Previous issue date: 2010-12-17 / The study presents an approach on planning, sociospatial transformations and public touristic
policies implemented between 2000 and 2010 in Caic?, encompassing people from the
government, private sector and the population of the municipality and informal traders who use
the leisure facilities and services arranged in place. As the main goal, the research intends to
analyze the performance of public and private sectors correlated to the touristic activity in Caic?
city and their reflections in the process changes sociospatial. The dissertation is structured in
order to carry out an investigation into the role of public policies to the development of a location
with touristic potential, in this case, the municipality of Caic?; to investigate public policies
implemented in the touristic industry of Rio Grande do Norte, particularly the actions of
PRODETUR-Nordeste focused on the development of the tourism in the countryside, affecting
particularly the region of Serid? region and the municipality of Caic?, and, finally, to check the
main changes sociospatial verified in Caic? between 2000 and 2010. Cultural issues and certain
natural beauties can be seen as attractions that can attract tourist demand, taking into
consideration the awakening increasingly more evident quest by the tourist for knowledge of the
peculiarities of the region. Several authors have worked in this view, pointing to the cultural
aspects of the region as elements that are able to boost the touristic activity. The questions raised
in this study was based on a literature, based mainly on authors like Beni, Dias, Cruz, Azevedo
and Morais. To obtain the necessary data in the analysis, the methodological procedures used in
intensive direct observation, using interviews, applied together with the public representatives
who are acting as leaders of the political actions related to tourism in the municipality and
members of the private sector related to tourism services such as lodging establishments, food
and travel agency and, finally, the local people and informal traders benefited directly or
indirectly, with the touristic resources and structure. These research agents were investigated by
means of structured forms such as support for analysis. Was detected in the survey that the leisure
facilities and services installed in the last decade in the city of Caico has a priority the population
of the municipality, is necessary to emphasize that the residents interviewed perceive the
importance of these tools for tourist activity. It was also found that the public sector is the main
responsible for the observed changes. Therefore, proved to be relevant to study the role public
private sector partnerships and population influences, considering that this analysis may
contribute to the work of researchers, public administrators and businessmen, may serve as a
norteador for planning and development of tourism in the city of Caico / O estudo traz uma abordagem acerca do planejamento, transforma??es socioespaciais e as
pol?ticas p?blicas de turismo implementadas no per?odo de 2000 a 2010 em Caic?, englobando os
atores governamentais, setor privado, bem como a popula??o do munic?pio e comerciantes
informais que utilizam os equipamentos de lazer e servi?os dispostos no lugar. Como objetivo
principal, a pesquisa pretende analisar as a??es do setor p?blico e privado correlacionadas ?
atividade tur?stica no munic?pio de Caic? e seus reflexos no processo de transforma??es
socioespaciais. A disserta??o est? estruturada de modo a realizar a investiga??o sobre o papel das
pol?ticas p?blicas para o desenvolvimento de uma localidade com potencial para o turismo, nesse
caso, o munic?pio de Caic?; investigar pol?ticas p?blicas implementadas no setor tur?stico do Rio
Grande do Norte, especialmente as a??es do PRODETUR-Nordeste voltadas para a interioriza??o
do turismo, atingindo de modo particular a regi?o do Serid? e o munic?pio de Caic?, e, por fim,
verificar as principais transforma??es socioespaciais verificadas em Caic? no per?odo
compreendido entre 2000 e 2010. Os aspectos culturais, identit?rios e determinadas belezas
naturais podem ser vistos como atrativos capazes de atrair demanda tur?stica, levando em
considera??o o despertar cada vez mais evidente do turista na busca pelo conhecimento das
peculiaridades da regi?o. V?rios autores v?m trabalhando nessa perspectiva, apontando os
aspectos culturais da regi?o como elementos capazes de impulsionar a atividade tur?stica. Os
questionamentos levantados no estudo pautaram-se em pesquisa bibliogr?fica, fundamentada,
principalmente, em autores como Beni, Dias, Cruz, Azevedo e Morais. Para obter os dados
necess?rios ? an?lise, os procedimentos metodol?gicos utilizados consistiram em observa??o
direta intensiva, com aux?lio de entrevistas, aplicadas junto aos representantes p?blicos que est?o
atuando a frente das a??es pol?ticas referentes ao turismo no munic?pio e membros do setor
privado ligados aos servi?os tur?sticos, tais como estabelecimentos de hospedagem, alimenta??o e
agenciamento de viagens e, finalmente, a popula??o local e comerciantes informais beneficiados,
direta ou indiretamente, com os recursos e estrutura tur?stica. Estes agentes da pesquisa foram
investigados por meio de formul?rios estruturados como suporte para as an?lises. Foi detectado
na pesquisa que os equipamentos de lazer e servi?os instalados na ?ltima d?cada no munic?pio de
Caic? t?m como foco priorit?rio a popula??o do munic?pio, sendo necess?rio ressaltar que os
moradores entrevistados percebem a import?ncia desses instrumentos para a atividade tur?stica.
Constatou-se tamb?m, que o setor p?blico ? o principal mentor das transforma??es verificadas.
Portanto, mostrou-se relevante estudar a atua??o p?blica, parcerias do setor privado e influ?ncias
da popula??o, tendo em vista que essa an?lise poder? contribuir com trabalhos de pesquisadores,
gestores p?blicos e empres?rios, podendo servir como norteador para o planejamento e
desenvolvimento da atividade tur?stica no munic?pio de Caic?
