The purpose of the thesis is to evaluate the real impact of anti-corruption policies of the Czech Government. Therefore, the thesis firstly deals with the phenomenon of corruption and the fight against it in general. Subsequently, various anti-corruption strategies from 1999 to 2010 are introduced. Fundamental part of the thesis is devoted to an analysis of the Government's strategy in the fight against corruption between the years 2011 and 2012. Measures taken according to this strategy are examined in the light of the recommendations of NGOs that are engaged in the anti-corruption fight. The thesis sets out the strengths and the weaknesses of the strategy and points out the major flaws that need to be resolved as soon as possible. The third part suggests a solution to each of the problems that have emerged from the analysis. The proposals are mainly based on the recommendations of the anti-corruption organizations in the framework of the Reconstruction of the State and the Government's strategy in the fight against corruption between the years 2013 and 2014. Conclusion of the study shows to what extent is the current Czech government's anti-corruption policy successful.

The thesis deals with the government's policy towards national minorities in Slovakia after 1993. It focuses on policies towards the two most populous minorities in Slovakia (Hungarian and Roma minority) mainly in two key spheres -- culture and education. The aim of the thesis is to evaluate the development of the minority policy towards Hungarians and Roma people and to asses individual factors that causes its changes. The goal is also to compare the approach of government coalitions towards these two minorities. The continuity of these policies is mainly observed. Policies can be influenced by internal and external factors. International organizations -- Council of Europe, European Union and OSCE -- and Hungarians are set as external factors and different government coalition in Slovakia as internal. Last question that thesis deals with is if the triadic nexus (as characterized by Rogers Brubaker) between nationalism of Slovak government, Hungary and Hungarian minority in Slovakia can influence also minority policy towards Roma. Despite all these factors that have an influence on government's minority policy after 1993 in Slovakia, it is continual.

This diploma thesis deals with electromagnetic radiation in its frequency spectrum. It also divides radiation into ionizing and non-ionizing. The principle of its effects and possible health problems from radiation exposure are also described. Hygienic limits – the maximum allowable and reference values of non-ionizing radiation are analysed too. The thesis should prove that the things of everyday need do not threaten the lives of human beings and are in compliance with the regulation No. 1/2008 Sb. on Health Protection Against Non-Ionizing Radiation. Measurement of low-frequency part is carried out with the cooperation of The National Institute of Public Health. Measurement of high-frequency part was carried out in 3 flats. The aim of this measurement was to find out the change of power density with the moving in a flat and the influence of the barriers (in this case walls).

The purpose of the study is to analyze the caretaker governments in the Czechoslovak and Czech political system. The thesis is divided into four parts. The first chapter focuses on the theory, and creation of a definition and typology of caretaker governments. The second part of the paper is dedicated to the research of Czechoslovak caretaker governments at the time of the so-called First republic (in years 1918-1926). The goal of the third chapter is to examine two Czechoslovak federal governments (1989-1992). The purpose of the last part of the thesis is to analyze two caretaker governments in the Czech republic (1993-2010). The aim of the research is to identify particular caretaker government in the context and contribute to deeper knowledge rather than generalize the findings. Author seeks to answer the question whether the caretaker governments represent negative feature of the Czech and Czechoslovak political system.

In terms of government structure, the constitutional system of the Czech Republic is based on the principles of the parliamentary form of government. That means executive powers are vested in the Government (Council of Ministers), which is accountable to the Parliament through the vote of confidence. The Head of State as a pouvoir neutre plays usually a representative and integrating role in this system. On the contrary the President lacks the political accountability and the Parliament (or another voting body) does not have any direct way of holding him accountable for his action. Except for high treason he also cannot be prosecuted for his actions during his term. The Government therefore usually influences the exercise of his powers by countersigning his acts or decisions. Nevertheless, the role of the Czech President within the constitutional system is not only ceremonial; through his powers he can also actively participate in the adoption of political decisions. He can even exercise some of his expressly granted powers not subject to approval of the Government or any other constitutional body. But is such extent of powers compatible with the fact of his non-accountability? Resume The dissertation thesis The Life and Times of Jozef Lenart deals with life and political influence of a Communist politician Jozef Lenart. The work begins with Lenart's childhood in the Slovak countryside and his maturing in the service of Bata concern where Lenart was trained. From depiction of Lenart participation in Slovak uprising author goes to the main topic of the thesis. It is almost 45 years political activity of Lenart in various party's and state functions. During such a long career Jozef Lenart became among others, the prime minister of the Czechoslovakian government and a member of the leading management of the Communist party. Author in direct contradiction to the concept of totalitarianism and widely shared ideas about a party leadership as a monolithic opinion power centres approached political influence of Jozef Lenart as a description of mutual interactions within the dictatorial regime. Author also defined Lenart's political attitudes and affiliation with interest and opinion groups and assessed how successfully Lenart managed to assert his views.

