Previous issue date: 2013-01-23 / This research focuses on the social construction of meanings produced on youth in conflict with the law from materials and their comments on the Internet media. The present study focuses on 97 articles which report the youths in conflict with the law and 496 comments made by netizens, from reading these materials, from August two thousand and eleven February two thousand and twelve. Investigating the social construction of meanings of youths in conflict with the law involves situating the offense while multiple phenomenon produced from several determinations within different social groups and classes, according to certain historical, social, cultural, political, and economic times. Such a phenomenon is gaining a prominent role in the relationship with the media, which constitutes space as possible place to the ideological construction and reinforcement from symbolic forms that, in certain contexts, serve to maintain relations of domination. Accordingly, investigating the mass media that report the youths in conflict with the law imposes on an important way to understand whether or not this statement is ideological or, if it is, how it occurs and to what extent this ideological relation influences on the social construction of meanings of youths in conflict with the law. Likewise, the present research analyzes the speech aired by online media on the young author of offense in order contribute to this process visualization that crosses his speech. This work aims also to give visibility to youth in conflict with the law, contributing to the production of scientific knowledge and to the improvement and qualification of public policies aimed at these young people and to contribute to discussion and thought processes that facilitate the transformation of this reality. This study is exploratory; it is qualitative in its nature and is based on the dialectical and historical materialist method. The method known as document analysis is here employed as a technique of investigation. An interpretation of the data was developed by analyzing text discourse, based on studies of Roque Moraes. A finding of this study is that the youths in conflict with the law are reported pejoratively by the media, taken as similarly juvenile offenders who are benefited by an apparatus Legal permissive. Thus, the subjects studied were found virtually no major insights about the social context in which these young people are included and concerns about the multiplicity of elements that articulate the youths with the offense. Regarding the comments, this research suggests a few analysis of the social situation of these young people; it also seeks alternatives or discusses the roots to the emergence of offense. Mostly, comments are marked by the presence of intolerance, violence, as a punitive retribution, criticizing the legal guarantees and calling for harsh laws aimed for these youths. Therefore, it is necessary to further extend this discussion to the social context, seizing the whole context that relates the youths with the offense and its mediation by means of communications, avoiding to individualize the phenomenon as a production only the young, detached from its social context. Accordingly, we sought also the contribution in the promotion of the guarantees, protection and defense of the rights of youths. / Esta pesquisa versa sobre a constru??o social de significados produzida sobre as juventudes em conflito com a lei a partir de mat?rias e seus respectivos coment?rios na m?dia internet. O presente estudo debru?a-se sobre 97 mat?rias que noticiam as juventudes em conflito com a lei e 496 coment?rios, produzidos por internautas, a partir da leitura destas mat?rias, no per?odo de agosto de 2011 a fevereiro de 2012. Investigar a constru??o social de significados das juventudes em conflito com a lei implica situar o ato infracional enquanto fen?meno m?ltiplo, produzido a partir de diversas determina??es, no seio de diferentes grupos e classes sociais, de acordo com determinados tempos hist?ricos, sociais e culturais, pol?ticos e econ?micos. Tal fen?meno passa a ganhar papel de destaque na rela??o com a m?dia, espa?o que se constitui como lugar poss?vel para constru??o e refor?o ideol?gico a partir de formas simb?licas que, em determinados contextos, servem para manter rela??es de domina??o. Dessa forma, investigar os meios de comunica??o de massa que noticiam as juventudes em conflito com a lei imp?e-se em um importante modo de entender se esta comunica??o ? ou n?o ideol?gica ou, se o ?, de que modo se d? e at? que ponto esta rela??o ideol?gica influencia na constru??o social de significados das juventudes em conflito com a lei. Nesse sentido, a pesquisa analisou o discurso veiculado pela m?dia online sobre o jovem autor de ato infracional, visando contribuir para visibilizar este processo que atravessa seu discurso. Este trabalho busca, ainda, dar visibilidade ?s juventudes em conflito com a lei, contribuindo para a produ??o de conhecimentos cient?ficos e para o aprimoramento e qualifica??o das pol?ticas p?blicas voltadas para esses jovens, al?m de contribuir para processos de discuss?o e reflex?o que propiciem a transforma??o dessa realidade. O estudo se caracteriza por ser de tipo explorat?rio, de natureza qualitativa e fundamentado no m?todo materialista hist?rico e dial?tico. Faz uso da an?lise documental como t?cnica de investiga??o. A intepreta??o dos dados desenvolve-se por meio da an?lise textual discursiva, fundamentada nos estudos de Roque Moraes. Ao fim, verifica-se que as juventudes em conflito com a lei s?o noticiadas pejorativamente, tidas analogamente como delinquentes juvenis, beneficiados por um aparato legal permissivo. Nesse sentido, constata-se praticamente a inexist?ncia, nas mat?rias estudadas, de maiores aprofundamentos sobre o contexto social em que estes jovens est?o inseridos, assim como problematiza??es acerca da multiplicidade de elementos que articulam as juventudes com o ato infracional. Quanto aos coment?rios, poucos prop?em uma an?lise da conjuntura social destes jovens ou visam discutir alternativas ou as ra?zes para a emerg?ncia do ato infracional. Em sua maioria s?o coment?rios marcados pelo signo da intoler?ncia, da viol?ncia como retribui??o punitiva, criticando as garantias legais e clamando por severas legisla??es voltadas para estas juventudes. Nesse sentido, faz-se necess?rio ampliar ainda mais esta discuss?o para o ?mbito social, apreendendo todo o contexto que relaciona as juventudes com o ato infracional e sua media??o pelos meios de comunica??es, evitando-se individualizar o fen?meno como uma produ??o ?nica do jovem e descolada do contexto social. Dessa forma, busca-se tamb?m a contribui??o na promo??o, e n?o a redu??o das garantias, prote??o e defesa dos direitos das juventudes.
