Gest?o do SUAS no contexto da rede privada : desafios para efetiva??o da pol?tica p?blica

Previous issue date: 2014-08-08 / This study deals with the Sistema ?nico de Assist?ncia Social (SUAS) aiming at analysing the process of management of such system in the context of the private public partnership. It aims at contributing with the effectiveness of the National Policy of Social Assistance as a public assistance policy. The discussion is carried out based on theoretical references that agrees with the following theoretical categories: National Policy of Social Assistance (NPSA), Management of the Unified Social Assistance System, Private System and Public Policy. In order to make this study possible, the process of implementation of the NPSA is discussed as well as its interfaces with the national and local private system, in special the city of Porto Alegre (in areas such as Restinga and the southernmost part of the city) which was the locum of the study. The research is quantitative, with exploratory and explanatory characteristics, following the critic dialectic method. Empiric data collection was performed to make this study possible, as well as semi-structured interviews with workers from the private system, coordinators of Reference Centers of Social Assistance, managers and the public manager of the Basic Social Protection. The treatment and the analysis of the data were guided by the contents analysis technique (Bardin, 1977). The results show that there are different conceptions regarding the social-assistance of basic social protection and the way the partnership between the public and the private are established. It was identified that there are social-assistance services provided by the private system that are not in accordance with the official determinations of social-assistance services. The private social-assistance system is still seen as the final point in the whole system. There s a predominance of partner entities providing the services in the city of Porto Alegre. The process of monitoring and assessment regarding the private system requires more articulation and dialogue between the public and the private in order to improve the services. It is concluded that a more democratic participation of the ones envolved in the processes and management os the system is necessary in order to guarantee the population a better social assistance. / Esta disserta??o aborda a gest?o do Sistema ?nico de Assist?ncia Social (SUAS), objetivando analisar o processo de gest?o desse Sistema no contexto da parceria entre p?blico e privado, com vistas a contribuir na efetiva??o da Pol?tica Nacional de Assist?ncia Social enquanto pol?tica p?blica. A discuss?o est? embasada em um referencial te?rico que se sustenta nas seguintes categorias te?ricas: Pol?tica Nacional de Assist?ncia Social, Gest?o do Sistema ?nico de Assist?ncia Social, Rede Privada e Pol?tica P?blica. Para viabilizar este estudo, se discute o processo de implementa??o da PNAS e suas interfaces com a rede privada em n?vel nacional e municipal, particularizando-a na cidade de Porto Alegre (nas regi?es Restinga e extremo-Sul) que foi o l?cus do estudo. A pesquisa ? do tipo qualitativa, de car?ter explorat?rio e explicativo, orientando-se pelo m?todo dial?tico cr?tico. Para este estudo, foram realizadas, como t?cnica de coleta dos dados emp?ricos, entrevistas semiestruturadas com trabalhadores da rede privada, coordenadores de Centros de Refer?ncia de Assist?ncia Social, gestores da rede privada e o gestor p?blico da Prote??o Social B?sica. O tratamento e a an?lise dos dados foram orientados pela t?cnica de an?lise de conte?do (Bardin, 1977). Os resultados da pesquisa apontam que ainda existem diferentes concep??es sobre a rede socioassistencial de prote??o social b?sica e a forma como se constitui a parceria entre o p?blico e privado. Identificou-se que existem servi?os socioassistenciais prestados pela rede privada que n?o est?o de acordo com o que preconiza a tipifica??o dos servi?os socioassistenciais. Ainda visualiza-se a rede socioassistencial privada como um executor terminal da pol?tica. Destaca-se a predomin?ncia de entidades conveniadas no munic?pio de Porto Alegre executando os servi?os socioassistenciais. O processo de monitoramento e de avalia??o no contexto da rede privada requer maior articula??o e di?logo entre p?blico e privado para a qualidade dos servi?os prestados para a popula??o. Conclui-se que ? necess?ria a participa??o pol?tica e democr?tica de todos os atores sociais envolvidos na condu??o da pol?tica em todas as etapas da gest?o com vistas a garantia de direitos socioassistenciais e materializa??o da pol?tica de assist?ncia social enquanto pol?tica p?blica.
