The cities are dynamic, therefore, your space is constantly changing to adapt the new urban realities and the news proposals of organization spatial. In Brazil, after the approval of the articles 182 and 183 of the Federal Constitution of 1988 and the Statute of the City, in 2001, news values guided the elaboration of plans directors; those plans became obligatory for the Brazilian cities with more than twenty thousand habitants. Through this study, I tried understand the process of transformation of the city of Uberlândia/MG, during the period from 1950 to 2010, which was marked by many proposals of planning. My objective was investigated when started the preoccupation with the organization spatial through of urban plans. The analysis of the plans directors of 1954 and 1994 contributed to us understand that the proposals exposed - at the time were implemented rarely benefit the population, because your participation in this process was very small. The emphasis given to the progress and the investment in modernization project materialized through actions developed to organize the urbanization and sanitation, the installation of industries, the transport system, creating another image of the city, where everything that represented the "delay" needed to give space to the "new". The changes also occurred in their habits and customs of the people who tried adapt according to the requirements of the new times. Therefore, was essential problematize the role of the social subjects, the uses that they does of the Center of the city and the speeches about the notion of progress that were built by the dominant class with views to inculcate in the population the ideals of modernity, progress and civility. Thereby of this analysis, I sought understanding how the practice of planning has contributed to the solution and/or maintenance of inequalities socio-spatial the urban structure of Uberlândia, giving emphasis to the center of the city. / As cidades são dinâmicas, portanto, seu espaço encontra-se em constante mutação de forma a se adequar às novas realidades urbanas e às novas propostas de ordenamento de seu espaço. No Brasil, após a aprovação dos artigos 182 e 183 da Constituição Federal de 1988 e do Estatuto da Cidade, em 2001, novos valores nortearam a elaboração de planos diretores que se tornaram obrigatórios para as cidades brasileiras com mais de vinte mil habitantes. Por meio deste estudo, procurei compreender o processo de transformação da cidade de Uberlândia/MG, durante o período de 1950 a 2010, o qual foi marcado por várias propostas de planejamento. Meu objetivo consistiu em investigar a partir de que momento surgiu uma preocupação com a organização do seu espaço urbano por meio dos planos urbanísticos. A análise dos planos diretores de 1954 e 1994 contribuiu para que percebêssemos que as propostas apresentadas - no momento em foram implementadas - nem sempre beneficiaram a população, uma vez que sua participação no processo decisório foi muito pequena. A ênfase dada ao progresso e o investimento no projeto modernizador se concretizaram por meio das ações desenvolvidas para organizar a urbanização e saneamento, a instalação de indústrias, o sistema de transporte, criando outra imagem da cidade, onde tudo aquilo que representava o atraso precisava ceder espaço para o novo . As mudanças também ocorreram nos hábitos e costumes da população que procurou se adaptar conforme as exigências dos novos tempos. Por isso, foi fundamental problematizar o papel dos sujeitos sociais, os usos que fazem do Centro da cidade e os discursos sobre a noção de progresso que foram construídos pela classe dominante com vistas a convencer população de que os ideais de modernidade, progresso e civilidade, correspondiam aos anseios de todos . Por meio dessa análise, busquei compreender em que medida as práticas de planejamento têm contribuído para a solução e/ou manutenção das desigualdades sócio-espaciais na estrutura urbana de Uberlândia, dando ênfase para o centro da cidade. / Doutor em História
