The aim of this study is to investigate two municipalities in Värmland regarding their cultural heritage- and cultural environmental work. Two cultural historical buildings situated in the mu-nicipalities of Karlstad and Filipstad that have been threatened with demolition are used as case studies. A content analysis, theories of urbanization, collaborative governance, and a cultural pol-icy model, was implemented on the material. The study presents several national and regional initiatives to improve the work to preserve cultural heritage. The two municipalities show a will-ingness to do the same, however, this study shows that they cannot be considered to meet their objectives concerning the management and preservation of historic buildings or the democratic aspects of the planning process. Furthermore, the study shows that the economic aspect is of great importance for the management of historic buildings, and that societal changes have contributed to new perspectives on the preservation of built cultural heritage.