Chronic imbalance between government revenues and expenditures was the main cause of growing public debt in many economies. In economic theory we can find some other arguments that justify deficit financing of government expenditures or public debt. We can mention these arguments -- in some situations (for example natural disaster) government borrowing from other subjects is very prompt and operative way how to gain additional money and seems to be better than other ways (for example better than increase of taxation), government bonds and securities can be very attractive instrument where economic subjects allocate savings and improve liquidity of secondary markets or can be used for monetary policy. On the other hand many arguments against budget deficit and public debt are in theory described and analyzed -- negative affects in savings allocation (crowding-out affect), cost of debt service limits active fiscal policy, debt burden is shifted to other generations, government expenditures from debt financing can negatively effect macroeconomic stability. In theory and in practical policy is public debt and its effects on economy relatively complicated and controversial topic and we can analyze its from economic, technical and political point of view. It results also from the fact that there are many different debt instruments which can be used to finance the budget deficit. A main distinction is the currency of denomination, and, in particular, whether or not is the domestic currency. Another important characteristics is the initial term to maturity, which among marketable instrument may range from few weeks to 30 years. A policymaker may rely on marketable securities, as well as on loans from financial institutions and on savings bonds sold to personal investors. Which instruments policy makers choose depends on the objective they pursue as well as on the circumstances in which the choice is made. Debt management we can define as the process of establishing and executing a strategy for managing the government's debt in order to raise the required amount of funding, achieve its risk and cost objectives, and to meet any other sovereign debt management goals the government may have set, such as developing and maintaining an efficient market for government securities. The objective of debt management policy is to minimize over the long term the cost of meeting the government's financing needs, taking account of risk connecting with debt portfolio. Application of debt management in real economy covers for example these specific issues: Debt management objectives and strategy, coordination with fiscal and monetary policy, allocation of responsibilities and objectives among institutions and authorities dealing with debt management, transparency to public, institutional framework, technical and information base. Importance of public debt management results from facts that high levels of public debt are a common feature of modern economies. It is possible to suppose that debt management is going to be very actual issue in the Czech Republic in near future for these reasons -- Czech Republic is small and open economy (we can consider it to be emerging market), during last several years public debt in Czech Republic have been growing rapidly not only in absolute volume but also as GDP ratio, there is a permanent danger that financial and economic shocks in international economy combined with inappropriate fiscal and monetary policy can have negative or in extreme case fatal impact on many people living in the Czech Republic. This diploma thesis aims to describe the nature and specifics of product safety, as well as analyze the legal background of toys safety and discuss practical aspects related to the toy market. Based on these findings it aims to vindicate the following hypothesis: "Current toy market trends clearly linked with European integration, globalization and technological progress lead to a need to introduce increasingly stringent legislation that would regulate the negative consequences of these trends." The diploma thesis is divided into three parts. The first part describes the theoretical basis of consumer protection in the Czech Republic and the European Union. Sources of legal regulation of consumer law, basic terminology as well as consumer organizations and institutions active in this area are described. The second part deals with the regulation of product safety, while an analysis of three major legislations affecting the product safety is carried out. The third part of this diploma thesis is crucial, while it characterizes the term "toy", analyzes legislation governing toys safety and contains comparison of the current and already invalid Government Regulation on technical requirements for toys. Specific aspects of the toy industry and its current trends are discussed as well as systematic intervention of responsible bodies in case when a dangerous toy is launched.

Debt crisis is seen as a spiral which has been launched by failure of American financial market and which final stage is global economic depression. But we can not speak only about financial market crisis. Current world crisis is at the same time political crisis and social crisis; it is a multi-sector crisis. Actors which try to manage the crisis, their abilities, possibilities to act and their strategies in each sector will be identified and described in the thesis. Complexity of current crisis demands global solutions involving cooperation of different actors throughout all three mentioned sectors.
