Abstract Författare – Malin Andersson och Slaven Maras Titel – Aspects of decentralizations effect on eldercare – a qualitative study of three municipal authority office/ Aspekter på decentraliseringens effekter på äldreomsorg – En kvalitativ studie i tre kommuners myndighetskontor Handledare – Linda Erlandsson Examinator: Jan Petersson This is a qualitative study of the phenomenon of decentralization and its impact on care managers working in elderly care. The aim of the study was to examine how care managers margin for maneuver and need assessments continually are shaped by organizational conditions and municipal governance. With these aspects in mind, we wanted to identify similarities and differences in three different municipalities’ ways to work with care management in the elderly care. The data collection methods that we have used are qualitative interviews and a comparative study based on the data we have collected through our interviews. The interviews have been based on three main issues to optimally respond to the purpose and issues in the study. The issues are: (1) How does authority offices interact with municipal governance and what is the professionals' own experience of governance? (2) What workplace bound similarities and differences are there between the three governments offices in our selection municipalities and how can they occur? (3) How do collaborations with other municipalities on a care manager and supervisor level and what have these collaborations significance regarding the similarities and differences between the municipalities? The study was conducted with six informants working in the part of social work that we wanted to explore. Of these six, three informants are care managers and three informants are executives of government offices. These informants were carefully selected based on job title, municipal and education. The research approach was qualitative because we wanted to obtain descriptions based on the informant's own ways of thinking, and we wanted to find the dimensions of organizations as those that work in the middle of the organization. The collected empirical data was analyzed by the theoretical perspectives organizational theory and bottom-up, top-down perspective. The results of the study show that the governance of the three municipalities are similar to each other but that, despite this, there are workplace-linked differences between the three government branches and these differences are explained by the mentioned choice of theory.
