Previous issue date: 2017-08-03 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / In the past three decades in Brazil there has been a changing process on how to manage the social. Between the phenomenas contained in this process we highlight the sharing of responsibilities originated from the Federal Constitution of 1988 with regards of social rights and how it was formulated and implemented the public policy. The present PhD work aims to analyze the position of civil society organizations (CSO's) in Porto Alegre's governments in the period from 1986 to 2016, aiming to understand its performance and function in education public policy, in social assistance and health. The time delimitation happens because we believe that democratic opening movement lived in the country on the decade of 1980 and the approval of the 1988 Federal Constitution forged relevant changes in the CSO's dynamics and consequently in shaping social management which was designed in the following years. It is a qualitative study, referenced in the dialectical-critical method with gramscian approach. At the end of the research we came to the following thesis that seeks to express the main conclusions of the route: the positions of civil society organizations are heterogeneous, being that in the historical period studied, assumed positions at times condescending and conservative, now politicized and progressive. The Porto Alegre CSO's, mainly from the 1990s have been coopted by different governments, having relegated to a second plan the movements in defense of warranty and enlargement of rights, to give place to the execution and provision and minimum resources needed to mantain its services. The governments, in turn, have realized their power by directing the majority in the fulfillment of their interest explaining to the society that the services are being provided, using diferent pronouncements: citizen participation or managerial rationality. After this, the CSO's have been discharging its roll, established by law, but not its social function, of autonomy, of contestation and mainly representatives of subalterns in the privileged arena of class strugle, aiming to concretize counter-hegemonic movements through an intense strugle for hegemony, needing to be challenged to rethink its position in this dynamic. / Nas ?ltimas tr?s d?cadas, tem ocorrido no Brasil um processo de mudan?a no modo de gerir o social. Entre os fen?menos contidos nesse processo, destacamos o compartilhamento das responsabilidades oriundas da Constitui??o Federal de 1988 no que diz respeito aos direitos sociais e ? forma como se passou a formular e a executar as pol?ticas p?blicas. O presente trabalho de doutoramento objetiva analisar a posi??o das organiza??es da sociedade civil (OSCs) nos governos de Porto Alegre, no per?odo de 1986 a 2016, visando compreender sua atua??o e sua fun??o nas pol?ticas p?blicas de educa??o, de assist?ncia social e de sa?de. A delimita??o do tempo se d? por acreditarmos que o movimento de abertura democr?tica vivido no pa?s na d?cada de 1980 e a aprova??o da Constitui??o Federal de 1988 forjaram relevantes altera??es na din?mica das OSCs e, consequentemente, na conforma??o da gest?o social que foi se desenhando nos anos seguintes. Trata-se de um estudo qualitativo, referenciado no m?todo dial?ticocr?tico, com abordagem gramsciana. Ao final da pesquisa, chegamos a seguinte tese, que busca expressar as principais conclus?es do percurso: as posi??es das organiza??es da sociedade civil s?o heterog?neas, sendo que no per?odo hist?rico estudado, assumiu posturas ora condescendente e conservadora, ora politizada e progressista. As OSCs em Porto Alegre, principalmente a partir dos anos 1990, foram sendo cooptadas por diferentes governos, tendo relegado a um segundo plano os movimentos em defesa da garantia e da amplia??o de direitos, para dar lugar ? execu??o e a provis?o dos recursos minimamente necess?rios para a manuten??o dos seus servi?os. Os Governos, por sua vez, tem concretizado seu poder ao dirigir a maioria no cumprimento de seus interesses, explicitando para a sociedade que os servi?os est?o sendo prestados, usando diferentes discursos: participa??o cidad? ou racionalidade gerencial. Posto isto, as OSCs v?m desempenhando seu papel, estabelecido em lei, mas n?o sua fun??o social, de autonomia, de contesta??o e principalmente de representantes dos interesses das classes subalternas na arena privilegiada da luta de classe, visando concretizar movimentos contra-hegem?nicos atrav?s de uma intensa luta pela hegemonia, precisando ser desafiada a repensar sua posi??o nesta din?mica.
