Social Work in Health Care aims to seize the principal (s) meaning (s) of evaluation for
social workers of Social Work, University Hospital, University of São Paulo - HUUSP.
Specific objectives are: to discuss trends in health care evaluation, check which
evaluation practices are being developed and / or demanded to social workers and
describe as the Social Service HU-USP is organized. The motivation for this research
arose from the sparse literature on evaluation and practices of evaluation within the
Social Services and the perception that the professional category finds difficult to
systematize and implement evaluation practices in the actions developed. Trying to
understand the meaning of evaluation for social workers and their place in the daily
work is that this study was developed. The hypothesis guiding this study is that the
evaluation is still conceived as an external instrument, is used to make judgments,
pointing errors, to punish and to expose the professional and, for these reasons, takes the
place of "non-place" in professional practice. To verify this hypothesis was performed
qualitative research, developed from documentary and literature research and field
research with social workers from HU-USP. Completed the field survey, the data were
systematized and analyzed from the analytical themes that structured this study. The
interpretation of data was done in the light of the theoretical and methodological
framework, in a reflective dialogue between theory - whose authors are identified in the
course of the dissertation - the testimonies of the participants and the reality of
professional work. Through this study, it was found that in the collective imagination of
the subjects of this research permeates the concept of evaluation as an external action,
the authoritarian nature, not participatory, causing fears, anxieties and resistances. On
the other hand, there is also the idea that the evaluation has its importance since it can
be participatory and democratic, when its objective is not to blame people, but the
improvement of the action performed. In this sense, participants in the study showed the
consequences of not having a systematic evaluation of the work and pointed out how it
would be built. This study confirmed the initial hypothesis, besides allowing an initial
approach between the assessment in theoretical perspective and evaluation in the
practical field of Social Work in Health Care / O presente estudo Avaliação da Prática e a Prática da Avaliação: Desafios ao Serviço
Social na Saúde tem por objetivo principal apreender o(s) significado(s) da avaliação
para os assistentes sociais do Serviço Social do Hospital Universitário da Universidade
de São Paulo - HU-USP. São objetivos específicos: discutir as tendências da avaliação
na área da saúde; verificar quais as práticas de avaliação estão sendo desenvolvidas e/ou
demandadas aos assistentes sociais e descrever como se organiza o Serviço Social do
HU-USP. A motivação para a realização desta pesquisa decorreu da escassa literatura
sobre avaliação e práticas avaliativas no âmbito do Serviço Social e da percepção que a
categoria profissional encontra dificuldade em sistematizar e implementar práticas
avaliativas das ações desenvolvidas. Procurando compreender o significado da
avaliação para os assistentes sociais e o seu lugar no cotidiano de trabalho é que este
estudo foi desenvolvido. A hipótese norteadora deste estudo é que a avaliação ainda é
concebida como um instrumento externo, utilizada para realizar julgamentos, apontar
erros, punir e expor o profissional e, por esses motivos, ocupa o lugar do não lugar na
prática profissional. Para a verificação desta hipótese foi realizada pesquisa de natureza
qualitativa, desenvolvida a partir de pesquisa documental e bibliográfica e pesquisa de
campo realizada com as assistentes sociais do HU-USP. Concluída a pesquisa de
campo, os dados foram sistematizados e submetidos à análise a partir de eixos temáticos
que estruturaram este estudo. A interpretação dos dados foi realizada à luz do
referencial teórico-metodológico, num diálogo reflexivo entre a teoria - cujos autores
comparecem no decorrer da dissertação -, as falas dos sujeitos e a realidade do trabalho
profissional. Por meio deste estudo, verificou-se que no imaginário coletivo dos sujeitos
desta pesquisa permeia a concepção de avaliação como uma ação externa, de natureza
autoritária, não participativa, geradora de medos, ansiedades e resistências. Por outro
lado, existe também a ideia de que a avaliação tem sua importância a partir do momento
que pode ser participativa e democrática, quando seu objetivo não é a culpabilização de
pessoas, mas o aperfeiçoamento da ação realizada. Neste sentido, os sujeitos do estudo
sinalizaram os rebatimentos percebidos pela não existência de uma avaliação
sistemática do trabalho e apontaram como gostariam que ela se construísse. A
realização deste estudo permitiu confirmar a hipótese inicial, além de possibilitar uma
aproximação inicial entre a avaliação na perspectiva teórica e a avaliação no campo
prático do Serviço Social na saúde
