Hledání optimální velikosti státu / Finding an Optimal Size of Government

In the 20th century, we were witnesses an unprecedented growth of public expenditure across all the developed countries of the world. With this phenomenon was created a hypothesis about the negative impact of public expenditure on economic growth and in response to it, economists did many studies which tried to verify this negative effect. In the 80ties the first studies which confirmed the negative linear dependence of these two macroeconomic aggregates. It means greater public sector has negative impact to economic growth of countries. In the 90ties the studies which verify the nonlinear dependence of the inverted U-shaped curve with a peak where is the optimal size of public sector. This concept is collectively called "Armey curve" or "BARS curve" and my final thesis deals by this concept and my goal is to introduce BARS concept to Czech readers. It reflects the evolution of public expenditure in the 20th century and describes the theoretical and empirical development of the whole concept until now. It means a hypothesis about the positive benefits of government activities in the economy to a certain point - "optimal point" and the negative after this point. The final thesis also offers custom research on a sample of the Visegrad Four countries in years from 1995 to 2012. The aim of the research is to verify the linear dependence of growth of GDP and the share of public expenditure in GDP and the existence BARS curve and the optimal size of public spending across countries.

Alternative and renewable energy policy in Europe

Driven by the fact that the global oil market has become extremely volatile and the EU dependence on oil continues to grow, this paper argues that with more emphasis on renewable energy and by using domestically produced alternative energy sources instead of importing foreign oil the EU Member States would drastically improve their energy security and energy independence. The study investigates both past and present trends in the EU energy sources supply and consumption patterns. Additionally, the paper considers possibilities of the renewable and alternative energy both at the current stage and future development of this sector in the EU. The research findings confirm the initial hypothesis as to whether the share of alternative and renewable energy will be sufficiently large to contribute to solving a problem of the EU energy security and independency. The role of the renewables in national energy security strategies of three EU Member States is studied and government supporting policies that enhance renewable sources development are analyzed.

Youth Employment Programmes in EU with a focus on Greece

The main objective of this diploma thesis is to identify youth employment programmes implemented in the countries of the European Union as a recommendation for the Greek government in order to decrease the level of youth unemployment. The literature review includes description of youth employment programmes in the EU, labour market policy interventions, Greek economy and labour market and other issues relevant to youth unemployment. The practical part contains an identification of good practise countries and analysis of programmes implemented in order to fight against unemployment. Based on existing labour market policy interventions in good practise countries there are proposed recommendations for Greek government including the estimation of costs. The recommendations and suggested improvements are then commented and analysed as a whole in discussion and a few important topics of further research are identified in the conclusion of this thesis.

The goal of the thesis is to analyze the current system of health and safety in logging. The analysis is based on analysis of Czech and European legislation and other regulations, and comparation the details with statistics and other findings from the technical literature. The work focuses on the felling by chainsaw and skidding by tractor or horses, evetually by cableway. The analysis is supported by a questionnaire survey, an overview of accidents in forest exploitation by Vojenské lesy a statky, s. p. company (division of Lipník nad Bečvou) and our own observations of breach of work safety regulations with other subjects. From the findings are proposed possible measures to support the current system or to increase the efficiency of the system.

This thesis deals with the impacts of the financial crisis on the local government, specifically on the regions and municipalities, in the Czech Republic. The first part describes the causes of the financial crisis and the particular impacts on the US. The thesis starts in the source of the crisis ? in the US, continues to the impact on the EU, but first of all it concentrates on the macroeconomic influences on the Czech Republic. The data from the information systems of Ministry of Finance, state final accounts and current legislative regulations are used to analyse the impacts on the local governments. The changes in the local budgets caused by the economic downturn are analyzed using the revenues and expenditures, which are further classified.

The thesis deals with the synthesis of Peltzman and Higgs government growth theory and influence of the prevailing Keynesian ideology on predicative ability of these theories. Based on this theoretical synthesis thesis explains the long-term trend of increasing government power in the U.S. which is showed by all measuring methods regarding the size of governmental power. The second part of the thesis discusses the impact of the redistribution of wealth in the household sector to the size of government in the years 1979 - 2009, with an emphasis on recent crisis during 2007 - 2009. Tested hypothesis is that the redistributive processes during the last crisis were aimed mainly to U.S. residents in the area of median income. Based on a comparison of data from the years 1979 - 2009 and relating them to the crisis moment of 2007 - 2009 thesis confirms this hypothesis.

The thesis analyzes the key conditions under which technocratic cabinets in Europe are formed. There are 45 technocratic cabinets in Europe since 1989. This year is connected with collapse of communist regimes in Central and East Europe and democratization. There are also similar political, economic and social conditions under which all governments are formed in this period. The thesis composed of nineteen chapters. Because of lack of literature we have to define the technocratic government at first. After introduction of this topic, the second chapter defines basic terminology. Another part of the thesis is about technocratic cabinets in individual European countries.

Předmětem práce je přechod k demokracii a konsolidace demokracie v Chile. Výchozím bodem je politický systém Chile před rokem 1973. Nejprve jsou hledány příčiny politické a ústavní krize v roce 1973, zejména ty, které jsou zakotveny v ústavě z roku 1925. Jádrem práce je posouzení změn v konfiguraci politického systému Chile po roce 1989.U konkrétních parametrů systému (forma vlády, volební systém, stranický systém atp.) je zjišťováno, zda v nich nový politický systém navazuje na politický systém před rokem 1973, či na autoritářský režim, tedy zda je v novém politickém systému patrné poučení z minulého vývoje.
