Bakgrund och problem: Eftersom uppmärksamheten kring hållbarhet har ökat behöver organisationer implementera det i sin verksamhet för att överleva på lång sikt. Olika sätt har framtagits såsom Triple Bottom Line, formell och informell styrning samt Corporate Social Responsibilities. Tidigare forskning belyser att det finns relativt lite forskning kring hur chefer implementerar styrformer riktat mot hållbarhet. Vidare finns det en brist i förståelsen hur det globala hållbarhetskonceptet översätts till policyer som utvecklas och implementeras på lokal nivå. Eftersom det är inom lokala förvaltningar som hållbarhetsbegrepp förvandlas till konkreta handlingar, är det viktigt att förstå översättningsprocessen. Syfte: Syftet med denna uppsats är att beskriva hur en svensk kommuns miljömässiga hållbarhetsmål blir konkret praktik som mäts och utvärderas. Metod: Studien har antagit en kvalitativ forskningsmetod. Forskningsansatsen är abduktiv eftersom teori och empiri har jobbats med fram och tillbaka. Det är en fallstudie av en kommun där det empiriska materialet har samlats in genom semistrukturerade intervjuer. Intervjuerna gjordes i syfte av att skapa förståelse hur kommunen översätter miljömässiga hållbarhetsidéer till konkreta handlingar. Slutsats: Det den empiriska forskningen påvisar är att översiktliga hållbarhetsmål måste översättas för att kunna implementeras och mätas på lokal nivå. Idén som färdas kan få flera olika tolkningar under resans gång innan det väl blir en handling. Forskningen påvisar även att interna hållbarhetsmål skapas ifall målen inte är konkreta nog för att avdelningarna ska lättare uppnå det övergripande målet. / Background and problem: As attention to sustainability has increased, organizations need to implement it in their operations in order to survive in the long run. Various ways have been developed such as triple bottom line, formal and informal management and corporate social responsibilities. Previous research highlights that there is relatively little research on how managers implement management control systems aimed at sustainability. Furthermore, there is a lack of understanding of how the global sustainability concept is translated into policies that are developed and implemented at the local level. Since it is in local administrations that the concept of sustainability is transformed into real actions, it is important to understand the translation process. Purpose: The purpose of this study is to describe how environmental sustainability of a Swedish municipality becomes practical which can be measured and evaluated. Method: The study has a qualitative research method which has a abductive research approach since theory and empirical research has been working together throughout the study. It is a case study of a municipality where the empirical data has been gathered through semi-structured interviews. The interviews were conducted in order to create an understanding of how the municipality translates environmental sustainability ideas into real actions. Conclusion: What the empirical research shows is that general sustainability goals must be translated in order to be implemented and measured at the local level. The idea that travels can have several interpretations along the journey before it becomes an action. The research also shows that internal sustainability goals are created if the goals are not specific enough, in order to more easily achieve the overall goal.
