Victoria. School-based curriculum decision processes require collaborative approaches and attitudes on the part of those involved. However, many of the findings seem: to support the view that Humanities teachers really prefer to work on their own, to operate as solo practitioners. Consequently, initial teacher training and in-service education programmes need to acknowledge and develop the skills and attitudes required for collegial curriculum development processes. What teachers need most for curriculum development is time - time for collaborative curriculum development activities and for lesson preparation, and increased provisions for appropriate in-service activities. The data of this study raise certain questions about how effective key personnel such as principals and heads of department are in providing leadership in the curriculum development field or in establishing the appropriate milieu for school-based curriculum decision-making. The use of nature-like plantings to ameliorate degraded public landscapes in Europe and North America is extensive. There is a growing trend towards the use of ecological urban landscape design in Australia. Meadow landscape may have broad applications in the treatment of degraded landscapes in Australia. An examination of suitable establishment and management techniques for flowering grasslands was undertaken at Fawkner Memorial Park. This site contains large areas of severely disturbed and degraded soils, due to past burial practices. Trials on the establishment of forbs via direct seeding and plug planting were undertaken. The management of bulb species by mowing was examined through foliage removal treatments post anthesis. The management of grass biomass through herbicides was also examined. The innovative forensic technique of DNA profiling has been acclaimed as the most important advance in forensic science since fingerprinting. Whilst there is much anecdotal information on the impact of DNA profiling on criminal investigation, prosecution and adjudication, there is little quantitative and control comparison data on the routine use of forensic DNA profiling. This study evaluates the effect of the introduction of DNA profiling in Victoria on a number of key points in the criminal justice system. The overall impact of DNA profiling was low as determined by the percentage of criminal cases which utilise DNA profiling. However, in certain classes of cases its impact was measurable, most notably in sex offences committed by “strangers”. Less than one quarter of sexual offence cases of DNA profiled resulted in a contested trial, suggesting that the focus of DNA profiling on the criminal justice system should swing to the pre-trial phase. DNA profiling was most often used in sexual offence cases and a database comparison of these cases before and after the advent of DNA profiling was examined. Whilst not statistically significant, trends indicated there were more solved cases, more guilty pleas and fewer trials after the introduction of DNA profiling, but more individuals were drawn into the investigatory process. The number of trials of sexual offences in which consent was an issue was slightly greater than previously. The increase in guilty pleas with DNA profiling was only for stranger type crime. Further research is recommended as DNA profiling becomes the cornerstone of biological forensic analysis.

Proposing A Water Ethic: A Comparative Analysis of <em>Water for Life: Alberta's Strategy for Sustainability</em>Beveridge, Meghan January 2006 (has links)
Because water is basic to life, an ethical dimension persists in every decision related to water. By explicitly revealing the ethical ideas underlying water-related decisions, human society's relationship with water, and with natural systems of which water is part, can be contested and shifted or be accepted with conscious intention. Water management over the last century has privileged immediate human needs over those of future generations, other living beings, and ecosystems. In recent decades, improved understanding of water's importance for ecosystem functioning and ecological services for human survival is moving us beyond this growth-driven, supply-focused management paradigm. Environmental ethics challenge this paradigm by extending the ethical sphere to the environment. This research in water ethics considers expanding the conception of whom or what is morally considerable in water policy and management. <br /><br /> First, the research proposes a water ethic to balance among intragenerational equity, intergenerational equity, and equity for the environment. Second, the proposed ethic acts as an assessment tool with which to analyse water policy. <em>Water for Life: Alberta's Strategy for Sustainability</em> is the focal policy document for this analysis. This document is an example of new Canadian policy; it represents the Government of Alberta's current and future approach to water issues; and it implicitly embodies the ethical ideas that guided the document's production. To assess Water for Life's success in achieving the principles of the proposed water ethic, this case study used discourse analysis, key informant interviews, and comparison to a progressive international policy document, <em>Securing Our Water Future Together</em>, the 2004 White Paper of Victoria, Australia. <br /><br /> Key conclusions show that <em>Water for Life</em> is progressive by embracing full public participation, a watershed approach, knowledge-generation initiatives, a new planning model, and water rights security. However, barriers exist that can disrupt the strategy's success, including the first-in-time first-in-right water allocation system, the strategy's lack of detail, inadequate protection of aquatic ecosystems, ambiguity of jurisdiction over water in First Nations communities, and under-developed connections between substantive issues. The thesis also outlines recommendations for Alberta and implications for other jurisdictions. Additionally this research offers guidelines and an assessment tool grounded in broad ethical concepts to water policy development; and it encourages making ethical ideas explicit in assessment and formation of equitable and sustainable water policy.

This study examines the views of twenty Sunni Muslim Lebanese families about issues of family, ethnicity, gender and racism. It provides insights into some of the complex ways these participants tend to define and experience ethnicity in Australia. This thesis also considers some of the ways Sunni Muslims narrate the ethnic self in regard to their social and cultural practices in contemporary Australia. It highlights the similarities and differences between the views of Sunni Muslim families from a community perspective. This study also made important connections between the notion of ethnicity and issues of class, gender and generation. This thesis provides a seven part analysis. The first part of this study provides an outline of contemporary issues relating to the social network of the Islamic Lebanese community in Victoria. The next part is about applying the methodology of this thesis. The methodological themes of interview-narratives were explored in this chapter. In so doing, it outlines the advantages of family group interviews in ethnic community-based studies. (For complete abstract open document)
