Previous issue date: 2007-09-17 / The main objective of the performance management is to optimize the business processes, aligning them to the organization strategy. Planning and Budgeting are critical in the organization performance management, because, it provides the best way to translate the strategy in a coherent set of initiatives, objectives and accomplishment means (VENTANA, 2004).
In spite of the importance of the Planning and Budget, also denominated Budget Planning, this tool has been hardly criticized and questioned related to limitations, distortions, process, costs and efective results.
The objective of this study is to analyze where are the organizations, actually, related to the use of the Planning and Budget as a managerial tool.
This study development strategy was guided by bibliographical research where the theme was confronted with traditional and actual approaches and for a survey, with the objective of collecting evidences about the current stage of the Planning and Budget process in the organizations / O principal objetivo da gestão de performance é otimizar os processos de negócios, alinhando-os à estratégia da organização. O Planejamento e Orçamento Empresarial são críticos na gestão de performance das organizações, pois, proporcionam o
melhor caminho para traduzir a estratégia em um conjunto coerente de iniciativas, objetivos e seus meios de realização (VENTANA, 2004).
Apesar da importância do Planejamento e Orçamento Empresarial, também denominado Planejamento Orçamentário, este instrumento vêm sendo duramente
criticado e questionado em relação às suas limitações, distorções, processo, custos e efetivos resultados.
Este trabalho tem por objetivo examinar em que estágio as organizações se encontram, atualmente, em relação à utilização do Planejamento e Orçamento
Empresarial como ferramentas de gestão.
A estratégia de desenvolvimento do trabalho foi orientada por pesquisa bibliográfica onde se buscou confrontar abordagens clássicas e atuais referentes ao tema e por uma survey, com o objetivo de coletar evidências sobre o atual estágio do processo de Planejamento e Orçamento Empresarial nas organizações
