Previous issue date: 2009 / O objeto deste trabalho é a análise sobre a atuação dos movimentos sociais do campo como protagonistas de uma política pública – a Licenciatura em Educação do Campo e como este protagonismo tem materializado a concepção de democracia, a consciência dos direitos, do direito a ter direitos e a luta pelo direito à educação. Analisar as iniciativas dos movimentos sociais do campo em movimento permanentemente contraditório e conflituoso entre tensão e consenso com o Estado e a Universidade, a fim de verificar a potencialidade geradora/instituinte de novas políticas públicas, de caráter universal, desde estas iniciativas, bem como os elementos que conferem tal potencialidade instituinte. Analisar as contribuições trazidas por este protagonismo para as políticas públicas desde a particularidade do campo e que desafios trazem para os movimentos sociais do campo e seus projetos educacionais. A partir do diagnóstico da realidade das políticas públicas de Educação do Campo implementadas nos últimos dez anos, notadamente o PROCAMPO – Licenciatura em Educação do Campo/MEC, verificar o caráter e a natureza das mesmas, no sentido da sua capacidade de inserir-se no ordenamento jurídico do Estado de forma definitiva e os desafios estabelecidos para o Estado, a Universidade e os Movimentos Sociais do Campo, é a pretensão deste trabalho. __________________________________________________________________________________________ ABSTRACT / The object of this paper is to analyze the performance on the field of social movements as actors in public policy - the Master of Education in this field and have embodied the role conception of democracy, awareness of rights, the right to have rights and fight for the right to education. Examine the initiatives of social movements of the field moving permanently contradictory tension and conflict and consensus between the State and the University to verify the potential generating / instituinte of new public policies, from universal character, since these initiatives and the information giving such instituinte potential. Analyze the contributions brought by this role for public policy from the particularity of the field and that challenges bring to the field of social movements and educational projects. From the diagnosis of the reality of public policies implemented in the Field of Education last ten years, notably the PROCAMPO - Graduate Education in the Field / MEC, check the character and nature of them, to their ability to insert itself in order the rule of legal form and the challenges set for the State, the University and the Social Movements of the Countryside, is the intention of this work.
