Impõe-se, assim, a necessidade de articular diversos processos que influenciam na formação, na manutenção, ou na mudança das ações coletivas. Tais processos podem ser exemplificados pelas estruturas de oportunidades e restrições políticas; as bases de mobilização, que incluem amplas redes que conectam atores sociais e políticos; a formação de projetos políticos, frames e identidades; as estratégias que dão suporte às escolhas dos repertórios, entre outros. Buscando responder a estes desafios, esta pesquisa volta-se para a análise do Fórum Nacional de Reforma Urbana, o qual se configura como um dos principais movimentos sociais vinculados à questão urbana no Brasil, sendo também o responsável por articular diversas redes sociais no âmbito desta temática. Outra importante característica do Fórum é o seu papel como interlocutor da sociedade civil frente ao Estado, sobretudo no que diz respeito ao Congresso Nacional e ao Executivo Federal. Assim, este estudo tem como principal objetivo identificar quais são as organizações que ocupam os espaços mais centrais nesta rede, suas relações com atores e organizações políticas, as estruturas de oportunidades políticas que influenciaram a escolha de seus repertórios de ação política e os principais quadros interpretativos que são mobilizados e que mobilizam este movimento social. / The analysis of social movements in contemporary Brazil are being challenged by the constant changes in this field. In such case, it has become necessary to articulate the various processes that influence the formation, maintenance, or change of the collective actions. These processes may be exemplified by the structures of political opportunities and restrictions; the basis of mobilization that include extensive networks that connect social and political actors; the formation of political projects, frames and identities; the tactics that support the repertory selections, among other ones. Trying to answer such questions, this research has focused on the analysis of the National Forum of Urban Reform, which constitutes a major social movement linked to the urban question in Brazil and is also responsible for articulating different social networks in this theme. Another important feature of the Forum is to be a part of civil society representing it before the State, particularly with regard to Congress and the Federal Executive. This study has as its main objective to identify which are the organizations that occupy the most central places in this network, their relationships with actors and political organizations, the political opportunity structures that influenced the choice of their repertoire of political action and the main frames that are mobilized and that mobilize this social movement.
