FN:s barnrättskommitté har rekommenderat Sverige att åtgärda skillnader som finns i implementerandet av barnkonventionen i de svenska kommunerna. Som ett led i det arbetet har Sveriges regering initierat framställandet av ett indikatorsystem för att mäta barnets rättigheter. Uppsatsen syftar till att utvärdera om indikatorerna utgör den mest behjälpliga metoden för kommuner i att mäta, utvärdera och följa upp barnets rättigheter och deras rättighetsbaserade arbete. Uppsatsens utvärdering sker via en kvalitativ jämförelse mellan indikatorerna och metoderna Balanserat styrkort, Kollegial granskning och Nöjt barn-index. Bedömningen av de olika metodernas förtjänster och brister utförs genom att identifiera kriterierna för ett rättighetsbaserat arbete, som omfattar mänskliga rättigheters grundläggande principer i relation till ansvaret och förvaltningsprocessen i kommunerna. Resultatet visar på komplexiteten i att tillgodose barnets rättigheter varpå metoderna snarare kompletterar än utesluter varandra. / The UN Committee on the Rights of the child has recommended Sweden to address differences in the implementation of the UN Convention of the Rights of the Child among its national municipalities. As part of this task, the Swedish government has initiated development of indicators to measure the rights of the child. This essay aims to evaluate whether the indicators form the most helpful method for municipalities to measure, evaluate, and follow up the rights of the child and their rights-based efforts. The evaluation of the essay is carried out through a qualitative comparison of the indicators, and the methods Balanced scorecard, Peer review, and Children Condition Index. The merits and deficiencies of the various methods are assessed by identifying the criterions for a rights-based approach, which includes fundamental principles of human rights in relation to the responsibility, liability, and administrative procedure of the municipalities. The result indicates the complexity in meeting the rights of the child, whereupon the methods rather complement than exclude each other.
