Previous issue date: 2014-03-28 / During the nationalist government of Leonel Brizola (PTB), Rio Grande do Sul experienced the principle of adoption of policies of agrarian reform and the advent of mobilization of rural workers, by MASTER. So this relegates to his successor Ildo Meneghetti (PSD), a State with a strong social mobilization which claimed an agrarian reform according to the landless farmers goals. These days, therefore, this dissertation wants analyze the relation from the government Meneghetti speech with the context of social and politician radicalization, which lead to the civil-military coup in 1964. We have as goal the comprehension from groups that were in power, in the period that precedes the falling of the reformist project from president Jo?o Goulart (PTB) and the southern government relation with the vindicated moviments in countryside. Besides, the direction and the conception of agrarian reform from Ildo Meneghetti. / Durante o governo de cunho nacionalista Leonel Brizola (PTB), o Rio Grande do Sul vivenciou o princ?pio da ado??o de pol?ticas de reforma agr?ria e advento da mobiliza??o dos trabalhadores rurais, por meio do MASTER. Assim este relega ao seu sucessor Ildo Meneghetti (PSD), um Estado com forte mobiliza??o social que reivindicava uma reforma agr?ria consent?nea com os objetivos dos agricultores sem terra. Nesses termos, portanto, a presente disserta??o busca analisar a rela??o do discurso do governo Meneghetti com o contexto de radicaliza??o pol?tica e social, que conduzem ao golpe civil-militar de 1964. Tem-se por meta a compreens?o dos grupos que estavam no poder, no per?odo que antecede a derrocada do projeto reformista do presidente Jo?o Goulart (PTB) e a rela??o do governo sulino com os movimentos reivindicat?rios no campo. Al?m disso, o direcionamento e a concep??o de reforma agr?ria de Ildo Meneghetti.
