Previous issue date: 2015-03-12 / The research of this dissertation has as more basic reference the Collège de France
courses taught by Michel Foucault from 1976 to 1979 and focuses primarily on the
concept of homo oeconomicus as key for a comprehensive and coordinated analysis of
the various aspects composing the biopolitics just as the French thinker shows in his
researches. This particular notion of the individual of interest, the self-interested
individual, is precisely what will enable all the intertwining of mechanisms and devices
featuring biopolitics at the same time that constitutes itself as energy or force that
moves its operation. We start from the classic idea of sovereignty in opposition to
biogovernment, to rid of an analytic of the power that seeks a transcendental or
metaphysical foundation of a truth that would guide the legitimate exercise of politics.
We analyze therefore the modern reason of state, as well as the understanding of
governmentality, in order to clarify the mode of action both internally and externally by
a biogovernment that has the economy as internal criticism of its rationality and the
population as the main target of their action. It is structured thereafter what Foucault
exposes about liberal criticism with regard to the construction of individuality by
disciplinary technology, the fabrication of freedom fundamentality and the maintenance
of a police power as guarantee of normality. Thus, it will be displayed the concept of
homo oeconomicus as the way of life that serves as source for the constant activation of
biopolitics by means of their rules, disciplines, security devices, policing etc., because
of your self-interest logic of action. We will examine, in addition, the American neoliberalism,
grasped more precisely as criticism of government rationality that allowed an
entire refinement not only of the economic man – understood as human capital – as well
as the very way they are treated by the techniques of government. We establish in this
way an understanding of the most varied and fundamental aspects considered by
Foucault in this studies about the way as politics is conducted in the modernity, starting
precisely from the concept of homo oeconomicus as the great governmental partner. / A proposta de pesquisa da presente dissertação tem como referência mais básica os
cursos do Collège de France dos anos de 1976 a 1979 ministrados por Michel Foucault
e tem como foco principal o conceito de homo oeconomicus como peça chave para uma
análise abrangente e articulada entre os mais variados aspectos que compõem a
biopolítica tal como o pensador francês a apresenta em suas pesquisas. Essa noção
específica do sujeito de interesses, do sujeito autointeressado é justamente o que
possibilitará todo o entrelaçamento dos mecanismos e dispositivos que caracterizam o
biopoder ao mesmo tempo em que se constitui como a energia ou a força-motriz que
propulsiona seu funcionamento. Parte-se da ideia de soberania clássica e sua
contraposição em relação ao biogoverno a fim de desfazer-se de uma analítica do poder
que busca a fundamentação metafísica ou transcendental de uma verdade que guiaria o
legítimo exercício da política. Analisa-se, por conseguinte, a razão de Estado assim
como a compreensão de governamentalidade moderna a fim de esclarecer qual o modo
de atuação tanto interno quanto externo por parte de um biogoverno que tem a economia
como crítica interna da sua racionalidade e a população como alvo principal de sua
atuação. Estrutura-se, a partir de então, o que o Foucault apresenta acerca da crítica
liberal no que se refere à construção da individualidade pela tecnologia disciplinar bem
como o fabricar liberdades fundamentalmente econômicas e a manutenção de um poder
de polícia enquanto garantia da normalidade. Dessa forma, configurar-se-á a exposição
do conceito do homo oeconomicus enquanto o modo de vida que serve de fonte para a
constante ativação da biopolítica com suas leis, normas, disciplinas, dispositivos de
seguridade, policiamento, etc., tendo em vista sua lógica de ação autointeressada.
Examinaremos ademais o neoliberalismo americano, mais precisamente, como a crítica
à racionalidade governamental que permitiu todo um refinamento não só do próprio
homem econômico – entendido como capital humano – como também da própria forma
como são tratados pelas técnicas de governo. Estabelecemos, dessa maneira, uma
compreensão, dos mais variados e fundamentais aspectos considerados por Foucault em
seus estudos acerca do modo como a política é exercida desde a modernidade a partir
justamente do conceito de homo oeconomicus como o grande parceiro governamental.
