Dissertação de Mestrado - Gabriela Matos Miranda de Figueredo.pdf: 1363242 bytes, checksum: 48a76e1810f5412dfdc1fb4e1c9d7a27 (MD5) / Esta pesquisa teve por objetivo avaliar a eficiência dos gastos do Instituto Federal de Educação, Ciência e Tecnologia do Norte de Minas Gerais, nos anos de 2010 a 2015. Para comparação do IFNMG diante de outros Institutos Federais, foi utilizada a técnica da Análise Envoltória de Dados (DEA). Os resultados sugerem que o IFNMG pode ser considerado como eficiente, quando comparado a seus pares, nos critérios de gestão administrativa e pedagógica avaliados, e apresenta desempenho potencialmente aproximado das unidades similares de referência que compõem a Rede Federal Técnica e Tecnológica de Ensino no país. Quanto à análise individual, em série histórica, constatou-se que o IFNMG foi eficaz e eficiente na alocação dos recursos destinados à execução de seus objetivos institucionais. Apresentou bom resultado, à exceção dos indicadores que mensuraram a capacitação de recursos humanos e a assistência social aos alunos, relativamente prejudicados por contingências estruturais e externas. Embora os indicadores analisados sejam, essencialmente, reflexos da análise de eficácia e, sobretudo, de eficiência da gestão do IFNMG, esta pesquisa não se esgota nos referenciais estudados, indicando possíveis caminhos para avaliação futura da efetividade das ações do IFNMG na região em que atua, para aperfeiçoamento da gestão e melhoria dos processos internos do referido Instituto. / This research aimed to evaluate the efficiency of the expenditures of the Federal Institute of Education, Science and Technology of the North of Minas Gerais, from 2010 to 2015. In order to compare the IFNMG with other Federal Institutes, it was used the Data Envelopment Analysis technique (DEA). The results suggest that IFNMG can be considered as efficient when compared among the other federal institutes, in administrative and pedagogical management criteria evaluated and presents a potentially approximate performance of the similar reference units that make up the federal technical and technological teaching network in the country. Regarding the individual analysis, in a historical series, it was verified that the IFNMG was effective and efficient in allocating the resources destined to the execution of its institutional objectives. It presented good result, with the exception of indicators that measured human resources training and social assistance to students, which were relatively hampered by structural and external contingencies. Although the indicators analyzed are essentially a reflection of the effectiveness analysis and, above all, of the efficiency of IFNMG management, this research is not exhaustive in the references studied, indicating possible ways for future evaluation of the effectiveness of IFNMG actions in the region in which it operates, improving the management and improvement of the Institute's internal processes.
