[pt] A dissertação é fruto da pesquisa realizada com moradores do Residencial
Vale da Mata, em Xerém, Duque de Caxias – RJ. Tem por objetivo analisar os
limites e as possibilidades da execução do Trabalho Técnico Social - TTS no
Programa Minha Casa, Minha Vida - PMCMV, implementado pela Secretaria
Municipal de Habitação de Duque de Caxias através da atuação do Serviço Social
e, no caso, em especial, desse grupo de moradores, que foi incluído no Programa
após o desastre ambiental de 2013.Desastre esse que desabrigou inúmeras pessoas
no município. O ponto de partida da investigação tem como referência os
recorrentes questionamentos dos moradores em relação às dificuldades de vivência
no território, devido residir em área ambientalmente protegida por conta da Rebio
do Tinguá, bem como pela tardia intervenção direta do poder público no processo
do morar em condomínio, uma vez que o fator deflagrador do processo de mudança
se constituiu como repentino, em função do desastre ocorrido que os desalojou. O
percurso metodológico escolhido foi ancorado na pesquisa de cunho qualitativo,
cujo trabalho de campo realizou-se através da observação direta e realização de
entrevista semiestruturada; e de maneira sistemática e contínua, utilizou-se pesquisa
documental e bibliográfica que permitiu atualizar as informações do ponto de vista
legal em relação ao Programa que, ao longo dos governos, sofreu inúmeras
alterações. Os resultados obtidos permitiram compreender os limites do TTS, e
acredita-se que possa contribuir para a reestruturação do tipo de intervenção em
casos similares ao do estudo, sobretudo no que diz respeito a forma de olhar e
conduzir as ações com os beneficiários incluídos no Programa, após serem vítimas
de desastres ambientais. / [en] The dissertation is the result of research carried out with residents of
Residencial Vale da Mata, in Xerém, Duque de Caxias - RJ, with the objective of
analyzing the limits and possibilities of carrying out Social Technical Work - TTS
in the Minha Casa, Minha Vida Program - PMCMV , implemented by the
Municipal Housing Department of Duque de Caxias through the actions of the
SocialService, and in the case, in particular, of this group of residents, who were
included in the Program, after the 2013 environmental disaster that left countless
people homeless in the municipality. The starting point of the investigation has as
its reference the recurrent questions from residents regarding the difficulties of
living in the territory, due to living in an environmentally protected area on behalf
of Rebio do Tinguá, as well as the late direct intervention of public authorities in
the housing process. in a condominium, since the factor that triggered the change
process was considered sudden, due to the disaster that occurred, whichdisplaced
them. The chosen methodological path was anchored in qualitative research, whose
fieldwork was carried out through direct observation and semi- structured
interviews; and in a systematic and continuous manner, documentary and
bibliographical research was used to update information from a legal point of view
in relation to the Program, which has undergone numerous changes overthe
course of governments. The results obtained allowed us to understand the limits of
the TTS, and it is believed that it can contribute to the restructuring of thetype of
intervention in cases similar to that of the study, especially with regard to the way
of looking at and conducting actions with the beneficiaries included in theProgram,
after being victims of environmental disasters.
