Nuolatinis neįgaliųjų skaičiaus didėjimas, darbingo amžiaus žmonių skaičiaus mažėjimas bei vis didėjanti darbo jėgos emigracija skatina atkreipti didesnį dėmesį į Neįgalumo ir darbingumo nustatymo tarnybos prie Socialinės apsaugos ir darbo ministerijos (toliau – NDNT) veiklą. Būtent NDNT strateginis planas, jo įgyvendinimo priemonės padeda racionaliau organizuoti NDNT darbą bei efektyvų paslaugų neįgaliesiems teikimą.
Tyrimo objektas - NDNT strateginis planavimas.
Tyrimo dalykas - NDNT strateginio planavimo procesas
Tyrimo tikslas - išnagrinėti NDNT strateginio planavimo procesą, ištirti darbuotojų požiūrį į strateginį veiklos planavimą.
Tyrimo uždaviniai:
1. išanalizuoti strateginio planavimo teorinius aspektus;
2. išnagrinėti strateginio planavimo metodiką Lietuvos viešajame sektoriuje;
3. atlikti NDNT strateginio planavimo proceso analizę;
4. ištirti NDNT darbuotojų požiūrį į strateginio planavimo procesą organizacijoje, nustatyti stipriąsias ir silpnąsias proceso ypatybes.
NDNT Strateginio planavimo grupės ir kitų NDNT aukštesnio lygio vadovų (40 respondentų) empirinis tyrimas buvo atliekamas anketinės apklausos metodu. Apibendrinus tyrimo rezultatus pasitvirtino iškeltos hipotezės, jog NDNT pastebimi nepakankami darbuotojų gebėjimai strateginio planavimo srityje, įgūdžių ir žinių stoka detalizuojant iškeltus tikslus ir uždavinius; NDNT darbuotojų įtraukimas į strateginio planavimo procesą yra nepakankamas, t.y. [toliau žr. visą tekstą] / An increasing number of disabled people, reduction of the number of employable age people, as well as increasing manpower emigration urges to draw attention to activities of the Disability and Working Capacity Assessment Office under the Ministry of Social Security and Labour (hereinafter - the DWCAO). Namely the strategic plan of the DWCAO and the measures of its implementation help organize the work of the DWCAO and the provision of services to disabled more efficiently.
Object of the study – strategic planning of the DWCAO.
Subject of the study – strategic planning process of the DWCAO.
The goal of the study is to analyze the strategic planning process in the DWCAO, to examine the attitude of employees at the strategic planning of activities.
Objectives of the study:
1. to analyze the theoretical aspects of strategic planning;
1. to examine the methodology of strategic planning in the Lithuanian public sector;
2. to make an analysis of the DWCAO strategic planning process;
3. to survey the attitude of the DWCAO employees to the strategic planning process in the organization, to identify weaknesses and strengths of the process.
An empirical study of the strategic planning group and other higher level leaders of the DWCAO (40 respondents) was carried by the questionnaire survey method.
