This paper investigates the main characteristics of the sugar-energy productive chain in the state of Sergipe focusing on the analysis of the changes in its productive structure during the period of 2002 to 2008, when the sector shows a resumption of growth. The study was supported by the main concepts of the neo-Schumpeterian approach of the economic growth, according to which the dynamics of the introduction of new technologies is a preponderant factor of development. In addition to analyzing the sugar-energy sector on the evolution of its production and productivity, the institutional aspects that marked the period of desregulation
in Brazil were addressed, specially after 1985, emphasizing the RD&I (Research, development and innovation) structures established around the sector in this period. Representing the sugar-energy productive chain by the main products that it is currently composed of helped highlight that its deep productive restructuring was mainly due from research and development investments, from training and from the introduction of technological and organizational innovations. Finally, it was possible to systematize three fundamental aspects to identify patterns of innovation in the sugar-energy sector: types of innovations developed , innovation routes and technological strategies . These, applied to the present productive chain of the state of Sergipe showed that its now existing structure has gone through many improvements, although based in the innovation route capital embodied
innovations and in dependent and traditional technological strategies. / Este trabalho investiga as principais características da cadeia produtiva sucroenergética no Estado de Sergipe focado na análise das mudanças em sua estrutura produtiva ocorridas no
período de 2002 a 2008, quando o setor demonstra uma retomada de crescimento. O estudo esteve amparado nos principais conceitos da abordagem neo-schumpeteriana do crescimento econômico, segundo a qual a dinâmica da introdução de novas tecnologias é fator preponderante de desenvolvimento. Além de analisar o setor sucroenergético quanto à evolução de produção e produtividade, foram abordados os fatores institucionais que marcaram o período de desregulamentação no Brasil, especialmente após 1985, destacando as estruturas de PD&I formadas em torno do setor neste período. A representação da cadeia produtiva sucroenergética a partir dos principais produtos que atualmente a compõem permitiu destacar que sua profunda reestruturação produtiva decorreu principalmente de
investimentos em pesquisa e desenvolvimento, capacitação e introdução de inovações tecnológicas e organizacionais. Por fim, foi possível sistematizar três aspectos fundamentais
para identificar padrões de inovação no setor sucroenergético: tipos de inovações desenvolvidas , rotas de inovação e estratégias tecnológicas . Estes, aplicados à atual cadeia produtiva do Estado de Sergipe mostraram que sua atual estrutura passou por diversos aperfeiçoamentos, porém baseada na rota de inovação tecnologia embarcada e em estratégias tecnológicas dependentes e tradicionais.
