Previous issue date: 2016-03-03 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This dissertation aims to analyze how the human rights foreign policy of President Jimmy Carter intervened in the Chilean dictatorship under Augusto Pinochet. Therefore, I propose to discuss the measures taken by the Democrat and his team of diplomats based on the analysis of the documentation released by the United States through the Chile Declassification Project, a collection poorly explored by the Latin American historiography. In examining the period from 1977 to 1981, there is a clear reorientation of American foreign policy, which leaves anticommunism to contemplate human rights. Unlike Argentina and Uruguay, Carter gave a vote of confidence to Augusto Pinochet after the closure of the Chilean secret police (DINA) and after heard the dictator?s proposal for a peaceful return to democracy. However, in the final half of the U.S President tenure, new acts of state sponsored terrorism orchestrated by the Chilean dictatorship were discovered and Carter opted for application of harsh economic sanctions for the Chilean government. We seek to understand whether these two different stages of the Chile-US relations have had some effect on the Chilean dictatorship. / Esta disserta??o busca analisar como a pol?tica externa dos direitos humanos, liderada pelo presidente Jimmy Carter, interferiu na ditadura chilena de Augusto Pinochet. Para tanto, proponho discutir as medidas tomadas pelo democrata americano e sua equipe de diplomatas a partir da an?lise da documenta??o liberada pelos Estados Unidos atrav?s do Chile Declassification Project, cole??o pouco explorada pela historiografia latino-americana. Ao analisar o per?odo de 1977 at? 1981, pode-se notar um claro redirecionamento da pol?tica externa dos Estados Unidos, que deixa de contemplar apenas o anticomunismo para dar espa?o as quest?es referentes aos direitos humanos. Diferentemente da Argentina e do Uruguai, Carter deu um voto de confian?a ? Augusto Pinochet ap?s conseguir garantir o fechamento da pol?cia de repress?o (DINA) e ouvir do ditador uma proposta para retorno pac?fico ? democracia. No entanto, na metade final do mandato do presidente americano, novos ind?cios de terrorismo de Estado orquestrados pela ditadura chilena foram descobertos e Carter optou pela aplica??o de san??es econ?micas ao governo chileno. Busca-se entender se estas duas diferentes etapas das rela??es Chile-Estados Unidos surtiram algum efeito na diminui??o da viol?ncia por parte da ditadura chilena.
