The purpose of this thesis is to deepen the understanding of how management determines the working situation and working conditions of counselors. The focus is set on professionalism and opportuities to carry out responsible and professional treatment pedagogy work. The analysis is based on ten qualitative interviews and the help of theories including "functional stupidity", "Leavitt's Diamond", "control logic" and "control systems". The results of the study show that the counselors working situation was characterized by unsafe work invironments and destructive power structures that undermine the professional competence and influence. The results also show that there were conflicting interests between the managers and the profession - and that it was precisely the manager's logic that dominated. The leadership conditioned their autonomy and dismantled the counselors influence and opportunity to conduct responsible and professional treatment pedagogic work by constantly making changes and not contributing the resources, tools, techniques and methods for the counselors to ble able to handle the changes.
