This study has aimed to investigate how a Swedish municipality carries out consultation and dialogue with the national interest for reindeer nutrition and total defense. The aim is further to understand how consultation and dialogue affect the planning and the design of a plan. This with the focus how a municipality works with and handels competing land interests. To answer the aim of the study a qualitative method was used. A group interview was carried out with two planners from Arvidsjaur municipality together with an examination of two planning documents: Arvidsjaur municipality comprehensive plan from 2021 and the detailed development plan for Björkberget 1:29 and Framnäs 1:30 from 2018. The empirical material was analyzed through a content analysis. The result shows that consultation and dialogue affect the planning and the design of a plan. Generativ planning and advokat planning (Khakee, 1998) is used in consultation and dialogue with the national interest as well as individual and joint dialogue. Arvidsjaur municipality works further to include external developers in an early dialogue whit among other things through an information brochure. Consultation and dialogue lead to adjustment of plans and common land use priorities. Arvidsjaur municipality looks positive when actors try to find common solutions on land use through agreement. The study's result can be in favor of the green transition where land interests are potential conflicts as wells as in case whit competing land use. The study contributes further with experiences to other municipalities who act among surface demanding activities. Key words: national interest, land use, competing interest, dialogue, municipalities
