O contexto social e político do Brasil nos anos 1960 foi marcado pela radicalização: diversos segmentos sociais reivindicaram uma série de direitos, em um movimento, até então, inédito na história de nosso país. Dentre os vários grupos organizados, encontravam-se os moradores das regiões mais pobres das grandes cidades: suas reivindicações (por melhores condições de vida) eram articuladas em torno de associações que os representavam. Neste trabalho, abordaremos as lutas e as mobilizações destes grupos e suas relações com a política municipal em Porto Alegre nesta agitada década. Mais do que melhorias urbanas, estes esforços buscavam uma determinada cidadania, que envolvia elementos de ordem social e política. Dividimos nossa análise em dois momentos: os anos de 1962 a 1964, quando o país se encontrava em uma conjuntura democrática, e os anos de 1964 a 1968, período em que vigorava um regime ditatorial. A partir da comparação destas duas conjunturas, tornou-se possível perceber os limites e as possibilidades que se levantavam frente a estes movimentos. / During the 1960', the social and politic context in Brazil was marked by the radicalization: many social segments claimed for rights, a movement so far not existent in the country history. Among the several groups were the residents of big cities poorest regions: their claims for better life conditions were articulated with associations that represented them. In this dissertation, we will tackle the struggles and mobilizations of these groups and their relations with the municipal politics in Porto Alegre in the considered decade. More than urban improvements, these efforts aimed for a determinated citizenship that involved elements of social and politic order. We have divided our analysis in two moments: between 1962 and 1964, when the country was in a democratic condition, and 1964 and 1968, period under dictatorial regime. Through the comparison of these two situations, it became possible to realize the limits and possibilities rised by these movements.
