Previous issue date: 2018-02-21 / This study aimed to investigate the contributions of the Balanced Scorecard and the strategic
management model adopted by the MPPE in the period 2013-2016, in relation to the strategic objectives established by the institution. Therefore, the methodology used presented the following characteristics. The nature of the research in this study is classified as qualitative. In relation to the objectives, it can be affirmed that this is a descriptive research. The research strategy adopted was the case study carried out within the scope of the Public Ministry of the State of Pernambuco. Information collection was done through documental research and semistructured interviews. To analyze the information, the content analysis was used. The theoretical framework, which gave support to answer the research question, presented two main axes, strategic management and balanced scorecard, which approached the use of these tools in the public sector. The results indicated that, in relation to the planning description adopted by the MPPE, the model adapted to the reality of the institution, but still needs adjustments. Regarding the analysis of the strategic practices implemented, it was shown that, in the execution of the strategy, new tools emerged that helped the strategic management of the organization. Regarding the analysis of the participation of the management model adopted in the monitoring of institutional performance, the results indicated that the BSC methodology used by the institution, assisted by Arquimedes and QlikView, collaborated to reach the strategic objectives. In this sense, the results allowed to reach the following conclusion, the management model adopted by the MPPE, using the BSC methodology as a strategic management system, is evolving, but it contributed greatly to the institution's ability to align strategic planning with goals and measures institutional, effectively managing the performance of the organization. / Este estudo teve como objetivo investigar as contribuições do Balanced Scorecard e do modelo de gestão estratégica adotados pelo MPPE, no período 2013-2016, em relação aos objetivos estratégicos estabelecidos pela instituição. Para tanto, a metodologia utilizada apresentou as seguintes características. A natureza da pesquisa deste trabalho classifica-se como qualitativa. Em relação aos objetivos, pode-se afirmar que se trata de uma pesquisa descritiva. A estratégia de pesquisa adotada foi o estudo de caso, realizado no âmbito do Ministério Público do Estado de Pernambuco. A coleta de informações foi realizada por meio da pesquisa documental e entrevista semiestruturada. Para análise das informações, foi utilizada a análise de conteúdo. O
referencial teórico, que deu suporte para responder à pergunta de pesquisa, apresentou dois grandes eixos, gestão estratégica e Balanced Scorecard, que abordaram a utilização destas ferramentas no setor público. Os resultados indicaram que, relativamente à descrição do planejamento adotado pelo MPPE, o modelo se adequou à realidade da instituição, porém, ainda necessita de ajustes. No que tange à análise das práticas estratégicas implantadas mostrou que, na execução da estratégia, surgiram novas ferramentas que auxiliaram a gestão estratégica da organização. No que se refere ao exame da participação do modelo de gestão adotado no monitoramento desempenho institucional, os resultados indicaram que a metodologia do BSC
utilizada pela instituição, auxiliada pelo Arquimedes e QlikView, colaborou para o alcance dos objetivos estratégicos. Neste sentido, os resultados permitiram alcançar a seguinte conclusão, o modelo de gestão adotado pelo MPPE, utilizando a metodologia BSC como sistema de gestão estratégica, está em evolução, mas contribuiu sobremaneira para que a instituição conseguisse alinhar o planejamento estratégico com as metas e medidas institucionais, conseguindo, efetivamente, medir o desempenho da organização.
