El presente trabajo de investigación es de tipo cualitativo e intenta dar una visión actualizada de la primera institución formadora del magisterio peruano desde su creación, “entre armas y caballos”, en 1822, hasta su transformación en Instituto Superior Pedagógico, en 1985. Sin embargo, cuando en 1956 se efectúa un inventario científico de la realidad educativa se observa, como en una radiografía, una serie de debilidades. Con el propósito de superarlas se redacta un anteproyecto de ley, remitiéndola al Parlamento para su discusión y consiguiente aprobación. Esta instancia, dominada por una mayoría apropradista, increíblemente, la encarpeta, frustrándose un anhelo nacional, largamente esperado. En los años 60 el problema se torna más crítico porque se registra un exceso de docentes y un creciente deterioro de la calidad educativa. En este trabajo se pretende dar cuenta de esta irracionalidad secular y se reseña, de manera particular, la historia de las escuelas normales emblemáticas. / -- The present investigation work is of qualitative type and he/she tries to give an upto-date vision of the Peruvian teaching's first institution formadora from its creation,
