Aplikace teorie voleb druhého řádu na volby v České republice / Application of Second- order election on elections in the Czech Republic

The aim of the thesis Applications of The Theory of Second-Order Elections to Elections in the Czech Republic is to answer the research question, whether is the theory fulfilled in the Czech Republic, through various hypotheses. The introduction introduces the intention of my research. The theoretical part deals with the original Theory of Second-order elections, which was introduced already in 1980 by authors Karlheinz Reif and Hermann Schmitt. During the next electoral cycles, the Theory of Second-order elections was more refined and reflected by other theoreticians, whose contribution is a source of inspiration for my theoretical part. Another major chapter presents the methodology and research design. This chapter defines hypotheses. The Thesis is trying to prove, or disprove the following hypotheses. Electoral participation in the case of Second-order elections is lower than in the case of the First-order elections. The Second-order elections tend to punish ruling parties. Political parties that currently govern, gets in case of Second-order elections less votes. Governmental parties lose the most electoral support in the middle of their term and it turns out the influence of the electoral cycle. These days are western democracies in serious crisis. We could observe this crisis in disconnection societal topics, not only, but especially political, from the citizens, who are affected with these topics the most. The citizens are becoming apathetic; they have no interest file their energy beyond their own private and professional life. This situation could develop in two directions. The first way means conservation of current state, status quo, and it leads to not so happy future. Or another way change of course happens and the interest in public life will be activating in the citizens. And I believe in the second possibility. However, there is lot to do, to revise many aspects of public life, e.g. political parties, funding to these parties, institute of representation and how community perceive it, or elections, the way legitimation.

The diploma thesis called "The Framing of the Topic of National Indebtedness in MF DNES and Právo before the Election to the Chamber of Deputies 2010" deals with a concrete example of framing in Czech media praxis. The national indebtedness was one of the key topics during the pre-election campaign. The coverage of this topic is analyzed in two Czech newpapers - Mladá fronta DNES and Právo. The diploma thesis describes the frames used in the coverage and compares framing in both newpapers.

The main aim of this thesis is an introduction into the basic principles of electoral law and instruments of their protection, especially through the judicial power, in the local elections. The right to participate on public affairs is one of the fundamental attributes of the citizens of a democratic state. Its protection through independent and impartial courts is very important. The first chapter sets out rights relating to elections into municipal councils. The second chapter explains the stages of the electoral process, including examples of selected court decisions related to some institutes. The third chapter deals with the protection of public subjective rights in the election judiciary. The protection is provided to political rights of voters, political parties, candidates and elected members of representative bodies. There is a brief mention about the protection that has been previously provided by civilian courts. In accordance with the system of the Judicial Administrative Procedure Code I discuss four particular types of proceedings - proceedings in matters of electoral rolls, proceedings in matters of registration of candidates, proceedings in matters of invalidibity of elections and voting and proceedings concerning termination of the mandate. The atmosphere of the election campaign before the elections in October 2012 was not such fierce as during the last campaign. It was mainly due to absence of a major topic that would polarise the society, like the health fees in 2008. The ČSSD tried to find a similar controversial topic that might have been the church restitutions for a moment. The purpose of the negative campaign was to discourage people from voting the governmental parties ODS and TOP 09, but it also could weaken the KDU-ČSL that was and still is closely connected with churches, especially the catholic church. The representatives of the KDU-ČSL themselves didn't publish any opinions concerning this matter, with only few exceptions. The purpose of this thesis is to analyse and evaluate the media output of the KDU-ČSL during the election campaign that was run before the elections to the regional governments and the Senate. In the first part, the outline of the media strategy of the KDU-ČSL is introduced. The next part is devoted to a quantitative content analysis that compiles an overview of the regional media in the respective regions. Purpose of this thesis is to analyze impact of decisions of the Constitutional Court of the Czech Republic on current legislation on elections. The thesis contains several chapters on history of evolution of the Czech election laws as well as comparison of basis on which the current legislation stands. In the rest of the thesis author analyses decisions of the Czech Constitutional Court which have been published under number 243/1999 and 64/2001. Last part of the thesis is devoted to possible development of legislation on elections in the near future.

The thesis deals with a form of modern marketing with respect to its application in a political environment. Thesis deals with the specifics of marketing in politics and issues are approached in the evolution of marketing campaigns around the last sixty years. The theoretical part also deals with the strategy of creating campaign. Political parties are classified by level of use of marketing instruments in their election campaigns, using a method of well-known political marketing expert - J. Lees-Marshment. The practical part is an analysis of selected marketing campaigns of Czech political parties according to the parameters described in the theoretical part. Based on the results of the analysis was drawn up a list of recommendations to create a campaign of a hypothetical political party.

The election to the Chamber of Deputies of the Parliament of the Czech Republic took place in 2010. The theses focuses on examining of pre-election polls and election results themselves using some knowledge of game theory and public choice theory. The work describes in detail the methodology of processing election results as it works in the Czech Republic at present. Pre-election polls of selected survey agencies are compared and evaluated here. Further the theses uses an alternative approach to the distribution of seats in the Chamber of Deputies, with a focus on possible impact on the election results both in terms of the different distribution of seats, and in terms of the subsequent formation of possible coalitions. There are also discussed all possible coalitions which were suggested after the elections in 2010.

The undergraduate education is one of the important factors that contribute to forming of the opinions and attitudes towards the world and global issues. One of them is the environment topic, which has become a priority interest of both the politicians and general public as a reaction to possible environment risks in the 1960's. According to current data summarized in the strategic documents it is necessary to address the environment problems as a complex issue and besides government, market and technology arrangements it is also essential to focus on the end users. The areas which have the most significant impact on the environment include drink and food consumption and the usage of buildings. The awareness of the problem and the attitudes towards the environment issue are reflected in the more responsible approach to consumption. The aim of this work is to discover whether there is a relation between the advancing environmental education of FRRMS students and their consumer choices.
