2010_ElaineMariadaSilva.pdf: 6839451 bytes, checksum: 9580a95ca8a7329bf4d776a80a4cd240 (MD5) / O presente documento tem como objetivo analisar os impactos da Ferrovia Norte Sul na organização espacial dos municípios de Tocantins por onde percorre o empreendimento, tendo como base de estudo o município de Aguiarnópolis, primeiro município a receber a infra-estrutura e iniciar a operação da ferrovia no Estado. A relevância do tema se deve ao fato de que a infra-estruturação no Brasil vem a tempos sendo trabalhada como medida para o desenvolvimento. As políticas governamentais com ações voltadas ao desenvolvimento da região norte, podendo ser citadas a Política Nacional de Desenvolvimento Regional - PNDR, a Política Nacional de Ordenamento Territorial - PNOT e o Programa de Aceleração do Crescimento - PAC, e mesmo as mais antigas, Brasil em Ação e Avança Brasil, decorreram na formação de um cenário econômico delineado pela produção em larga escala voltado para exportação justificado pela a expansão da fronteira agrícola. A questão é até que ponto a reestruturação da lógica territorial, produtiva e habitacional, conseqüente do modelo de desenvolvimento implantado promoverá real desenvolvimento em escala local e regional. Este trabalho pretende lançar em discussão a temática a cerca do desenvolvimento proporcionado por grandes eixos infra-estruturais como a Ferrovia Norte-Sul. _________________________________________________________________________________ ABSTRACT / This paper aims to point out elements that enable the analysis about the impacts of North-South Railroad in the municipalities of Tocantins through which runs the project, based on study of the municipality of Aguiarnópolis first city to receive the infrastructure and start its operation in the state. The relevance of the issue is due to the fact that the infra-structure in Brazil is being worked to time as a measure for the integration of national territory and to promote the development of our country. The first experiments in this direction bent on greater integration and territorial control and have predicted for this integration multimodal road, rail and waterways. These intentions are included with the Program Avança Brasil and Brasil em Ação in the 1990s and redefined by the Programa de Aceleração do Crescimento in the 2000s. These government policies, whose coverage extends to the development of the northern region contributed to the formation of an economic scenario outlined by large-scale production aimed at exports justified by expanding the agricultural frontier. The question is to what extent the restructuring of territorial logic, production and housing, as a consequence of the development model implanted promote real development locally and regionally. This thesis aims to launch discussion on the topic around the major axes of development provided infrastructure as the North-South, supported by government programs and models of development agro-exporter who does not favor the municipalities where the production originated within the country.
