KRIZE STRANICKÝCH SYSTÉMŮ A ÚŘEDNICKÉ VLÁDY: Česká republika a Itálie / CRISIS OF PARTY SYSTEMS AND CARETAKER GOVERMENTS: Czech Republic and Italy

Since 1990s of the twentieth century to the present, the so called caretaker governments have served as a political crisis solution in the Czech Republic as well as in Italy. Caretaker government is an institute of temporary cabinets with a non-partisan prime minister. Other members of this type of government are usually non-partisan as well (but not necessarily all of them). This is the main feature that distinguishes the caretaker government from the traditional government led by political parties. The thesis aims to identify common points and circumstances leading to the establishment of caretaker governments on the example of two relatively close parliamentary republics from the institutional design's point of view. It focuses mainly on the status of political parties as it is their failure that leads to the fall of the previous cabinet and to the situation when it is impossible to form a parliamentary majority in order to establish new government led by political parties. Special attention is also paid to a role of the president of the republic. Politická participace národnostních menšin v České republice / Political Participation of National Minorities in the Czech Repbulic

This diploma thesis deals with the political participation of national minorities in the Czech Republic. The main aim of this thesis is to find out what the possibilities of national minorities are to enter the political process in order to articulate their specific minority interests and how effective these possibilities are from their perspective. The emphasis is placed on ethnic political parties, minority interest groups, advisory bodies such as the Government Council for National Minorities and committees for national minorities at all political levels. At the same time, these selected minority institutions and bodies are also examined at the international level, which makes it possible to gain an overview of the attitudes of some states to national minority policy and their comparison, or even inspiration for the Czech Republic. The analysis was carried out on a group of five national minorities: German, Polish, Roma, Slovak and Vietnamese. The author also tried to find out how these selected national minorities are politically active, what factors influence their political participation and what is the interest in the issue of national minorities among the majority political parties. Martin Šmejc Abstract: "Conception of reconstruction of Yugoslavia after WW II." The topic "Conception of reconstruction of Yugoslavia after WW II." covers three different phenomena. The most important factor, that determined the development of Yugoslavia during the WW II., was the coming to power of the communist Partisans led by Josip Broz Tito. Their vision of Yugoslavia's reconstruction after the war was defined during the second session of the AVNOJ in Bosnian town Jajce in November 1943. How should according to those visions reconstructed Yugoslavia look like is one of the research questions this thesis is going to answer. The second phenomenon touches upon the conceptions of Yugoslavia's reconstruction by the royal Yugoslav governments in exile. Their project was quite as important as of the Partisans. Their importance resides in the fact that until March 1945, when a united government of Royalists and Partisans based on Tito-Šubašić agreement was created, the government in exile were considered as the only legitimate representatives of Yugoslavia. The theme of the diploma thesis is the policy-making process, specifically the process of making of the National Action Plan for Positive Ageing for the Period 2013 - 2017. It's about exploring its creation from the viewpoint of active members of the Government Council for Seniors and Population Ageing, who was discussing it at meetings. The theoretical framework - Multiple Streams Framework deals with the aspect of policy entrepreneurs. Using qualitative, semi-structured interviews and then analysis of qualitative data, it was possible to explore the means, used by policy entrepreneurs to promote their ideas at meetings. This diploma thesis does not only study the creation of an action plan, but also the identification of policy entrepreneurs, through document analysis. After that were analysed primary data from interviews with members of the Government Council for Seniors and Population Ageing, who had been appointed by The Ministry of labour and social affairs. The studied, strategic document is the answer to the demographic ageing phenomenon the population of the Czech Republic.
