Quais as relações entre espaço, território e meio ambiente? Quais as consequências da transformação do meio ambiente natural em meio ambiente construído ou social? O que fazer para que os efeitos da urbanização afetem o mínimo possível o equilíbrio natural das áreas ocupadas pela sociedade humana? Quais os instrumentos que o governo tem para melhor ordenar o espaço geográfico e o território na área do PELJ, no ambiente cotidiano de moradores e usuários? Dando respostas a hipótese que orienta esta tese, afirma-se que o Parque Ecológico da Lagoa da Jansen expressa os conflitos entre a produção do espaço urbano e a implantação de políticas públicas ambientais. Este estudo foi voltado para uma abordagem qualitativa dos fatos e fenômenos pesquisados na área do PELJ. Assim, as técnicas utilizadas para atingir os objetivos propostos foram desenvolvidas de modo sequencial, mas também simultaneamente quando isso se fez necessário, passando pelas fases de revisão bibliográfica até análise e interpretação dos dados e das informações obtidas no contato com a realidade estudada. Como resultado foram desenvolvidos cinco capítulos que se complementam de forma sequencial: 1) (Meio) ambiente, ordenamento territorial e... / In this thesis entitled Politics and environmental management in protected areas in São Luis – Maranhão: Lagoa da Jansen ecological park, tool of the territorial legal system and environmental protection, answers for the following issues are sought: What is the relationship between space, territory and environment? What are the consequences of the transformation from natural environment into social or built environment? What could be done for the urbanization effects to affect the natural balance of the occupied areas the least possible? What are the government tools to best order the geographic space and the territory in the PELJ, in the inhabitants and users everyday environment? To do so, in a dialectic way, it was establish an orientation to thinking and procedures to be conducted in this research, represented by denying and affirmation that improved the thinking and knowledge in process. This way, aiming answering the hypothesis that guide this thesis, it was affirmed that Lagoa da Jansen ecological park, express the conflicts between the urban space production and the implantation of environmental public politics. Considering that this study was done in a quality approach of facts and developed in a sequential way, and also simultaneously when it was necessary, by the phases of the bibliographic revision documentary analysis, observation, case study, and data record, production of cartography documents, and data analysis and from the acquired information on the contact with the studied reality.
