Previous issue date: 2017-11-17 / Esta pesquisa tem como objetivo principal identificar e analisar os Fatores Críticos (FC) que causam maior impacto em iniciativas de gerenciamento de processo de negócio (Business Process Management - BPM) na Administração Pública, direta ou indireta, com o intuito de não apenas aumentar o conhecimento na área, mas também diminuir a complexidade do seu processo de implementação por parte das organizações públicas. Para realizar a identificação dos FC realizou-se um Mapeamento Sistemático da Literatura (MS) em cinco bases de dados digitais, buscando estudos primários que pudessem fornecer as informações necessárias para pesquisa. O MS teve o retorno de dez estudos primários relevantes que possibilitaram a identificação de um total de trinta FC. A etapa de análise dos fatores críticos contou com as interpretações quantitativas e qualitativas dos mesmos, a comparação com os FC em BPM no setor privado, identificados através de uma compilação de teses ou dissertações que já haviam realizado este tipo de estudo, e da definição do nível de maturidade de cada FC através de questionário submetidos a quatro especialistas em BPM na Administração Pública. Com a análise, foi possível identificar os FC relevantes, entender as facilidades e dificuldades encontra nas iniciativas de BPM e entender o quão maduro estão cada FC na realidade das organizações públicas. O número reduzido de estudos primários relevantes e o baixo nível de maturidade dos FC apontam para as dificuldades da gestão por processo de negócio na Administração Pública, aumentando a relevância desta pesquisa para incentivar o conhecimento e a realização de trabalhos futuros sobre o assunto. / The main objective of this research is to identify and analyze the Critical Factors (CF) that have the greatest impact on Business Process Management (BPM) initiatives in Public Administration, in order to not only increase the knowledge in the area, but also reduce the complexity of their adoption by public organizations. In order to perform the identification of the CF, a Systematic Literature Mapping (SM) was carried out in five digital databases, searching for primary studies that could provide the information needed for research. The SM returned ten relevant primary studies that allowed the identification of thirty FC. The critical factors analysis stage performed quantitative and qualitative interpretations, the comparison with CF in BPM in the private sector, identified through a compilation of theses or dissertations that had already performed this type of study, and the definition of the level of maturity of each CF through questionnaire submitted to four specialists in BPM in Public Administration. With the analysis, it was possible to identify some relevants CF, to understand the facilities and difficulties found in the BPM initiatives and to understand how mature each critical factor is in the reality of public organizations. The reduced number of relevant primary studies and the low level of maturity of the CF points to the difficulties for the business process management in the Public Administration, increasing the relevance of this research to encourage the knowledge and the accomplishment of future work on the subject.
