[pt] O estudo que deu origem à dissertação buscou analisar as peculiaridades do
saneamento básico na cidade de Duque de Caxias, sobretudo no bairro de Campos
Elíseos, no que diz respeito à prestação de serviços dos componentes abastecimento
de água e esgotamento sanitário para população residente. Isso porque se trata de
um bairro pertencente ao segundo distrito do município de Duque de Caxias, integrante
da Baixada Fluminense, que conta com um conglomerado de empresas da área de
petróleo e gás, que tem total disponibilidade de recursos hídricos para atender às
demandas do setor industrial. Mas, por outro lado, apresenta uma expressiva
escassez, dos mesmos serviços, para atendimento à população residente, no mesmo
bairro. Diante dos fatos, buscou-se investigar como a política pública de
saneamento vem sendo operacionalizada no território, diante das contradições
sociais identificadas. A investigação foi apoiada no aporte teórico metodológico da
pesquisa qualitativa, com trabalho de campo para observação direta da realidade,
realização de entrevistas semiestruturadas, tanto com moradores, quanto com
profissionais que trabalham no setor de saneamento, e com o poder público, a fim
de compreender quais as estratégias realizadas pelos moradores para sobreviverem,
em face à falta de abastecimento de água e esgotamento sanitário, bem como
compreender as ações do poder público para solucionar o problema. Ainda,
procurou-se identificar a existência de conflitos socioambientais, considerando as
desigualdades sociais e injustiças ambientais existentes. Foi possível identificarmos
as estratégias que os moradores utilizam para dar soluções aos problemas de acesso
à água e ao esgoto, assim como verificar como a efetivação da política pública na
área de saneamento, ainda necessita de maior investimento, principalmente na
Baixada Fluminense, para atender a população de forma digna e justa. / [en] The study that originated this master s thesis aimed to analyze the
peculiarities of the basic sanitation in the city of Duque de Caxias, especially in
Campos Elíseos neighborhood, in respect of the provision of water supply and
sewage services for the resident population. This is because it is a neighborhood
that belongs to the 2nd district of Duque de Caxias, part of Baixada Fluminense,
which has a conglomerate of companies in the oil and gas industry, which has full
availability of water resources to meet the demands of the industrial sector. On the
other hand, there is a significant lack of the same services for the population, who
living in the same neighborhood. In view of the facts, we aimed to research how the
public sanitation policy has been operationalized in this territory, because of the
social contradictions identified. The research was supported by the theorical and
methodological contribution of qualitative research, with fieldwork for direct
observation of the reality, doing semi-structured interviews, with both residents and
professionals which work in the sanitation sector, and with the public power, in
order to understand what are the strategies carried out by the residents to survive,
in the face of the lack of water supply and sanitary sewage, as well as to understand
the actions of the public power to solve the problem, and still aimed to identify the
existence of socio-environmental conflicts, considering social inequalities and
environmental injustices. It was possible to identify the strategies that residents use
to provide solutions to water and sewage problems, as well as to verify how the
implementation of public policy in the sanitation field still needs more investment,
especially in Baixada Fluminense to serve the population in a dignified and fair
way.
