Previous issue date: 2004 / Resumo: O presente trabalho é resultado de uma pesquisa realizada em Luanda (Angola) que destaca a visão dos técnicos angolanos integrantes das diversas áreas ministeriais e com formação no Brasil, a respeito da política de formação do "homem novo" entendido como o cidadão dotado de conhecimentos científicos e culturais capaz de realizar transformações: econômicas, políticas e sociais na atual realidade de Angola. Partindo de uma perspectiva histórica do sistema educacional organizado no país durante o período colonial e pós colonial, a pesquisa analisa não só a visão destes profissionais sobre o processo de formação do "homem novo", como também, suas contribuições ao processo de reconstrução de Angola. O outro escopo da pesquisa consistiu em abordar a influencia dos diversos grupos étnicos-lingüisticos no processo de educação. Ligada a esta questão, foi também preocupação do estudo buscar como conciliar os conteúdos da educação formal e não formal na busca do "homem novo". Na outra ponta do processo a pesquisa analisa e ressalta a importância de experiências de práticas de educação não-formal no Brasil, observadas com propósito de constituir referencias na elaboração de novas propostas para o processo de formação dos cidadãos angolanos, tendo em consideração as diversas características etno-lingüisticas existentes no país e a busca de uma não extinção das práticas culturais de crianças e jovens provenientes de pelo menos nove grupos já identificados como os mais numerosos / Abstract: The present study is the result of a research realized in Luanda (Angola) that analyses the vision of the Angolan technicians that integrate the various ministerial areas and that studied in Brazil, with respect to the politics of development of the "new man" understood as the citizen which has the scientific and cultural knowledge, that enables him to realize economical, political and social transformations in the current Angolan reality. Starting from a historical perspective of the educational system which was organized in the country during the colonial and pos-colonial period, the research analyses not only the visions of these professionals about the process of forming the "new man", but also their contributions in the process of reconstructing Angola. The other objective of the research consisted in analyzing the influence of the various ethnic-linguistic groups in the educational process. Bound to this question another intention of this study was the conciliation of the contents of the formal and non formal education in the search of the "new man". At the other end of the process the research analyses and brings up the importance of the experiences and the practices of non formal education in Brazil, observed with the intent of building up references for the elaboration of new proposals for the bringing up of Angolan citizens, considering the various ethno-linguistic characteristics existent in the country, with special care not to extinguish the cultural practices of children and youth which come from at least nine groups which were already identified as the most numerous / Doutorado / Titulação
